RE: FY 2020-2021 BUDGET FOLLOW-UP QUESTIONS
Agency on Elderly Affairs
1. Please confirm that you have zero (0) current position vacancies. If instead you have any
current vacancies or anticipate any positions to become vacant soon, please describe (in more than a few words) the planned recruitment effort for each, including the date you intend to
initiate recruitment, how long you anticipate recruitment taking, and the earliest hire date and/or start date expected.
Response: See item # 1.
2. For Position Numbers 137, “PROGRAM SPECIALIST I” and 134, “PROGRAM SUPPORT TECHNICIAN II” (page 242):
a. What are the “Other Source[(s)]” that partially fund these positions at fifty percent (50%)? Please describe the reliability of these other sources for FY 2021 and beyond, and explain
whether there could be a future need for additional General Fund moneys to cover any portion
of these positions.
Response:
• LT 137-Program Coordinator (RSVP Director)—Federal-Corporation for National and
Community Service (CNCS) 50%
• LT 134-Program Support Technician I (RSVP)—Federal CNCS 53%
Agency on Elderly Affairs, as the sponsor of the RSVP is expected to supplement the CNCS grant with other budget support. In the history of the program’s existence, CNCS has partially
funded the program since 1973.
b. Please evaluate and report your results on whether the fifty percent (50%) portion that is paid by the General Fund for Position Numbers 137 and 134 could also be paid by the “Other Source[(s)]” that currently pay for 50%, thereby bringing the General Fund portion down to zero
($0). Response: Total Grant funds in the amount of $70,347 have been approved for RSVP’s current
fiscal year April 1, 2020 through March 31, 2021; year three of three year multi-year grant. Of

that amount, grant is expected to cover only $47,392 towards salaries of both positions as specified in approved budget line items. CNCS funds cannot pay more towards either position
137 or 134.
3. For Position Numbers 146, “DEPARTMENTAL ACCTG TECHNICIAN II,” 136, “PROGRAM SUPPORT TECHNICIAN II,” 148, “PROGRAM SPECIALIST II,” 9557, “PROGRAM SPECIALIST II,” and 9558, “PROGRAM COORDINATOR” (page 242), what are the “Other
Source[(s)]” that fully fund these positions? Please describe the reliability of these other sources for FY 2021 and beyond, and explain whether there could be a future need for additional General Fund moneys to cover any portion of these positions.
Response: The Agency on Elderly Affairs funds the following seven (7) positions with Federal
and State funds:
• LT 148-Program Specialist II-Aging (I&R Specialist)—Federal-Administration for
Community Living (ACL)/ Administration on Aging (AoA)
• 9557-Program Specialist II-Aging (Case Manager)—State Funds
• 9558-Program Coordinator (Healthy Aging Program)—State Funds or Federal ACL/AoA
• LT 136-Program Support Technician II (Data Entry)—Federal ACL/AoA/State ADRC
• LT 139- Community Service Program Assistant SR-13—Federal ACL/AoA 50%, County 50%
• LT 147-Accountant III—Federal ACL/ (AoA) 50%, County 50%
• LT 137- Departmental Accounting Technician—Federal ACL/AoA
On March 25, 2020, President Trump signed the Older Americans Act Reauthorization into Law
providing continued Federal funding through 2024.
4. Please evaluate and report your results on whether any of the other ten (10) positions in the
Agency on Elderly Affairs that are currently funded by the General Fund could be funded, even in part, by any of the above-referenced “Other Sources” in order to reduce the General Fund
budget. Response: Agency on Elderly Affairs currently funds nine (9) positions as mentioned above
with Federal and State grants. Currently there are eight (8) positions funded by the General
Fund.
According to the Fiscal guide of the Older Americans Act Title III, the maintenance of effort for
Federal expenditures from county sources must not be less than the average of the three
previous fiscal year certifications.
