1.2018-2019 Fiscal Budget
Report
a. 4th quarter final review.
In absence of Treasurer Kathy Crowell, Administer Ellen Ching gave the treasurer's report.
The Committee spent $990.14 out the allotted $1,000.00 budget leaving a balance of $9.86,
which was absorbed back into the County budget.

The state grant had a remaining balance of $1,131.88. Ms. Ching said the grant money had
no expiration date because it was not tied to a fiscal year, so the balance would roll over to

Communications
CSW 2019-12 Communication dated July 3 2019 from Charter Review Commission Vice
Chair Jan TenBruggencate to Chair Sharon Lasker and Members of the Committee on the
Status of Women regardingquest for any proposals to amend the Charter.
Ms. Ching said this Committee is a result of Hawaii Revised Statutes §367-4 and it was not
part of the Charter. She said hypothetically this Committee could request an amendment to
add a Kauai Commission on the Status of Women. The Charter Review Commission would
discuss and if approved it would be placed on the next elections ballot. She said they would
need this within the next two months.
Ms. Yukimura inquired if the Committee ever submitted a proposal in the past and to the
best of the members present, they had not. She recommended that the Committee consider a
proposal in the Charter to establish an equitable number of women in leadership positions, in
comparison to men. Ms. Wistinghausen agreed and said they could propose that there be a
certain percentage of women in leadership positions.
The Committee agreed they needed to discuss this further and requested it be placed on next
month's agenda.

Chair Lasker shared her confirmation from NACW President Kristen Garvey that anyone
could take the survey and the data would be searchable by zip codes.
Ms. Ching said most national surveys do not offer the ability to extract location specific
information and reiterated the possible affect this information could have on decisions
coming out of the Mayor's Office, the County Council and Legislation. She said Ms. Garvey
also mentioned that the survey would be simplified and felt it best to hold off promotion of
the survey, until after the conference. Ms. Ching asked Vice Chair Wistinghausen and Ms.
Ignacio-Neumiller to provide an update as soon as they are notified. The Committee would
have until November to push this out. She said the website was updated, as suggested, with
the NACW survey relocated to the top with a large button to start the survey.
Vice Chair Wistinghausen asked the Committee to start scheduling the press release and
radio interviews. The Committee agreed to the following;
1. County of Kauai Press release: Ms. Ignacio-Neumiller to submit a draft by August
9th, for review at the August 21 st meeting.
2. Contact TGI/Midweek/For Kauai: Ms. Ignacio-Neumiller to follow up for a possible
story or interview.
3. Contact KKCR Radio: Vice Chair Wistinghausen to schedule a possible interview.

members to complete and discuss other related matters.
Ms. Yukimura proposed to the Committee a possible partnership with the Patsy T. Mink
Center for Business and Leadership on their established Girls Summit program. She
explained that Committee member Erika Valente and herself wanted to provide a robust
career day experience and they stumbled upon this program. Ms. Yukimura said it aligned
with the Committees goals and tied into the career day event, which is based on career
readiness. It would also reemphasize Patsy Mink's legacy in Hawaii and the nation, after a
successful Rise of the Wahine film premier. She spoke with Program Director Brittany
Montilliano who mentioned they were in need of assistance in promotion of the event and
mentorship. She said Ms. Montilliano could not immediately accept the offer; decisions
were made by a committee. The committee would consider the partnership request when
they meet at the end of the month and she would relay the outcome. This would be their
second year on Kauai and the goal was to host 100 girls. Last year they had 70 girls in
attendance.
Ms. Ching said the County could co-sponsor with promotion by press release and possibly a
$250.00 monetary donation. She said this administration employed many young women in
top positions and there was an opportunity to provide mentorship.
Ms. Yukimura shared that they have a partnership with Wilcox Hospital and would use their
facility again. The Committee unanimously approved moving forward with a co-sponsorship
or partnership.

CSW 2019-07 National Association of Commissions for Women (NACW) 491h Annual
Conference, theme: Engineering Our Future: Blueprint for Women's Leadership scheduled
July 22-24, 2019, in Chicago Illinois. [4/17/19, 5/15/19, 6/19/19]
a) Ms. Ching to update Committee on travel itinerary and discussion of other related
matters.
Ms. Ching announced that the airfare and hotel were confirmed and ground transportation
would be handled by the participants. She reminded Vice Chair Wistinghausen and
Secretary Ignacio-Neumiller that they would need to complete a travel report form and
present it to the Committee, at the next meeting.
A discussion developed on items the Committee could purchase for the NACW giveaway
and decided it should be Kauai made products. Ms. Ignacio-Neumiller volunteered to ask
for donations from Kauai Visitor's Bureau Executive Director Sue Kanoho.

a) Committee members to review and finalize their option on disbursement of the Rise
of Wahine DVD's and discussion of other related matters
Ms. Ching said the Committee came to a consensus at the last meeting that they wanted a
commitment from the recipients, that the DVD would be included in their curriculum or part
of their program. They did not want it to sit on a shelf unused. She said Boards and
Commissions would draft a letter to the schools and organizations and suggested that Chair
Lasker and Ms. Ignacio-Neumiller schedule radio interviews at KONG, FM97 and KKCR

and have a giveaway of two DVD's per station. Qualified listeners/organizations who
wanted the DVD would call in and commit to sharing. The Committee liked the idea and the
fact that they would also promote the Status of Women. Chair Lasker volunteered to contact
KONG, Vice Chair Wistinghausen volunteered to contact KKCR and Ms. Ching would
contact FM 97. The Committee agreed that six DVD's would be given away to listeners on
the radio and six would be given away to those who respond from the letter.

Ms. Ignacio-Neumiller reviewed the pre -planning details. She received confirmations from
the following panelist: Arizona State University (ASU) Dominique Roe-Sepowitz, ASU
Kristen Bracy, HSCSW Khara Jabola-Carolus, Chief of Police Todd Raybuck, Prosecuting
Attorney Justin Kollar, YWCA Stefani Lowe and Ho'ola Na Pua Jessica Munoz. She had
not received a response back from Attorney General Clare Connors and would follow up by
phone. With the rollout of the survey for the Voices of American Women, the Committee
decided to wait until the beginning of November, to begin promotion of the forum.
Ms. Ching recommended using EventBrite to confirm attendance, due to the timing of the
forum happening right after the holidays. Ms. Yukimura commented that EventBrite
interfaced with Facebook and suggested creating an event page. Vice Chair Wistinghausen
thought it was a great idea and suggested to set-up a designated Gmail account.
Ms. Yukimura inquired about the sponsorship and asked if monetary gifts were allowable.
Vice Chair Wistinghausen proposed that instead of a monetary donation they could propose
to accept donated refreshments. The Committee requested to continue discussions at the
next meeting.

Wahine Rising
program description
The one -day summit is an inspiring and informative gathering for girls of all backgrounds to
network with successful female leaders in the community. Through multiple workshops, the
young women will explore different career fields, define their personal ambitions, and learn
what it will take to achieve them. Girls' Summit contributes to the betterment of the community
by empowering the next generation of women leaders with confidence and leadership skills to

Why: Provides a venue for women's voices across the nation.
Data results will shape and influence policies, and leaders.
Data results will impact Federal/State Grants and funding.
Data collected will be published in a National Report in 2020 outlining what you
told us are your concerns. The National Report will be delivered to the
President, Congress and the nation.

Planning Details — Voices of American Women Survey
Scope — Disburse 5,000 NACW Survey's to have a 10% or 500 completion rate that
would place a 95% accuracy rate on the survey data. A national report, would be
published with the data collected in 2020, outlining the concerns. The report would
contain the top concerns for women and delivered to the President, Congress and
the nation.

Empowerment and leadership skills, for women to be inclusive in the board room 50/50,
and to be part of boards and commissions in their community.

The most meaningful session were the COMMISSION EXCHANGE and DATA -DRIVEN
ADVOCACY: The Voices of Women in America presented by the Montgomery County,
Maryland Commission for Women and the Sonoma County Commission on the Status of
Women. (Refer to conference booklet).

Commission Exchange — provided the opportunity for representatives from each state
to speak about their most successful events/programs. Great ideas from each state
commission were shared as we networked with all of the women present.
Sample topics included — Human Trafficking, gender balance, veterans stand down,
health education videos in schools, networking: expanding network of women's
commissions, civic engagement, funding, membership policy & agenda, outreach,
visibility in the community, round tables, building networks, social media, affordable
housing for women, diversity, diversity, policies and national media coverage,
surviving domestic violence, pay equity and women's equality.
Data -Driven Advocacy: The Voices of Women in America (VoWA) Initiative — The
NACW launched a listening project across the United States. All Commissions for
Women and Commissions on the Status of Women were asked to help ensure that
the voices of women in our community (Kauai) are heard and are included in the
VoWA project to provide a venue for women's voices across the nation. Data by zip
code for Kauai will be released in 2020.
The Kauai Committee on the Status of Women has already connected with about 23
local Kauai women an agencies who will be sharing the survey across the island.
Updated details will be discussed at the August 215t Committee meeting.

Some state commissions have a budget of over $23K.
Kauai County budget is $1,000.
As a member of the Kauai Committee on the Status of Women, we will request for
more state funding to increase our attendance at the national level by attending the
NACW again in 2020. Next location is Loudoun, Virginia, 30 minutes from Washington,
DC. Instead of 2-3 members attending NACW, why not 4 or 5 members.
Sex Trafficking in Hawaii was discussed by Hawaii State Commissioner Khara Jabola-
Carolus. Factors put a state at high risk for sex trafficking are:
✓ International transit point
✓ Military presence
✓ Large numbers of transitory people
✓ Multiple ports
✓ Areas of geographic isolation
✓ Vulnerable populations
Vill. List some ideas to be followed up on or implemented as a result of the trip
(include time line and resources needed to complete):
I will be taking the lead with a Human Trafficking forum scheduled for January 9,
2020 for Kauai's community. A professional panel has already been selected that will
include two Arizona State University researchers, Chief of Police Todd Raybuck,
Prosecuting Attorney Justin Kollar, YWCA Clinical Director of Sexual Assaults Services
Stefani Lowe and Jessica Munoz, Executive Director of Ho'ola Na Pua. Attorney
General Clare Conners was contacted but is not available.
One possibility is to have a hotel representative and a HT survivor speak during the
forum. More details will be discussed during the KCSOW meeting on August 21st
IX: Recommendation for future participation in this event, and reason why or why not:
I will continue to express my recommendation and participation for the annual NACW
conferences because the information on women's committee and commissions is
valuable to me and members of the committee who attend.
The CSOW committee will continue to request Hawaii State funds to assist members
to attend NACW conferences. This agenda item will be added to the CSOW agenda
every year in October.
We appreciate any additional funding from the County of Kauai again to assist with
members to attend the NACW conferences. Currently the CSOW budget is $1,000 for
fiscal year 2019-2010.

• What is The Committee on the Status of Women:
The Hawai'i State Commission on the Status of Women (HSCSW) was created by an Executive
Order by Governor John Burns in 1964.
o The County's Committee on the Status of Women was formed by Hawaii Revised Statutes §367-4.
o Committee members are appointed by the Mayor to a 4-year term, maximum of 2-consecutive
terms.
The work of the County of Kauai CSW promotes its purpose through events. The purpose is to develop
information concerning the status of women within the County of Kaua'i as the HSCSW requires or as the
Committee deems advisable. The Committee performs other appropriate duties and responsibilities as
deemed necessary by the HSCSW and seek to coordinate County events with the HSCSW. The CSW is
administered by the County of Kaua'i Office of Boards and Commissions. We develop and promote
education, interactive opportunities on issues relating to women and girls, prevention of all forms of violence
against women and girls and encourage health and wellness awareness.

Rise of the Wahine: Champions of Title IX is a historical sports documentary chronicling the first
Rainbow Wahine volleyball team during a time of great change for women's equality. This documentary tells
the untold story of a group of women from Hawaii who battled inequality issues, leading up to the passing of
Title IX.
• Tell about partnership with CSW, PAU & ROTW:
The CSW premiered the film on Kaua'i on March 21, 2019 at the Performing Arts Center, Kaua'i
Community College and partnered with the KCC Prevention Awareness Understanding (PAU)
Violence Kaua'i Group.
o Free Admission.
o The CSW flew in Hawaii born Director/Writer/Producer Dean Kaneshiro.
o The CSW flew in Co -Producer Ryan Kalei Tsuji, who is a UH Athletics commentator and was a
former UH Wahine Volleyball Assistant Coach.
o Estimate 200 people attended.
Dean Kaneshiro, first heard about the story in 2012, from Beth McLachlin. Beth McLachlin was the first UH
Rainbow Wahine volleyball team captain in the early 1970's. Mr. Kaneshiro never heard of Title IX and Dr.
Donnis Thompson or Dr. Donnis Thompson and Congresswomen Patsy Mink's role in the passage of Title IX.
• Why the giveaway:
The incredible true story of Rise of the Wahine is aligned with the committees values and mission and felt
everyone should have an opportunity to discover a piece of history that included the legacy of Patsy Mink and
Title IX.
• Patsy Mink and the CSW:
Patsy Mink's legacy aligns with the mission and purpose of the CSW. She advocated for women's rights.
o First Asian -American woman elected to the United States Congress in 1964.
o She was one of the principal authors and sponsors of Title IX.
