Shimonishi, Budget Administrator FROM: Arryl Kaneshiro, Committee of the Whole Chair RE: FISCAL YEAR 2020-2021 BUDGET FOLLOW-UP QUESTIONS FOR APRIL 1, 2020 Attached are the Fiscal Year 2020-2021 Budget follow-up questions from April 1, 2020. A response by April 4, 2020 is requested. Should you need additional time to respond, please notify Council Services Staff and keep in mind that the Council will need the responses in advance of the Council’s Decision-Making process. It was mentioned in the Budget Narrative that the Department of Human Resources recently approved shortage pay for Civil Engineers. What is shortage pay? 2. Has the Engineering Division looked at contracting more work out due to vacancies in order to reduce the workload on the current staff and avoid project delays? Department of Public Works – Auto Maintenance – General Fund 1. Is the “3-5 YR LEASE 6-SUBARU CROSSTREK, 4 PRIUS, 2-RANGER” (page 198) line item for $188,961 to replace current vehicles or for new additions to the County fleet? If new additions, please explain? Also, please line item the vehicles in the budget like the other leased vehicles. Department of Public Works – Auto Maintenance – Highway Fund 1. What will be the effect on your division if you are not able to fill all of the vacant positions and how do you intend to resolve those issues? Department of Public Works – Roads Administration – G.E. Tax Fund 1. Please provide a list of roads, type of work, and cost for the $17,690,000 in Islandwide Resurfacing/Road & Bridge Repairs? Department of Public Works – Wastewater 1. Given the current financial crisis due to COVID-19, what is the plan regarding the rate study?
