Absent SUBJECT DISCUSSION ACTION Call To Order Chair Lasker called the meeting to order at 5:00 p.m. with six members present constituting a quorum. Approval of Open Session Minutes of March 20, 2019 Ms. Carvalho moved to approve Minutes the Open Session minutes of March 20, 2019, as circulated. Ms. Ignacio-Neumiller seconded the motion. Motion carried 6:0. Treasurer's 1.2018-2019 Fiscal Budget Report a. Discussion and possible action to use the remaining balance. Ms. Crowell shared that the fiscal budget had a remaining balance of $283.44 and suggested they use it before the June 30th end of the fiscal year. Chair Lasker announced that she received an email that suggested the Committee purchase DVD copies of the film Rise of the Wahine and distribute to Kauai schools. Ms. Ignacio-Neumiller moved to approve the purchase of the Committee on Status of Women Open Session April 17, 2019 Page 2 SUBJECT DISCUSSION ACTION Rise of the Wahine DVD's and distribute to the community. Motion carried 6:0. Business CSW 2019-05 Post evaluation discussion on Equal Pay Day event held Tuesday, April 2, 2019, 12:00 p.m., Lihu`e Civic Center Mo`ikeha Building Courtyard. [2/20/19, 3/20/19] a. Committee to evaluate attendance, purpose and effectiveness, program, venue and marketing/advertisement. Ms. Valente suggested that next year's equal pay day event include local businesses that are compliant and in support of equal pay. She also recommended they consider handing out a questionnaire for participants to complete. Ms. Smith proposed the Committee request a gender equity pay audit from the County that include all pay scales, raises and promotions for next year's event. The Committee decided to place this back on the agenda for further discussion on a possible formal request to the Mayor's Office. The goal is to show the community that the largest employer on the island, the County of Kauai, is in compliance with gender equity pay. Administrative Specialist Anela Segreti directed the Committee to the post evaluation sheet that was handed out at the beginning of the meeting and asked that they answer the questions. • Attendance: There were 25 participants, which was higher than previous years. For next year they plan to start earlier and invite local businesses and encourage more male presence. • Purpose and effectiveness: Expand to invite local businesses and request for a County of Kauai gender equity pay report. • Marketing/Advertisement: Press release and social media. CSW 2019-01 Post evaluation discussion on the Rise of the Wahine: Champions of Title IX documentary film shown on March 21, 2019, 5:00 p.m. to 8:30 p.m., Perforniing Arts Center, Kauai Community College. [1/16/19, 2/20/19, 3/20/19] Committee on Status of Women Open Session April 17, 2019 Page 3 SUBJECT DISCUSSION ACTION a. Committee to evaluate attendance, budget, program, venue and marketing/advertisement. • Attendance: There were 178 that signed in; however, many came in that were not included in the final count. Boards and Commissions estimated the number to be closer to 200. • Budget: In hindsight the remaining balance should have been used for more advertisement. • Program: The Committee liked the program. • Venue: Perfect. Centrally located. • Marketing/Advertisement: Press release, paid radio, radio interview, public service announcements and social media. Get the information out earlier and involve film producers to do a press release story. CSW 2019-04 Discussion and possible action on Denim Day in partnership with ZONTA Club of Kauai and Hanalei, Wednesday, April 24, 2019, 12:00 p.m. Lihu`e Civic Center Mo'ikeha Courtyard. [2/20/19, 3/20/19] a) Ms. Ignacio-Neumiller to finalize details, timelines and responsibilities. Several Committee members planned to attend. CSW 2019-06 Discussion and possible action on Voices of American Women project. a) Ms. Wistinghausen to present project particulars and outline scope of work. Ms. Wistinghausen stated the Committee needed to resolve how they plan to distribute the survey link. She went through her list of suggestions that was provided before the meeting. She said it took her about 20 minutes to complete the survey. Ms. Carvalho suggested the Committee create a flyer and hand them out to their circle of friends and families. Ms. Ignacio-Neumiller suggested Ms. Wistinghausen draft up a press release and forward to the County Public Information Officer (PIO). Ms. Wistinghausen said she would check if there was a press release packet available first and asked if someone could assist with the write up of the press release. Ms. Smith volunteered to follow-up with the HSCSW and find out how Committee on Status of Women Open Session April 17, 2019 Page 4 SUBJECT DISCUSSION ACTION they plan to conduct their survey. CSW 2019-07 Discussion and possible participation to attend the National Association of Commissions for Women (NACW) 49`h Annual Conference, theme: Engineering Our Future: Blueprint for Women's Leadership scheduled July 22-24, 2019, in Chicago, Illinois. a) NACW annual membership dues for 2019, $100.00. Chair Lasker asked the Committee to decide if they wanted to be NACW members. Ms. Carvalho motioned to approve the membership of the Kauai County Committee on the Status of Women to the National Association of Commissions for Women. Ms. Wistinghausen seconded the Administrator Ellen Ching notified the Committee that travel funds were designated for two motion. Motion carried 6:0. individuals; however, the budget is still in review and had not been approved. She recommended the Committee decide who would attend the convention. Ms. Ching said Council would be meeting in a few weeks to finalize the budget. The Committee discussed the possibility of submitting support letters for approval of travel funds and attend the meeting. They asked to be notified by email when this meeting would take place. Ms. Ignacio-Neumiller, Ms. Wistinghausen and Ms. Valente expressed interest in attending this year's convention. Ms. Ching recommended they elect two Committee members and one Ms. Carvalho motioned to send alternate. Ms. Wistinghausen and Ms. Ignacio-Neumiller to the NACW 49th Annual Conference and designate Ms. Valente as the alternate. Ms. Ignacio-Neumiller seconded the motion. Motion carried 6:0. Ms. Carvalho motioned that travel expenses to the NACW Committee on Status of Women Open Session April 17, 2019 Page 5 SUBJECT DISCUSSION ACTION convention be paid if Council approves the budget for Ms. Wistinghausen and Ms. Ignacio- Neumiller and to use remaining funds to pay for Ms. Valente's registration and hotel. Ms. Crowell seconded the motion. Motion carried 6:0. CSW 2019-08 Discussion and possible action to conduct training on the Sunshine Law, The Charter of the County of Kauai, By -Laws Kauai County Committee on the Status of Women and duties. a) Administrator Ellen Ching to outline the program. Ms. Ching stated that previous training conducted by Boards and Commissions was not well attended and began to explain the new training format. She requested the Committee consider a 30-40 minute training session before or after a meeting. The training would also include vision and strategic planning for use in developing future events. Ms. Muragin will send an email for the Committee to respond on their preferable meeting time. CSW 2018-20 Discussion and possible action on the proposal of Events and Dates for Ms. Ignacio-Neumiller moved 2019. (Human Trafficking Awareness Forum, Career Day, Breast Cancer Awareness Month, to defer CSW 2018-20 International Day of the Girl or Global Girls Alliance) Discussion and possible action on the proposal of Events and Dates for 2019 to the next meeting. Ms. Carvalho expressed concern regarding new members attending one meeting and then resigning. She asked for a list of members and their terms. Darcie Yukimura Specia(Message from Governor David y: Ige In recognition of Denim Day 2019 April 24, 2019 On behalf of the State of Hawaii, I extend my warmest aloha to all attendees of Denim Day 2019 in honor of Sexual Assault Awareness Month. We come together to show our support for the victims of sexual assault by making a visible social statement to counter the misconceptions surrounding sexual violence. Now in its 20th year, Denim Day was started by Peace Over Violence in response to a ruling by the Italian Supreme Court that found a victim's fashion choice implied consent. Amid widespread public outrage, countless people around the world launched a protest by wearing jeans in a show of solidarity against flawed and harmful attitudes about sexual consent. This tradition continues today and encourages all of us to show our support for survivors, counter rape culture and victim blaming, and increase public education about sexual violence. I commend the organizations and individuals who have championed the necessity and power of consent as a healthy, normal and vital part of everyday interactions and supported victims and survivors of sexual assault. Sexual violence is preventable, and prevention includes changing behaviors and promoting respect of the personal and emotional boundaries of others. Mahalo nui loa to everyone who helped make Denim Day 2019 a reality, including the Kauai Committee on the Status of Women, Zonta Club of Kaua'i and Zonta Club of Hanalei. Denim Day, is a call to action for all people to come together by wearing denim as a visible sign of protest against sexual violence; and WHEREAS, Denim Day was originally triggered by a ruling from the Italian Supreme Court where a rape conviction was overturned because the justices felt that since the victim was wearing tight jeans she must have helped her rapist remove her jeans thereby implying consent. Women of the Italian Parliament protested the decision by wearing jeans to work. As news of the decision spread, so did the protest; and WHEREAS, in April 1999, a social service agency in Los Angeles established the first Denim Day in the United States and it remains an integral part of Sexual Assault Awareness Month. National Denim Day is designated on April 24, as an important component of the campaign; and WHEREAS, the Kaua'i Committee on the Status of Women, Zonta Club of Kaua'i, and Zonta Club of Hanalei advocate to "Say No to Violence Against Women," a campaign to end violence against women and girls; and WHEREAS, the Kaua'i Committee on the Status of Women, the Zonta Club of Kaua'i, and Zonta Club of Hanalei are working together to encourage community members, elected officials, businesses, and students to make a social statement with their fashion by wearing jeans as a visible means of protest against misconceptions that surround sexual assault on Denim Day; and WHEREAS, Zonta International's Mission is "Empowering Women through Service & Advocacy." Kawakami Mayor, County of Kaua'i State of Hawai'i Voices of American Women Project https://www.nacw.ora/voices-of-american-women.html Survey Link: Voices of American Women Survey Posted on NACW site - www.NACW.org Approx. 15-20 minutes to complete Data collection time frame: ongoing throughout 2019 Compiling of data statewide and nationwide in early 2020 Ways to Distribute the Survey From past discussion and due to time limitations of our CSW members time, in lieu of holding a series of forums across the island as other Commissions have organized in their states, Kaua'i CSW discussed distributing the survey link in a variety of ways: • Email the Link to our Mail List - these would be people who gave us their info from past events, we should also create a list of our community partners to promote events and activities overall, and of course encourage CSW Members as usual to share with their individual networks, in addition to friends, family and others. • Social Media Posting and Advertising the Link - it will take some fund allocation to pay to 'boost' the posts, so that they appear to our target demographics: Women, 18+, within our Kauai Zip Codes. • Promoting via Free Radio Programs - KKCR, KONG, FM97, Star Media, for example • Possibly via Print Publications - due to a limited budget, if print publication is free and we can get featured articles about the project and CSW as whole, we can reach out to: TGI, For Kauai, MidWeek, Kauai Family Magazine, Kauai Heartbeat, KIUC Circuits Magazine Kauai Business Magazine, etc. • Promoting within County of Kauai - Ask to send to County Employees via Office of the Mayor, Council, Department Heads, Boards and Commissions, etc. • Promoting within State of Hawaii - Kaua'i Offices - Ask to send to SOH Employees on Kauai, department heads, DOE, UH-KCC, DOH, etc.; also highlighting this project for our Kauai State Legislators (three House Reps, Senator); along with U.S. Congresswoman and Senators • Adding the Link to our Personal Email Signatures with a brief explanation of the project to get people to click • Participating in Local Events and having a CSW Resource Table &/or someone to promote and speak about the Voices of American Women Project - this is where partnering is key in asking other women's advocacy groups and community partners to also put the word out. • Combine Funds & Forces with the other County Committees & State Commission - this is also a possibility, since if we can design a specific type of 'Ad' or verbiage to put out there, we could have a coordinated effort for a statewide campaign to promote this project and the survey link to Women, 18 & up throughout Hawaii. From the 2018 conference, I remember it being explained that the purpose of this project is to get a gauge of what are the most important issues and areas of concern for women in our local communities. And moreover to show the similarities, trends and differences between what might be important in one area/town, may not be a concern in another portion of that same island community, and of course looking at the commonalities across the board. Our local data for Kauai and Niihau island would then be combined with Oahu, Maui and Hawaii Island Counties, then looked at among data from other states nationwide. From there, the hope is that we can bring the information gathered to our legislators (and even use for grants/funding) and show a sampling of the concerns, needs, health and status of the women in our communities; in turn helping us in advocating for women.
