6 P.M. MAY 4 UPDATE: Over 300 attend community meetings for residents
affected by April flood
Over 300 people in total attended the community meetings held this week in K61oa,
Anahola and Hanalei. At the meetings, over 30 representatives from county, state, federal and
non -governmental agencies shared valuable resources, and updates on emergency relief efforts
in and around the communities affected by the April flooding event.
"I know there is a lot of work to be done and people are extremely exhausted and
concerned for their homes," said Mayor Bernard Carvalho Jr. at Thursday's meeting in Hanalei.
"We are here tonight to hear from property owners whose homes were affected by the flood, so
that we can provide information and resources, along with getting your feedback on how we can
better manage our process in the weeks ahead."
More than 100 vehicles traversed through the 2-mile single lane of Kuhio Highway
between Waikoko and Wainiha, during the first day of re -opening the highway to residents only.
The Department of Public Works and its contractor Pacific Concrete Cutting and Coring
Inc. removed all three derelict vehicles from the Black Pot Beach area today, and will continue to
work on the demolition of the Hanalei comfort station.
The county's point of contact in Wainiha and H5'ena, Mike Dahilig, will be out of the office
on Sunday, May 6. However, he will be available at the Hanalei Colony Resort on Monday, May
7, from 9 to 11 a.m. and 1:30 to 5:30 p.m.
For isolated residents in the Wainiha-HA'ena area, officials will collect household trash on
Tuesday, May 8. Residents are asked to bag and secure their trash and have it set out on
Monday evening, May 7. Additionally, officials will continue to collect limited bulky items and
flood -related debris. Residents are asked to leave out bulky items and flood -related debris along
Kuhio Highway or the county's right of way. Bulky item collection has been ongoing in this area.
The following information provides the current status updates.
Kuhio Hiqhway Open to Local Traffic Only: One lane on Kuhio Highway in the vicinity of
Waikoko and Wainiha is open to local traffic only. Residents of Wainiha and H5'ena driving
vehicles under 10,000 pounds are allowed to use the single lane on a limited basis during the
hours of 6 a.m. to 6:30 p.m., weather and conditions permitting.
Local access is available on the following schedule:
• 6 a.m. Waikoko to Wainiha;
• 6:30 a.m. Wainiha to Waikoko, to include bus;
• 12 p.m. Waikoko to Wainiha, to include bus;
• 12:20 p.m. Wainiha to Waikoko;
• 12:40 p.m. Waikoko to Wainiha;
• 1 p.m. Wainiha to Waikoko, to include bus;
• 6 p.m. Wainiha to Waikoko; and
• 6:30 p.m. Waikoko to Wainiha, to include bus.
The shuttle service provided by the Hanalei Colony Resort for isolated Wainiha-Ha`ena
residents will take them from the Hanalei Colony Resort to the Hanalei Neighborhood Center
during the above times listed, daily.
The County of Kauai bus will run on weekdays only, through this restricted area during
the above times listed.
Placards and County of Kauai bus passes (that are valid through May 31) will be issued
to Wainiha and H5'ena residents only. To receive a placard and/or bus pass, residents must
bring their vehicle and be prepared to prove residency.
Placards and bus passes may be picked up from the county's point of contact Mike
Dahilig at the county office at the Hanalei Colony Resort during his normal business hours.
Wainiha and H5'ena residents who are not in the isolated areas may receive a placard
and/or bus pass at the following locations:
• KEMA, located in Lihu`e, between 8 a.m. and 4 p.m., daily until further notice; and
• Hanalei Neighborhood Center, between 9 a.m. and 3 p.m. on Monday, May 7.
Insurance adjusters, utility company personnel, private contractors and others needing
access to work in the isolated Wainiha-H5'ena area are asked to coordinate their travel needs
through KEMA at 241-1800 between 8 a.m. and 4 p.m.
Other Road Closures and Repairs:
• For residents affected by the Kahiliholo Road closure in Kilauea, an emergency
access road has been opened for local traffic only through the privately owned
Common Ground and Wai Koa Guava Plantation properties.
• Lei O Papa Road in Princeville remains closed due to a sinkhole.
• Weke Road in the vicinity of Black Pot Beach remains closed.
For updates on road conditions and closures, please call 241-1725. Please do not call
Kauai police 911 unless you have an emergency. Damage to roads, highways, bridges and
other infrastructure may be reported to the KEMA EOC at 241-1800.
Park Closures: Hanalei Beach Park in the vicinity of Black Pot Beach is closed until further
notice due to safety concerns.
As a reminder, the following state park facilities remain closed due to flood damage until
further notice:
• H5'ena State Park and the adjacent Napali Coast State Wilderness Park (including
the Kalalau Trail);
• Portions of Wailua River State Park; and
• Polihale State Park.
Building permit information: The Department of Public Works Buildings Division is
reminding residents affected by the flood that property damage under $10,000 does not require a
building permit for repairs. For more information, you may contact Leolynne Escalona at 241-

Other Refuse Collection and Debris Management:
• Hanalei: Residents may continue to use the bins staged at Waioli Park to dispose
mixed waste, demolition debris, green waste, and metals. These bins will be available
until Friday, May 11. Residents are reminded to separate items before disposing into
the bins. The Hanalei refuse transfer station, located in Princeville, will allow the
disposal of bulky items and continue its extended hours to 5:15 p.m., until Friday, May
11. Regular hours and services will be resumed on Saturday, May 12. Regular hours
are from 7:15 a.m. to 3:15 p.m., and size restriction for solid waste is three feet in
length.
• Koloa: In the vicinity of Waila`au Road and Aloha Place, residents may continue to
use the bins available for mixed waste, demolition debris, and metals through Friday,
May 11. Residents are reminded to separate items before disposing into the bins,
which will be marked. Additionally, crews will perform bulky item pickup on
Wednesday, May 9.
Medical Services at Hanalei Colony Resort: Due to the reopening of the road on a
limited basis, the last day for services provided by the medical team deployed to H5'ena will be
on Saturday, May 5, from 8 a.m. to 8 p.m. Residents are encouraged to resume care with their
usual health care providers, including urgent and scheduled appointments, laboratory and other
tests, and prescription renewals. Remaining first aid supplies and over-the-counter drugs will be
available at Hanalei Colony Resort.
Emergency medical services provided by American Medical Response will resume
normal operations starting at 6 a.m. Saturday morning through Police Dispatch. Please call 911 if
you have a medical emergency.
Animals: The Kauai Humane Society will no longer provide daily veterinarian services at
the Hanalei Colony Resort, and has shifted to emergency services only.
Donation Information: Hanalei Colony Resort will now serve as the main distribution
point for food, water and other provisions.
Motor Vehicle Registration deadline extended: Isolated Wainiha and Ha`ena residents
who missed the Motor Vehicle Registration deadline on April 30 will have until May 31 to renew
their registrations without a penalty fee.
In order to verify their eligibility, vehicle owners are required to have the following:
• A registration address in Wainiha or Ha`ena; and/or
• A utility bill or other mail showing your name and eligible Wainiha or Ha`ena address.
Additionally, vehicle owners from the affected areas will also need to fill out a declaration
attesting to their inability to pay on time as a result of the road closures.
