HomeMy WebLinkAbout 08/19/2015 Public hearing transcript on BILL#2591 PUBLIC HEARING AUGUST 19, 2015 A public hearing of the Council of the County of Kaua`i was called to order by Arryl Kaneshiro, Chair, Budget & Finance Committee, on Wednesday, August 19, 2015, at 2:30 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Gary L. Hooser Honorable Ross Kagawa Honorable Arryl Kaneshiro Honorable KipuKai Kuali`i Honorable JoAnn A. Yukimura Honorable Mel Rapozo Excused: Honorable Mason K. Chock The Clerk read the notice of the public hearing on the following: "Bill No. 2591 — A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B 2015 796, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2015 THROUGH JUNE 30, 2016, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND AND SEWER FUND (Kaua`i Lagoons Resort Wastewater Treatment Capacity Assessment Refund - $758,550)," which was passed on first reading and ordered to print by the Council of the County of Kauai on July 15, 2015, and published in The Garden Island newspaper on July 22, 2015. The hearing proceeded as follows: JADE K. FOUNTAIN-TANIGAWA, County Clerk: Committee Chair, we have one (1) registered speaker. Committee Chair Kaneshiro: Okay. May you please call the first registered speaker? Ms. Fountain-Tanigawa: The first registered speaker is Matthew Bernabe. MATTHEW BERNABE: Matthew Bernabe. So is Kauai Lagoons the people who take care of the Lihu`e wastewater? I know I am not supposed to ask questions. Committee Chair Kaneshiro: This is only for a public hearing, but if you have questions, I can talk to you after about it if you would like. PUBLIC HEARING 2 AUGUST 19, 2015 BILL NO. 2591 Mr. Bernabe: The one question is do we pay somebody, and then do they give the bill to the user for the sewer? Does our sewer bill go to this? Committee Chair Kaneshiro: I believe Kaua`i Lagoons built the wastewater treatment facility for the County, and then in process, they fronted the cost and the County was going to pay them back a certain amount of money. Mr. Bernabe: I understand. It is like a double jeopardy where we are paying them a lump sum back and they are charging the public a rate? Committee Chair Kaneshiro: We are in charge of the wastewater system. Mr. Bernabe: That was my only question. That is all I had. I was kind of confused. Committee Chair Kaneshiro: No problem. Is there other speakers? Ms. Fountain-Tanigawa: There are no further speakers. Committee Chair Kaneshiro: Anyone in the audience wishing to testify? Seeing none, this public hearing is now adjourned.
