Mayor ga A Managing Director C OP COUNTY OF KAUA`I KAUA'I EMERGENCY MANAGEMENT AGENCY News Release For Immediate Release: May 30, 2018 ELTON USHIO, ADMINISTRATOR Tel (808) 241-1800 Fax (808) 241-1860 MAY 30 UPDATE: County announces current updates on flood -recovery efforts Distribution for Wainiha-Ha`ena Placards, Work Passes and Shuttle Passes: Starting on Monday, June 4, resident placards, work passes and shuttle passes for the Wainiha-Ha`ena area will be verified and distributed through the County's Planning Department at the LThu`e Civic Center, during the following office hours, excluding holidays: • Mondays, from 9 a.m. to 12 p.m.; and • Fridays, from 9 a.m. to 12 p.m. Resident Placards: To receive a resident placard, Wainiha and Ha`ena residents must physically bring their vehicle to the LThu`e Civic Center and be able to prove that their identity matches the residency and ownership information in the County's real property tax database. Documents that prove residency, such as a real property tax bill or a utility bill, much show an address and must also match a government issued photo ID presented by the applicant. Trust documents may be required for those homes held in a trust, or marriage certificates for spouses of owners. Work Passes: Insurance adjusters, utility company personnel, private contractors and others needing access to work in the isolated Wainiha-Ha`ena area may apply for a five-day weekday work pass, and a two-day weekend work pass through the Planning Department at the days and times stated above. To receive a work pass, individuals must bring a work order or authorization from the landowner listed on the County's real property tax database. Planning officials may call the landowner to further verify the applicant's information and to ensure the individual is seeking to conduct legitimate business in the Wainiha-Ha'ena area. Work passes will be distributed to no more than two passes per company or organization, per address. No overnight stays are permitted with these passes. Passes are limited in quantity, and will be distributed first -come, first -served. Shuttle Passes: Shuttle passes for Wainiha-Ha'ena residents will be distributed through the Planning Department at the days and times stated above. To receive a shuttle pass, Wainiha-H5'ena residents must be prepared to prove residency. For more information about the distribution of resident placards, work passes and shuttle passes throughout the week, please call the Kauai Emergency Management Agency (KEMA) at 241-1800. Kuhio Highway Single Lane Route Access Times: The Hawaii Department of Transportation (HDOT) has announced an additional late - night convoy schedule for the single lane route on Kuhio Highway, between Waikoko and Wainiha. The following schedule will remain open to local traffic only, with vehicular passes. Monday through Saturday: • 6 a.m. First trip from Waikoko to Wainiha. • 6:30 a.m. First trip from Wainiha to Waikoko, to include shuttle. • 8:30 a.m. Waikoko to Wainiha. • 9 a.m. Wainiha to Waikoko. • 12 p.m. Waikoko to Wainiha. • 12:20 p.m. Wainiha to Waikoko, to include shuttle. • 12:40 p.m. Waikoko to Wainiha, to include shuttle. • 1 p.m. Wainiha to Waikoko. • From 5 to 6:30 p.m. authorized vehicles will be escorted through the closure on an alternating basis, and the checkpoints will be locked at 7 p.m. • 10:30 p.m. Wainiha to Waikoko. • 11 p.m. Waikoko to Wainiha (last trip of the day). Sunday: • Limited local access will be available all day on an alternating basis between the hours of 7 a.m. and 6:30 p.m. Starting at 7 a.m., from Waikoko towards Wainiha, a pilot vehicle will escort placarded vehicles under 10,000 pounds from the checkpoint to the other side of the closure in Wainiha. The pilot vehicle will continue to escort vehicles on an alternating basis until approximately 6:30 p.m., when the vehicle will lead the last caravan of the day from Wainiha to the Waikoko checkpoint. Shuttle Information: The shuttle service provided by the Hanalei Colony Resort for Wainiha-Ha`ena residents will take them from the Hanalei Colony Resort to the Hanalei Neighborhood Center, and back, during the above schedule, daily. Motor Vehicle Registration Extended Deadline ends Thursday, May 31: Wainiha and H5'ena residents who missed the Motor Vehicle Registration deadline on April 30, are reminded they will have until Thursday, May 31, to renew their registrations without a penalty fee. In order to verify their eligibility, vehicle owners are required to have the following: • A registration address in Wainiha or H5'ena; and/or • A utility bill or other mail showing your name and eligible Wainiha or H5'ena address. Additionally, vehicle owners from the affected areas will also need to fill out a declaration attesting to their inability to pay on time as a result of the road closures. Solid Waste Management: Wainiha-Ha`ena: • Residents are encouraged to bring their flood -related debris to the county's staging site at Kepuhi Point, located near the old H5'ena school on the mauka side of Kuhio Highway, just south of the Hanalei Colony Resort. The site will be staffed daily from 8 a.m. to noon, and from 12:30 p.m. to 4:30 p.m. • County officials will collect bulky flood -related debris from Wainiha-Ha'ena residents on a needed basis. Please call 241-4841 to coordinate. All flood -related debris should be separated and placed on the county's right of way in front of your own property (see image below for instructions). • Household trash collection for Wainiha-Ha'ena residents will continue on Sundays. Residents are asked to place bagged refuse in their carts the night prior. Bagged refuse can also be placed at curbside if residents do not have carts. All Other Flood -Affected Areas: • County officials will collect flood -related debris from all other residents on a needed basis. Please call 241-4841 to coordinate flood -related debris pick-up. All flood - related debris should be separated and placed on the county's right of way in front of your own property (see image below for instructions). • All refuse transfer stations islandwide have resumed normal services. The public is encouraged to utilize the transfer stations when possible. • Residents are also encouraged to use their own contracted commercial hauler for debris removal when possible. Other Road Closures and Repairs: For residents affected by the Kahiliholo Road closure in Kilauea, an emergency access road has been opened for local traffic only through the privately owned Common Ground and Wai Koa Guava Plantation properties. • Lei O Papa Road in Princeville remains closed due to a sinkhole. • Weke Road in the vicinity of Black Pot Beach remains closed. For updates on road conditions and closures, please call 241-1725. Please do not call Kauai police 911 unless you have an emergency. Building Permit Information: The Department of Public Works Buildings Division is reminding residents affected by the flood that property damage under $10,000 does not require a building permit for repairs.
