Prosecuting Attorney's statement on the passing of Richard Minatoya
Prosecuting Attorney Justin F. Kollar released the following statement concerning the
passing of Deputy Prosecuting Attorney Richard Minatoya.
"Richard Minatoya, former First Deputy for the County of Kaua'i Office of the Prosecuting
Attorney and former Kaua'i County Councilmember, has passed away.
"Since leaving Kaua'i (and continuing his service with the County of Maui as a Deputy
Prosecuting Attorney), Richard would handle some conflict cases on Kaua'i, keep our office
apprised of legislative changes, and often communicated with Tracy Murakami in our office
concerning appellate and forfeiture issues. We worked closely with him each year on developing
proposals to submit to the legislature on behalf of Hawai'i law enforcement. Richard was active in
Kiwanis and recently received a lifetime achievement award for his service.
"We fondly remember Richard. His wife, Setsuko, who is from Japan, has the support of
her family, who traveled from Japan to be with her.
"Richard was a shining example of the prosecutor's mission to seek justice. His
dedication to the people of Hawai'i will not be forgotten. We hold his 'ohana in our thoughts
today, as we remember his sense of humor, his commitment, and his spirit."
