RESOLUTION URGING THE BOARD OF WATER SUPPLY
TO REDUCE THE FACILITIES RESERVE CHARGE
FOR MULTI-FAMILY UNITS,SMALLER HOMES,AND
ADDITIONAL RENTAL UNITS CERTIFIED AS AFFORDABLE BY THE
HOUSING AGENCY
WHEREAS,the County of Kaua’i is facing an unprecedented housing ~crisis
and the limited availability of rental housing units and multi-family housing units is
a major contributing factor to the crisis;and
WHEREAS,the Kaua’i General Plan cites inflil development,multi-unit
housing,and tiny homes as keys to help solve the affordable housing crisis;and
WHEREAS,the Kaua’i General Plan cites that decentralized development
patterns erode rural character and town centers while burdening our limited roadway
network and incurring a greater cost per household for infrastructure and services;
and
WHEREAS,the Kaua’i General Plan cites the importance of policies designed
to promote equity such as incentivizing infill development and the construction of
multi-family homes;and
WHEREAS,the Kaua’i General Plan cites the importance of policies that will
enable and incentivize the construction of tiny homes,additional units such as
Additional Dwelling Units (ADUs)and Additional Rental Units (ARUs),and
small-scale multi-unit housing types such as duplexes,fourplexes,and other types of
similar configurations;and
WHEREAS,to achieve more infill development and multi-unit housing,the
Kaua’i General Plan specifically recommends reducing or eliminating tipping fees,
wastewater and water facility charges,permit reviews fees,and park and
environmental assessment fees;and
WHEREAS,the Kaua’i County Council adopted Bill No.2740,Bill No.2741,
Bill No.2742,Bill No.2743,and Bill No.2744 with the intent of eliminating or
subsidizing all wastewater and water facility charges,environmental impact
assessment,building permit,electrical permit,plumbing permit,and plan review fees
for ARUs certified as affordable by the Kaua’i County Housing Agency pursuant to
Sec.2-1.16 of the Kaua’i County Code 1987,as amended;and
WHEREAS,the Board of Water Supply assesses a Facilities Reserve
Charge (FRC)against all new and existing developments requiring new or additional
supply of water from the Department’s system;and
WHEREAS,the current FRC charge for installation of a 5/8”meter of $14,115
is a major financial barrier to the construction of new small-scale housing units;and
WHEREAS,the current FRC charge of $9,880 per unit,or the cost of the
approved meter size,for multi-unit homes is also a major barrier to the conversion of
single-family units to a multi-family housing structure;now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,
STATE OF HAWAI’I,that.it requests the Board of Water Supply to use metrics such
as fixture count or max occupancy as the method for assessing the Facilities Reserve
Charge to ensure equity for smaller footprint homes that use less water.
BE IT FURTHER RESOLVED,that it requests the Board of Water Supply to
waive or adjust,as the case may warrant,the Facilities Reserve Charge for ARUs
certified as affordable by the Kaua’i County Housing Agency pursuant to Sec.2-1.16
of the Kaua’i County Code 1987,as amended.
BE IT FURTHER RESOLVED,that it urges the Board of Water Supply to
adjust the Facilities Reserve Charge for multi-family units.
BE IT FINALLY RESOLVED,that copies of this Resolution be transmitted to
the Board of Water Supply,the Department of Water Manager and Chief Engineer,
Planning Director Ka’aina S.Hull,and Mayor Derek S.K.Kawakami.
