MAY 7 UPDATE: County reminds North Shore residents of current updates As emergency officials continue to demobilize from the Wainiha-H5'ena area, the public is advised of the following operational updates. County Offices for North Shore Residents: Wainiha and H5'ena residents may receive a placard and/or shuttle pass at the following locations and times. Residents must bring their vehicle and be prepared to prove residency. Hours of operation for the County of Kauai office at the Hanalei Colony Resort this week will be as follows: • Tuesday, May 8 — 9 a.m. to 11 a.m. and 1 p.m. to 5:30 p.m. • Wednesday, May 9 — Closed • Thursday, May 10 — 1 p.m. to 4:30 p.m. • Friday, May 11 — 1 p.m. to 4:30 p.m. County staff will also have a presence at the Hanalei Neighborhood Center, also known as the old Hanalei courthouse, on the following dates and times: • Thursday, May 10 — 9 a.m. to 11:30 a.m. 0 Friday, May 11 — 9 a.m. to 11:30 a.m. The last day for Wainiha and H5'ena residents may receive a placard and/or shuttle pass from the Kauai Emergency Management Agency (KEMA) will be on Tuesday, May 8, from 8 a.m. to 4 p.m. KEMA is located on the ground floor of 3990 Ka`ana Street, Suite 100, in Lihu`e. Residents must be prepared to prove residency. Insurance adjusters, utility company personnel, private contractors and others needing access to work in the isolated Wainiha-H5'ena area are asked to coordinate their travel needs through KEMA at 241-1800, Monday through Friday between 8 a.m. and 4 p.m. Kuhio Highway Single Lane Route Access Times: The single lane route on Kuhio Highway, from Waikoko to Wainiha, will remain open to local traffic only with vehicular passes, at the following schedule. Monday through Saturday: • 6 a.m. First trip from Waikoko to Wainiha. • 6:30 a.m. First trip from Wainiha to Waikoko, to include shuttle. • 8:30 a.m. Waikoko to Wainiha. • 9 a.m. Wainiha to Waikoko. • 12 p.m. Waikoko to Wainiha. • 12:20 p.m. Wainiha to Waikoko, to include shuttle. • 12:40 p.m. Waikoko to Wainiha, to include shuttle. • 1 p.m. Wainiha to Waikoko. • From 5 to 6:30 p.m. authorized vehicles will be escorted through the closure on an alternating basis, and the checkpoints will be locked at 7 p.m. Sunday: Limited local access will be available all day on an alternating basis between the hours of 7 a.m. and 6:30 p.m. Starting at 7 a.m., from Waikoko towards Wainiha, a pilot vehicle will escort placarded vehicles under 10,000 pounds from the checkpoint to the other side of the closure in Wainiha. The pilot vehicle will continue to escort vehicles on an alternating basis until approximately 6:30 p.m., when the vehicle will lead the last caravan of the day from Wainiha to the Waikoko checkpoint. Shuttle Information: The shuttle service provided by the Hanalei Colony Resort for isolated Wainiha-H5'ena residents will take them from the Hanalei Colony Resort to the Hanalei Neighborhood Center, and back, during the above schedule, daily. Other Road Closures and Repairs: • For residents affected by the Kahiliholo Road closure in Kilauea, an emergency access road has been opened for local traffic only through the privately owned Common Ground and Wai Koa Guava Plantation properties. • Lei O Papa Road in Princeville remains closed due to a sinkhole. • Weke Road in the vicinity of Black Pot Beach remains closed. For updates on road conditions and closures, please call 241-1725. Please do not call Kauai police 911 unless you have an emergency. Damage to roads, highways, bridges and other infrastructure may be reported to the KEMA EOC at 241-1800. Refuse Collection and Debris Management: • Wainiha-11­115'ena: For isolated residents in the Wain iha-Ha`ena area, officials will collect household trash on Tuesday, May 8. Residents are asked to secure their trash and have it set out tonight, May 7. Starting Sunday, May 13, household refuse collection will occur on Sundays. Those who have County of Kauai refuse carts are asked to begin using these again, and those who do not are asked to place bagged trash at the roadside. Additionally, officials will continue to collect limited bulky items and flood -related debris. Residents are asked to leave out bulky items and flood- related debris along Kuhio Highway or the county's right of way. Bulky item collection has been ongoing in this area. • Hanalei: Residents may continue to use the bins staged at Waioli Park to dispose mixed waste, demolition debris, green waste, and metals. These bins will be available until Friday, May 11. Residents are reminded to separate items before disposing into the bins. The Hanalei refuse transfer station, located in Princeville, will allow the disposal of bulky items and continue its extended hours to 5:15 p.m., until Friday, May 11. Regular hours and services will be resumed on Saturday, May 12. Regular hours are from 7:15 a.m. to 3:15 p.m., and size restriction for solid waste is three feet in length. • Koloa: In the vicinity of Waila`au Road and Aloha Place, residents may continue to use the bins available for mixed waste, demolition debris, and metals through Friday, May 11. Residents are reminded to separate items, and dispose all waste into the bins. Please do not leave the trash on the ground. Additionally, crews will perform bulky item pickup on Wednesday, May 9. Park Closures: Hanalei Beach Park in the vicinity of Black Pot Beach is closed until further notice due to safety concerns. As a reminder, the following state park facilities remain closed due to flood damage until further notice: • H5'ena State Park and the adjacent Napali Coast State Wilderness Park (including the Kalalau Trail); • Portions of Wailua River State Park; and • Polihale State Park. Building Permit Information: The Department of Public Works Buildings Division is reminding residents affected by the flood that property damage under $10,000 does not require a building permit for repairs. Motor Vehicle Registration deadline extended: Isolated Wainiha and Ha`ena residents who missed the Motor Vehicle Registration deadline on April 30 will have until May 31 to renew their registrations without a penalty fee. In order to verify their eligibility, vehicle owners are required to have the following: • A registration address in Wainiha or H5'ena; and/or • A utility bill or other mail showing your name and eligible Wainiha or H5'ena address. Additionally, vehicle owners from the affected areas will also need to fill out a declaration attesting to their inability to pay on time as a result of the road closures. Emergency Rule and Order Prohibits Operation of TVRs: Effective until at least May 31, 2018, Mayor Bernard P. Carvalho Jr. has promulgated an emergency rule and order prohibiting the operation of Transient Vacation Rentals (TVR) in the Lumaha`i, Wainiha, H5'ena area and limiting the accessibility to said area. These restrictions may be extended beyond May 31, 2018. Access in the areas listed above is limited to the following persons, agencies, and organizations: 1. Residents (no visitors); 2. County/state/federal governmental employees and verified governmental contractors; 3. Employees and volunteers for the following types of non -governmental organizations: a. Utility providers; b. Recognized humanitarian/disaster response and recovery entities; c. Insurance industry - Serving verified residents/property owners; d. Residential or infrastructure construction/repair contractors — Serving verified residents/property owners; e. Area businesses and non -profits engaged by County/State/Federal government in response/recovery operations; and f. Other NGO entities, as approved or requested by the County of Kaua'i, State of Hawaii or the federal government. 4. Vehicles with a GVWR of 5 Tons (10,000 lbs.) and under, with Hawaii Department of Transportation -authorized exceptions for appropriate emergency response vehicles. The public is warned that any person violating this emergency rule and order shall be guilty of a misdemeanor. Upon conviction, the person(s) shall be fined not more than $5,000, or imprisoned not more than one year, or both.
