Kauai Board of Water Supply appoints Bryan Wienand as
Manager and Chief Engineer
LIHUE —The Kauai Board of Water Supply (KBWS) is pleased to announce the appointment of Bryan
Wienand as Manager and Chief Engineer for the Department of Water (DOW) effective May 1, 2018.
Mr. Wienand has been with DOW since 2015 and currently serves as Deputy Manager. He will lead
DOW's 88 employees within its seven divisions and oversee operations of the county's nine water
systems currently servicing over 21,000 service connections, island wide.
"We have great confidence in Mr. Wienand's leadership capabilities to maintain high performing operations
and professional services at the Department of Water," said Beth Tokioka, KBWS chairperson. "His
knowledge of water quality compliance standards, DOW's systems and demonstrated dedication towards
priority projects will ensure that the Department's goals are aligned with the needs to service the people of
Kauai."
Mr. Wienand brings more than ten years of professional experience in civil engineering, including
over five years as a Civil Engineer V, P.E. with the City and County of Honolulu, Monitoring and
Compliance Branch of the Division of Environmental Quality. Prior to that, he worked as the Water
and Wastewater Project Engineer, P.E. for the Henningson, Durham and Richardson, Inc. (HDR)
engineering firm. He has an extensive career in engineering design and consultation, project and
water utilities management and holds a Professional Engineering license in both the State of Hawaii
and the State of Washington. Mr. Wienand has received multiple service awards throughout his
career and was most recently the recipient of DOW's 2017 Employee of the Year award.
