public hearing on Wednesday, January 27, 2016, at 5:00 p.m., or soon thereafter, at

A BILL FOR AN ORDINANCE TO ESTABLISH A GENERAL EXCISE AND
USE TAX SURCHARGE FOR THE COUNTY OF KAUAI
This Bill proposes to establish a new Article 3, Chapter 5, Kauai County
Code 1987, as amended, relating to a General Excise and Use Tax Surcharge for the
County of Kauai, pursuant to Act 240, Session Laws of Hawai`i, Regular Session
of 2015.
This Bill establishes a general excise and use tax surcharge of up to one-half
percent (0.5%) to be levied beginning January 1, 2018, for the following purposes:
1. Operating or capital costs of public roadways, pedestrian paths,
sidewalks, bicycle paths, compliance with the Americans With
Disabilities Act of 1990, and safe routes to school (75%); and
2. Operating or capital costs of public transit systems, including
compliance with Americans With Disabilities Act of 1990 (25%).
No surcharge on state taxes may be levied under this Ordinance after
December 31, 2027.
All interested persons who wish to present their comments may do so at the
public hearing. Written testimony prior to the hearing would be appreciated.
Written testimony can be submitted to the Office of the County Clerk, Council
Services Division by mail, facsimile, or via E-mail to counciltestimony @kauai.gov.
Copies of the proposed Bill are available at the Office of the County Clerk, Council
Services Division.
(The Council Committee or Council may amend this Bill at its subsequent
meetings. Meeting notices are posted at least 6 days in advance at the County
Clerk's Office and the public may also testify at any of these meetings.)
