Excused Absent SUBJECT DISCUSSION ACTION Call To Order Chair Lasker called the meeting to order at 5:01 p.m. with seven members present constituting a quorum. Approval of Open Session Minutes of February 20, 2019 Ms. Ignacio-Neumiller moved Minutes to approve the Open Session minutes of February 20, 2019, as circulated. Ms. Wistinghausen seconded the motion. Motion carried 7:0. Treasurer's 1. 2018-2019 Fiscal Budget Report a. 3rd Quarter update and review Ms. Crowell reviewed the remaining balance and there were no comments or concerns. 2. State Grant M15001 — Hawai`i State Commission on the Status of Women Grant to support on -going advocacy and work towards equality for women and girls by acting as a catalyst for positive change through education collaboration and program development a. 3rd quarter update and review Committee on Status of Women Open Session March 20, 2019 Page 2 SUBJECT DISCUSSION ACTION The Committee did not have any questions or comments. 3. Logo Items Inventory a. 3rd quarter update and review With no comments, Chair Lasker moved to the next agenda item. RECAP OF CSW 2018-27 WOMEN'S HISTORY MONTH EVENT HELD MARCH 6, 2019. Ms. Wistinghausen shared that she was satisfied with the quality of the event and thought it ran smoothly. The Committee thanked the Boards and Commissions staff for their assistance. Chair Lasker shared that in her post evaluation meeting with Administrator Ellen Ching and Support Clerk Sandra Muragin, the biggest concern was the low attendance count and they would need to brainstorm ways to improve next year. Business CSW 2019-01 Discussion and possible action on Rise of the Wahine: Champions of Title IX documentary film showing on Kauai in partnership with PAU Violence Kauai, March 21, 2019, 5:00 p.m. to 8:30 p.m., Performing Arts Center, Kauai Community College. [1/16/19, 2/20/19] a. Ms. Ignacio-Neumiller to finalize details, timelines and responsibilities. Regina Carvalho arrived. Ms. Ignacio-Neumiller and Ms. Carvalho shared their list of promotions; • Kukui Grove Deja Vu Surf Hawaii. • MaliaKai Boutique. • Jay Roberts at Ho'ike. • Department of Education Kauai Area Superintendent Bill Arakaki. Mr. Arakaki forwarded the film information to the Kauai school principals. • High school counselors. • Lyle Tabata and the Boy Scouts troupe. • Girl Scouts Director in Lihue. Committee on Status of Women Open Session March 20, 2019 Page 3 SUBJECT DISCUSSION ACTION • Ho'ola Lahui. • Kaua`i Chamber of Commerce. • Personal social media posts on Facebook and Instagram. Ms. Ignacio-Neumiller shared that they completed a live interview promoting Rise of the Wahine with KONG radio disc jockey (DJ) Ron Wiley this past Tuesday. • Ms. Ignacio-Neumiller reviewed the timeline schedule, responsibilities and task. She asked committee members to assist with the 3:30 p.m. setup of the registration and logo tables. She also asked that everyone assist with loading these items back into Ms. Muragin's vehicle once the movie begins. Administrator Ellen Ching recognized Mayor Kawakami for his assistance in sending personal invitations to attend the event to all department heads as well as employee's county wide. She also acknowledged help from the Public Information Officers (PIO) who processed two press releases as well as multiple public service announcements (PSA). Ms. Ching praised the PAU Violence Kauai at KCC for their efforts in the distribution of the flyer to their faculty and entire student body. Boards and Commissions invited the Kauai United Way agencies, CSW list of emails and the film and creative arts group. Ms. Yukimura shared that on her way to this meeting, she heard Ms. Bev Brodie promoting the film on KONG radio. Chair Lasker asked that Committee members wear purple and their name tags. CSW 2019-03 Review and possible action on a draft testimony letter for Senate Bill 1038 Relating to Human Trafficking, Senate Bill 1039 Relating to Prostitution and Senate Bill 1040 Relating to Sex Trafficking_ [2/20/19] a. Ms. Crowell to share findings and updates. Ms. Crowell shared that Senate Bill 1040 passed with amendments and due to the late time frame they could not submit the CSW's testimony letter. Ms. Crowell said in hindsight she Committee on Status of Women Open Session March 20, 2019 Page 4 SUBJECT DISCUSSION ACTION would make an effort to start the process in November. CSW 2019-04 Discussion and possible action on Denim Day in partnership with ZONTA Club of Kauai and Hanalei, Wednesday, April 24, 2019, 12:00 p.m., Lihu`e Civic Center Mo'ikeha Courtyard. [2/20/19] b. Ms. Ignacio-Neumiller to share findings and updates. Ms. Ignacio-Neumiller passed out Denim Day flyers provided by the ZONTA club. CSW 2019-05 Discussion and possible action on Equal Pay Day, Tuesday, April 2, 2019, time and location to be determined. [2/20/ 19] Ms. Valente shared that she was working with several local businesses and was hoping to secure their participation and invite them to the event. Ms. Ching stated that Mayor Kawakami would present a proclamation and he requested that all department heads join him. She explained that the event would be a press and informational event. Ms. Smith shared that the State Commission was in the process of updating its By-laws and once completed copies would be distributed to the Committee. Lisa Ellen Smith cy� aot°1-off a. 4/5/2019 Voices of American Women - National Association of Commissions for Women National Association of �•� COMMISSIONS FOR WOMEN Voices of American Women Voices of American Women: National Listening Sessions Initiative The National Association of Commissions for Women NACW) has launched a listening project across the United States! We are asking all commissions for women (CFW)/commission on the status of women (CSW) to join us as the venue for the voices of women in your community. We ask that you hold public forums inviting women of your communities to talk to you, and thereby "talk to us" about the issues they confront as Women in their everyday lives. The listening tour in your city, county or state can take several forms. It can be conducted as public town -hall styled forums, as a survey, or as a focused discussion among your own commissioners. However you choose, we hope you will ensure that the voices of women in your jurisdiction are included in the Voices of American Women project. Join us! About the Project The goal of the Voices of American Women project is to provide a venue for women's voices, across the nation. The outcome will be a report delivered to the President, Congress and the nation outlining what the women of our country have told us are their concerns as women. Each CSW that participates can also develop its own report to its own appointing authorities outlining what the women of that community have said. A secondary outcome of the project can be a guiding agenda for your own Commission - with documentation that this is what the women of your community say they want and need. Programming Resources National Survey We ask that Commissions who are participating to conduct heir community -level projects between now and the end of 2019. You then should submit your' final report and data to NACW by December 31, 2o1g. Then, NACW will collate all reports and data into a national report and publish it in 2020 in time for the tooth Anniversary of the Nineteenth Amendment, https:/AwAv.nacw.org/voices-of-american-women.html a. 1/4 4/5/2019 Voices of American Women - National Association of Commissions for Women National Association of �•� COMMISSIONS FOR WOMEN i� How your Commission can participate: In order for the data gathered to be consistent, the projects carried out by individual commissions should follow a similar structure. Participating commissions may choose one of all of three types of forums: • Public forums/town-hall styled meetings: Women in the community are invited to "talk to us" about their needs and concerns as women. The Project will provide you an agenda you can use to solicit their input and structure a 2-hour open forum that includes time for "testimony;" prioritizing the issues presented and briefly discussing possible remedies for the top five issues identified. You can choose to hold one forum or a series of forums around your state, county or city. Depending on your resources, skills and preferences, these forums may be held in person or online. We will even provide a template for the report of the forum(s) and a template for combining the information, if you conduct more than one. You can literally just fill in the blanks, and edit as you choose. • Conduct a survey: Whether on-line or in paper format, we can provide you a questionnaire you can use to invite the women of your community to tell you about the issues they find most important. You can use Survey Monkey or similar online survey application to collect and analyze the data so that you can develop the report from your city, county or state. • Structured Conversations with Commissioners: One of the most valuable resources each commission has is their own commissioners. Scheduling a structured conversation with them requires far less planning and fewer resources that traveling around your jurisdiction conducting a listening tour. Yet, because your commissioners were appointed to represent the women in their community, they have significant and valuable input to contribute to this project. NACW can provide a format for such a structured conversation and a template for the report out. Take part in our Voices of American Women survey to tell us about the issues your find most important! The data we collect and analyze will be incorporated in our national report due out in 2020. Information will be shared with women's commissions in your area to help them provide more comprehensive programs and services to you.
