HomeMy WebLinkAbout02/10/2016 Public hearing transcript on BILL#2612 PUBLIC HEARING FEBRUARY 10, 2016 A public hearing of the Council of the County of Kaua`i was called to order by Ross Kagawa, Chair, Public Works / Parks & Recreation Committee, on Wednesday, February 10, 2016, at 1:31 p.m., at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the presence of the following was noted: Honorable Mason K. Chock Honorable Gary L. Hooser Honorable Ross Kagawa Honorable Arryl Kaneshiro Honorable KipuKai Kuali`i Honorable Mel Rapozo Excused: Honorable JoAnn A. Yukimura The Clerk read the notice of the public hearing on the following: "Bill No. 2612 — A BILL FOR AN ORDINANCE TO AMEND CHAPTER 14, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE PLUMBING CODE," which was passed on first reading and ordered to print by the Council of the County of Kaua`i on January 13, 2016, and published in The Garden Island newspaper on January 22, 2016. The following communication was received for the record: /1. Fujii, Neal, February 9, 2016 The hearing proceeded as follows: SCOTT K. SATO, Deputy County Clerk: We received one (1) written testimony and have no registered speakers. Committee Chair Kagawa: Thank you, Clerk. Before anybody testifies, I just wanted to make this short announcement that this item was going to go to the next Committee Meeting on February 16th; however, the Chief of Buildings will not be present. So, the Department of Public Works has requested a deferral to the March 2nd Public Works / Parks & Recreation Committee Meeting. Further, I would like to add that we have gotten many concerns about the Bill from the private sector as well as individuals. I am going to ask that the Building Division go out and talk to the professionals out there in the community such as the Contractors Association of Kaua`i, other members of the union, and what have you because I think if we get the professionals who work in the industry to buy-in and come to a consensus, I think it is easier for this Council to vote favorably on the new adoption. So that is what I am going to recommend. Like past practice, I think Don Lutao used to be in charge. He used to go out and work with the community first and then when it comes here, we get unanimous buy-in and it is pretty much easy to adopt. But I think we skipped PUBLIC HEARING 2 FEBRUARY 10, 2016 BILL NO. 2612 that point. Maybe we did talk to some members, but let us include everybody if possible again like how we used to do it. That is my recommendation. With that, Clerk, anybody registered to speak on this? Mr. Sato: We have no registered speakers. Committee Chair Kagawa: Okay.
