RESOLUTION EXPRESSING THE COUNTY OF KAUA’I’S
SUPPORT FOR USE OF ACT 35(2019)FUNDS FOR
HYDROLOGIC AND HYDRAULIC ANALYSIS
WHEREAS,in addition to other places on Kaua’i,the Hanalei region was
significantly impacted by the extraordinary weather event that produced torrential
rains and resultant flooding in April 2018;and
WHEREAS,with the support of Governor David Y.Ige,the State Legislature
has appropriated funds for disaster relief efforts in the County of Kaua’i via Act 12,
Session Laws of Hawai’i 2018,as amended by Act 35,Session Laws of Hawai’i 2019;
and
WHEREAS,on June 5,2019,Governor Ige signed House Bill 329 (Act 35)and
on June 22,2019 Governor Ige attended a signing ceremony on Kaua’i accompanied
by a group of community leaders;and
WHEREAS,the State’s disaster relief funds are appropriated for:protecting
the health,safety,and welfare of the people;providing relief from disaster damages,
losses,and suffering;or implementing mitigation measures to prevent and minimize
the impacts of current or future flooding in affected areas;and
WHEREAS,Act 35 defines “mitigation measures”as “the reduction of harm
from future flooding events through structural and nonstructural actions,
interventions,and investments”;and
WHEREAS,Act 35 extends disaster relief funds to assist Kaua’i residents in
rebuilding their lives by extending the Kaua’i flooding disaster relief appropriation
lapse date to June 30,2020;and
WHEREAS,the Hanalei Watershed Hui,a community-based nonprofit
organization,developed the “Hanalei to Hã’ena Community Disaster Resilience Plan”
(2014)to improve local resilience through an “Action Plan for Community Disaster
Preparedness and Response”and “Community Resource and Vulnerability Maps”;
and
WHEREAS,the Hanalei to Hã’ena Community Disaster Resilience Plan is an
appendix to the County of Kaua’i Multi-Hazard Mitigation and Resilience Plan
(2015),and both plans were important resources for guiding the community response
to flood events in April and August 2018;and
WHEREAS,community members have voiced their concerns that
topographical alterations to lands within the Regulatory Floodplain,encroachment
of invasive plants into the mainstem of the Hanalei River,and alterations to wetlands
have all altered the hydrodynamics of the river system,which will cause impacts
during flood events,primarily by redirecting and increasing the depth and extent of
flood waters;and
WHEREAS,the Hanalei Watershed Hui,with support from Sustainable
Resources Group Intn’l,Inc.,proposes a hazard mitigation planning project to
conduct a Hydrological and Hydraulic Analysis for the lands within the lowest reach
of the Hanalei River and develop a set of mitigation strategies to reduce the impacts
of floods;and
WHEREAS,the project will gather input from the community regarding
concerns related to existing and hypothetical conditions that can affect hydraulic
variables in the Hanalei River and incorporate this input into model scenarios;and
WHEREAS,the project will quantitatively evaluate flood mitigation strategies
to protect life and property,and reduce disruption to commerce and the larger
community;and
WHEREAS,the project is commensurate with and adds capacity to the goals
and objectives of the Hanalei to Hã’ena Community Disaster Resilience Plan;and
WHEREAS,the project will provide the community and decision-makers with
information on what strategies to fund to mitigate future damage and disruptions by
flooding;and
WHEREAS,the Hanalei Watershed Hui plans to request fiscal support under
Act 35 from Governor David Y.Ige to fund a Hydrological and Hydraulic Analysis for
the Hanalei area;and
WHEREAS,the Hawai’i Emergency Management Agency and County
personnel have been consulted regarding the proposed Hydrological and Hydraulic
Analysis;now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,
STATE OF HAWAI’I,that the Council hereby expresses its formal support of the
proposed Hydrological and Hydraulic Analysis.
BE IT FINALLY RESOLVED,that the County Clerk shall forward a copy of
this Resolution to Mayor Derek S.K.Kawakami,Governor David Y.Ige,State
Representative Nadine K.Nakamura,State Representative Daynette “Dee”
Morikawa,State Representative James K.Tokioka,State Senate President
Ronald D.Kouchi.
