Notice is hereby (Oven that the Coundl of the County of Kaua'i will hold a public
hearing on Wednesday, February 11, 2015, at 1:30 p.m., or soon thereafter, at the
Council Chambers, 4396 Rice Street, Room 201, Historic County Building, Lihu'e,
on the following:
Bill No. 2570
A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2014-781, AS
AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA'I,
STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2014 THROUGH JUNE 30,
2015, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND,
HIGHWAY FUND, SOLID WASTE FUND, SEWER FUND, AND GOLF FUND
(Full Funding of OPEB Annual Required Contribution (ARC) - $1,503,504)
This Bill proposes to amend Ordinance No. B-2014-781, as amended, relating
to the Operating Budget of the County of Kaua'i, for the Fiscal Year 2014-2015, by
appropriating amounts from the various Funds' Assigned and Unassigned Fund
Balances to meet the full Annual Required Contribution (ARC) for Other Post
Employment Benefits (OPEB) as prescribed by the most recent actuarial report as
follows:
• $1,231,776 from the General Fund - Unassigned Fund Balance to the
OPEB accounts in the General Fund;
• $123,444 from the Highway Fund - Assigned Fund Balance to the OPEB
accounts in the Highway Fund;
• $74,470 from the Solid Waste Fund - Assigned Fund Balance to the
OPEB accounts in the Solid Waste Fund;
• $47,906 from the Sewer Fund - Unassigned Fund Balance to the OPEB
accounts in the Sewer Fund; and
• $25,908 from the General Fund - Unassigned Fund Balance, with
$8,119 appropriated to the Golf Fund - Unassigned Fund Balance and
$17,789 appropriated to the OPEB account in the Golf Fund.

AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA'I,
STATE OF HAWAII, FOR THE FISCAL YEAR JULY 1, 2014 THROUGH
JUNE 30, 2015, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND

The purpose of this Bill is to amend Ordinance No. B-2014-781, as amended,

shortfall in the Office of the County Attorney for Special Counsel / Consultant

A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, KAUA'I COUNTY CODE
1987, AS AMENDED, RELATING TO REAL PROPERTY TAXES (Real Property Tax
Relief for the 2015 Tax Year)
The purpose of this Bill is to cap taxes for properties with home use exemptions
which received substantial increases in their Real Property Taxes (RPT) in 2014 due
to the removal of the Permanent Home Use (PHU) tax cap, any changes in use,
increases in various RPT rates, and recalculation of the property taxes based on
current fair market values.
All interested persons who wish to present their comments may do so at the
public hearing. Written testimonies prior to the hearing would be appreciated.
Copies of the proposed ordinances are available at the Office of the County Clerk,
Council Services Division.
(The Council Committee or Council may amend these Bills at its subsequent
meetings. Meeting notices are posted at least 6 days in advance at the County
Clerk's Office and the public may also testify at any of these meetings.)
