Excused Absent SUBJECT DISCUSSION ACTION Call To Order Chair Lasker called the meeting to order at 5:00 p.m. with seven members present constituting a uorum. Chair's Introduction of new members; Lila Metzger and Darcie Yukimura Announcement Darcie Yukimura arrived. Chair Lasker welcomed Mayoral appointee Lila Metzger serving a first term ending 12/31/22 and Darcie Yukimura serving a partial first term ending 12/31/21. Approval of Open Session Minutes of January 16, 2019 Ms. Ignacio-Neumiller moved Minutes to approve the Open Session minutes of January 16, 2019, as circulated. Ms. Carvalho seconded the motion. Motion carried 8:0. Business CSW 2018-27 Discussion and possible action on Women's History Month Wednesday March 6, 2019, 6:00 p.m. to 8:00 p.m., Kauai War Memorial Convention Hall Theme: "Visionary Women: Champions of Peace & Nonviolence." [ 12/ 12/ 18, 1 / 16/ 19] Committee on Status of Women Open Session February 20, 2019 Page 2 SUBJECT DISCUSSION ACTION a. Ms. Wistinghausen to share findings_and updates. Ms. Wistinghausen shared that they were not able to hold the event at CKMS due to the event providing food and the fee imposed to clean the area after the event. • New venue is the Kauai War Memorial Convention Hall. • Speakers will be interviewed instead of podium style. • Stage would be setup like a living room with a sofa, chairs, table, lamp and shoji screens. • Setup — 4:30 p.m. everyone report to convention hall. • Five tables setup for registration, refreshment, CSW, YWCA and Police/Life's Bridges. • Timeline o Chair Lasker open up event o Mayor Kawakami acknowledge o Recognize past honorees o First honoree is Renae Hamilton-Cambeilh and second is Gina Kaulukukui 0 30 minutes per honoree o Audience can participate with questions at the end • Registration table — Ms. Carvalho and Ms. Ignacio-Neumiller • Outside person directing guest to event — Ms. Lisa Ellen • Balloons tied to fence • CSW table — brochure, logo items, picture board, event flyer — Ms. Valente • Lawa`i ferns and plumeria flowers — bring fresh that day • Microphone setup for audience — Ms. Ignacio-Neumiller volunteer • Clean up after event — everyone volunteer The Committee expressed reservations about the list of interview questions and requested it be more in -line with the theme. Director, Ellen Ching explained that the questions were designed for the audience to get to know the speakers on a personal level and to get a casual conversation flow between the interviewer and honoree. She explained that the twospeakers Committee on Status of Women Open Session February 20, 2019 Page 3 SUBJECT DISCUSSION ACTION were well-known and have done many of these types of events. The questions were intended to allow the audience a glance on their views on other interesting topics. Ms. Wistinghausen was open to receiving suggestions and asked that it be emailed. CSW 2019-01 Discussion and possible action on Rise of the Wahine: Champions of Title IX documentary film on Kauai, date, time and location to be determined. [1/16/19] a. Ms. Ignacio-Neumiller to share findings and updates. Ms. Ignacio-Neumiller referred to a handout that was passed out earlier. It listed three venue options with estimated cost for the Committee to decide. All expenses for this event would be deducted from the State Grant funds which the Committee allocated $2,500.00 from the State Grant funds in 2017. Ms. Ignacio-Neumiller and Ms. Carvalho recommended Option #2. • Option #1 Fine Arts Center $893.09, 125-capacity, no clear ADA path to venue, unable to sell DVD's • Option #2 Performing Arts Center $2,008.09, 600-capacity, ADA accessible, able to sell DVD's • Option #3 Kaua`i War Memorial Convention Hall $2,463.97, ADA accessible, able to sell DVD's The three main points for Option #2 was the easy parking and location of the venue, the large seating capacity and the producers would be allowed to sell DVD copies of the movie. Ms. Ignacio-Neumiller said because they partnered with the PAU (Prevention, Awareness, Understanding Violence) group at Kauai Community College they were able to receive a discount on the venue cost. Ms. Ignacio-Neumiller said potentially there could be $500.00 left for advertisement and they would approach KONG radio, FM 97, Star and KKCR. Ms. Ms. Carvalho motioned to Metzger volunteered to showcase her all -girls dance troop from Kauai UnderGround Artist approve KUGA's Rise pre- (KUGA) called "Rise." show preformance on Wednesday, March 6, before the start of the movie. Ms. Wistinghausen seconded the motion. Motion carried 8:0. Committee on Status of Women Open Session February 20, 2019 Page 4 SUBJECT DISCUSSION ACTION Ms. Ignacio-Neumiller moved to accept Option #2 and partner with the PAU Kauai group and permier the film "Rise of the Wahine: Champions of Title IX" on March 21, 2019 at the Performing Arts Center, Kauai Community College. Ms. Valente seconded the motion. Motion carried 8:0. CSW 2019-02 Discussion and possible action on Career Day, date, time and location to be determined. [1/16/191 a. Ms. Valente to share findings and updates. Ms. Valente shared that she met with Ms. Ching and collaborated on changing the format. She said the new idea was to invite a select number of students, no more than five, from the same school and create an entire day of intimate one-on-one training, interactive presentations in a small space and partner with a mentor. It could be held at her shop at Kukui Grove Shopping Center and include lunch at Kalapaki Joe's. Ms. Ching shared that the main concern on Career Day was about the challenges with getting the girls to attend the event. She suggested to make it an exclusive event, with a small group of girls and have a high quality experience. This would peak interest, create excitement and lead others to want to experience it also. They would focus on women entrepreneurs, women leaders and business owners and suggested it roll out in May. Chair Lasker asked for a formal report that outlined dates and timeline to present at the next meeting. CSW 2019-03 Review and possible action on a draft testimony letter for Senate Bill 1038 Relating to Human Trafficking, Senate Bill 1039 Relating to Prostitution and Senate Bill Committee on Status of Women Open Session February 20, 2019 Page 5 SUBJECT DISCUSSION ACTION 1040 Relating to Sex Trafficking. b. Ms. Crowell to share findings and updates. Ms. Crowell briefly introduced the three Senate Bills to the Committee and the testimony Ms. Crowell motioned to letter was passed around for everyone to sign. approve the testimony letter for SB 1038, 1039 and 1040. Ms. Carvalho seconded the motion. Motion carried 8:0. CSW 2019-04 Discussion and possible action on Denim Day, Wednesday, April 24, 2019 time and location to be determined. Ms. Ignacio-Neumiller moved c. Ms. Ignacio-Neumiller to share findings and updates. to defer CSW 2019-04 to the March meeting. Ms. Chair Lasker asked to defer this item. Ms. Smith shared that the State Commission holds quarterly meetings. She said her term will end on June 30, 2019 and encouraged the members to apply online. The event will be held on Tuesday, April 10, 12:30 p.m. at the LThu'e Civic Center, Mo'ikeha rotunda. During the ceremony, Mayor Bernard Carvalho Jr. will highlight the need to address the issue of equal pay for equal work, and encourage elimination of the gender pay gap. The public is encouraged to wear "red" the symbol for "in the red" in pay which still exists today for equal work. While the wage gap has improved since the 1960s, women still earn, on average, only 70 percent of what men earn. Equal Pay Day symbolizes how far into the current year a women must work to earn as much as a man earned in the previous year, and is based on statistics from the U.S. Census Bureau. In addition to annually co -hosting an Equal Pay Day ceremony, KCSW's Chair, Patricia Wistinghausen shared, "Recently at our January meeting, the women of the Committee signed and submitted testimony to our state House of Representatives, in support of HB671 Relating to Equal Pay. The bill is meant to promote gender equality in the workplace and help close the pay gap between men and women. And as the motto goes, we want 'Equal Pay for Equal Work' though we aim for this to be more than just a saying, and to be put into practice throughout Hawai'i." The KCSW is part of the Hawai'i State Commission on the Status of Women, which strives to advance the status of women and girls by acting as a catalyst for positive change through advocacy, education, collaboration and program development. The KCSW meets on the third Wednesday of the month. The next scheduled meeting is on April 18 at 5 p.m. at the Lihu'e Civic Center, Mo'ikeha Building, Meeting Room 2A/2B.
