Fiscal Year 2020-2021 Budget Follow-Up Questions
1. Please confirm: that you have one (1) cunent vacancy (Position Number 9031);
that this position is funded by a Federal grant, when funded; and that this position
is being $l-funded and therefore eliminated for FY 2021 . lf instead this position
will be funded, please descibe (in more than a few words) the planned
recruitment effort, including the date you intend to initiate recruitment, how long
you anticipate recruitment taking, and the earliest hire date and/or start date
expected.
Position 9031 is fully funded by Act 12 State disaster relief funding. This
position would assist with various disaster response projects related to the
April 2018 flooding. The position is currently vacant but not funded by the
general fund. This is not indicative of our intent to eliminate the position. At
this time, the response to the COVID-19 pandemic has taken priority for our
agency. As we intend to fill this position, we would do so as the COVID-I9
response allows. As such, it is difficult to anticipate the timeline.
2. ln the proposed budget, KEMA has seven (7) posrtions /isted as "fully funded by
other source" (page 173).
a. Explain how funding coming from "other source" works, whether funding is
guaranteed every fiscal year, and whether the County is responsible for
funding any related personnel cosls (socra/ security, retirement, etc.).
Two (2) positions (9021, 9029) are fully funded by the Emergency
Management Performance Grant (EMPG), inclusive of related Iringe. This
is a grant that KEMA receives annually.
One (1) position (9403) is fully funded by the Homeland Security Grant
Program (HSGP), inclusive of related fringe. This is a grant that KEMA
receives annually.
Four (4) positions (9030, 9031, 9032, 9032) are fully funded by Act 12
State disaster relief funds, inclusive of related fringe.

b. Position Number 9031 is $1-funded and Numbers 9021 , 9403, and gO29 are
all dollar ($1)-funded. Numbers 9030, 9032, and 9033 al! do not show any
information; please provide the salary information for these three (3) posrtions
and explain whether they are filled.
Positions 9021, 9403, and 9029 are all currently filled and fully funded
by Federal grants that KEMA receives annually. As such, these
positions require annual contracts, with renewals due at the start of the
fiscal year. However, there are instances where the Federal funding is
not received in a timely manner, thereby potentially jeopardizing the
continuity of these positions. The intent to dollar fund these positions is
to give us a mechanism to fund the positions in the interim while we
wait for the grant funding to be available.
Positions 9030. 9032, 9033, as well as 9031 are att fully funded by Act
12 State disaster relief funds, inclusive of related fringe. 9030 and
9032 are currently filled. 9032 has recently become vacant, as of
March 31, 2020, but we do intend on filling this position as time allows.

3. Under "GRANT lN AlD" ($0 to $60,000) (page 173), for "AMERICAN RED
CROSS" ($50,000) and "ClVtL AIR PATROL" ($10,000):
a. Are these two (2) line items being requested in the same amounts that were
funded last year and the year before?
American Red Cross was funded $50,000 in FY 2019. ln Fy 2020, it
was a competitive process, but American Red cross failed to submit an
application.
Civil Air Patrol was funded $10,000 inFY 2020.
b. Where were these funds appropriated previousty?
American Red Cross was funded in the Mayor's Office budget in Fy
2019.
Civil Air Patrol was funded in the KEMA budget in Fy 2020, under
Special Projects.
c. How and why was it detemined to move the funds to KEMA?

Both are partnering agencies who work very closely with and support
the mission of KEMA.

d. Does this funding supplement some of the existing work of KEMA?
. Both the American Red Cross and Civil Air patrol are congressionally
chartered to perform very specific tasks in line with KEMA's mission.
Since the Fire Depaftment appears to be eliminating the Community Emergency
Response Team (CERT) program from their FY 2021 budget, will KEMA be able
to work with the Ameican Red Cross to utilize the pool of curren y- and tormerly-
cedified volunteers from the CERT program?
Regardless of the Fire Department's funding, there continues to be
opportunity for KEMA to utilize CERT members to assist, both with and
without the American Red Cross. Through the Fire Department's continued
management of the CERT program, KEMA will still be able to activate CERT
members to support our operations.
Noting a recent flood event, Red Cross was unable to get a volunteer to
Hanalei prior to the closure of the highway. A CERT volunteer in Hanalei was
able to open a public shelter, with the assistance of Red Cross.
