MAY 11 UPDATE: County announces current updates for affected residents Free Legal Clinics: The Kauai Bar Association announced it will hold free legal clinics for persons who have been affected by the flood. The following clinics will be held: • Friday, May 18 — 3 to 6 p.m. — at K61oa Neighborhood Center (3461 Weliweli Road, Kbloa) • Thursday, May 24 — 9 a.m. to 3 p.m. —at Hale Halawai 'Ghana O Hanalei (5299 Kuhi6 Highway, Hanalei, next to Hanalei Farmers Market) Other agencies that will be present at the clinics include the state Insurance Division, Regulated Industries Complaints Office (RICO), state Department of Financial Institutions, Gather Federal Credit Union, and more. In addition, the Hawai'i State Bar Association will be providing a legal "hotline" that will be staffed with lawyers from around the state to assist affected residents. The hotlines will be open on May 15, May 17, May 22, and May 24, from 2 p.m. to 5 p.m., at 844-518-3724. Flood Insurance Informational Meetings: The Department of Land and Natural Resources (DLNR), the National Flood Insurance Program (NFIP), and the County of Kauai are inviting NFIP-insured renters, home and business owners affected by the April 14-15 flooding event to attend informational sessions conducted by an NFIP General Adjuster. The following sessions will be held: • Monday, May 14 — 4 to 7 p.m. — at Koloa Neighborhood Center (3461 Weliweli Road, K61oa) • Tuesday, May 15 — Noon to 4 p.m. — at Hanalei Colony Resort in Wainiha (5-7130 Kuhio Highway, Hanalei) • Wednesday, May 16 — 4 to 7 p.m. — at Anahola Clubhouse (3900 Kawelo Street, Anahola) • Thursday, May 17 — Noon to 4 p.m. —at Hale Halawai `Ohana O Hanalei (5299 Kuhio Highway, Hanalei) The NFIP General Adjuster will be available to answer specific questions that the flood insurance policy holder may have regarding their claim. Please bring your NFIP policy number and flood claim number to the meeting. For more information, please call (808) 587-0254. Placard distribution for North Shore Residents: Starting on Monday, May 14, Wainiha and H5`ena residents may receive a placard and/or shuttle pass at the County's Planning Department at LThu`e Civic Center, weekdays from 9 to 11 a.m. Residents must bring their vehicle and be prepared to prove residency. Insurance adjusters, utility company personnel, private contractors and others needing access to work in the isolated Wainiha-H5`ena area may also coordinate their travel needs through the Planning Department at the days and times stated above. Kuhio Highway Single Lane Route Access Times: The single lane route on Kuhio Highway, from Waikoko to Wainiha, will remain open to local traffic only, with vehicular passes, at the following schedule. Monday through Saturday: • 6 a.m. First trip from Waikoko to Wainiha. • 6:30 a.m. First trip from Wainiha to Waikoko, to include shuttle. • 8:30 a.m. Waikoko to Wainiha. • 9 a.m. Wainiha to Waikoko. • 12 p.m. Waikoko to Wainiha. • 12:20 p.m. Wainiha to Waikoko, to include shuttle. • 12:40 p.m. Waikoko to Wainiha, to include shuttle. • 1 p.m. Wainiha to Waikoko. • From 5 to 6:30 p.m. authorized vehicles will be escorted through the closure on an alternating basis, and the checkpoints will be locked at 7 p.m. Sunday: Limited local access will be available all day on an alternating basis between the hours of 7 a.m. and 6:30 p.m. Starting at 7 a.m., from Waikoko towards Wainiha, a pilot vehicle will escort placarded vehicles under 10,000 pounds from the checkpoint to the other side of the closure in Wainiha. The pilot vehicle will continue to escort vehicles on an alternating basis until approximately 6:30 p.m., when the vehicle will lead the last caravan of the day from Wainiha to the Waikoko checkpoint. Shuttle Information: The shuttle service provided by the Hanalei Colony Resort for isolated Wainiha-Ha`ena residents will take them from the Hanalei Colony Resort to the Hanalei Neighborhood Center, and back, during the above schedule, daily. Refuse Collection and Debris Management: For questions or more information, please call the Solid Waste Division at 241-4841. Wainiha-Ha`ena: • Household trash collection will be on Sunday, May 13. Residents are asked to place bagged refuse in their carts the night prior. Bagged refuse can also be placed at curbside if customers do not have carts. • House to house bulky item pickup is scheduled for Sundays starting on May 20. Appliances will be accepted, but please hold large scrap metal until the following weekend. Hanalei: • The Hanalei refuse transfer station, located in Princeville, will resume its normal hours and services starting Saturday, May 12. Regular hours are from 7:15 a.m. to 3:15 p.m., and normal size restriction for solid waste is three feet in length. Other Road Closures and Repairs: • For residents affected by the Kahiliholo Road closure in Kilauea, an emergency access road has been opened for local traffic only through the privately owned Common Ground and Wai Koa Guava Plantation properties. • Lei O Papa Road in Princeville remains closed due to a sinkhole. • Weke Road in the vicinity of Black Pot Beach remains closed. For updates on road conditions and closures, please call 241-1725. Please do not call Kauai police 911 unless you have an emergency. Damage to roads, highways, bridges and other infrastructure may be reported to the KEMA at 241-1800. Park Closures: Hanalei Beach Park in the vicinity of Black Pot Beach remains closed until further notice due to safety concerns. Additionally, DLNR has announced the following updates for state park facilities: • Polihale State Park will reopen to the public on Tuesday, May 15, following repairs to the heavily flood -damaged entry road. • Miloli`i section of N5pali Coast State Wilderness Park will reopen for visitation and overnight camping to those with valid permits beginning Tuesday, May 15. • As of Tuesday, May 15, Miloli`i and Nu`alolo Kai, which suffered little to no damage in the flooding, will be the only two areas within N5pali Coast State Wilderness Park open to visitation. • Portions of Wailua River State Park remain closed. Building Permit Information: The Department of Public Works Buildings Division is reminding residents affected by the flood that property damage under $10,000 does not require a building permit for repairs. Motor Vehicle Registration Deadline Extended: Wainiha and H5`ena residents who missed the Motor Vehicle Registration deadline on April 30 will have until May 31 to renew their registrations without a penalty fee. In order to verify their eligibility, vehicle owners are required to have the following: • A registration address in Wainiha or H5`ena; and/or • A utility bill or other mail showing your name and eligible Wainiha or H5`ena address. Additionally, vehicle owners from the affected areas will also need to fill out a declaration attesting to their inability to pay on time as a result of the road closures.
