Pursuant to Hawai'i Revised Statutes §§92-4, 92-5 (a) (4), 92-9 (a) (1-4) and (b), 76-47 (e) the
purpose of this executive session is to receive and approve Executive Session minutes, to
consider the hire, evaluation, dismissal or discipline of an employee or officer of the County
where consideration of matters affecting privacy will be involved, provided that if the individual
concerned requests an open meeting, an open meeting shall be held; and to consult with the
Commission's legal counsel on issues pertaining to the Commission's and the County's powers,
duties, privileges, immunities, and /or liabilities as they may relate to this item, deliberate and
take such action as appropriate.

Director's
Report Acting Director of Human Resources Janine Rapozo reviewed the Acting Director's Report
for December with the Commission ( on file). Ms. Rapozo stated she received notice from
the Hawai'i Government Employees Association (HGEA) that all units would file an
impasse. She said HGEA has requested that each unit conduct arbitrations separately due to
each unit having unrelated issues. Ms. Rapozo said separate arbitrations would extend
decisions and funding award approval past the Legislative session, which ends April 30,
2019, and would place awards in retroactive pay. The first to go through arbitration is the
Fire Department, which is scheduled the first week of January.

CSC 2018-17 Nominate and approve 2019 Officers for Chair and Vice Chair.
Chair Iida opened the floor for nominations for Chair.

First Deputy County Attorney Nicholas R. Courson suggested they ask the nominated
Commissioner if they were willing to serve or not.

ACTING DIRECTOR'S REPORT
TOTHE
CIVIL SERVICE COMMISSION
JANUARY 2019
Beginning on January 7, 2019, arbitration hearings with the Hawaii Fire Fighters Association
(HFFA) commenced for six (6) days through January 12, 2019. Unfortunately, hearings were not
completed and therefore, additional days were scheduled from January 22, 2019 to January 25,
2019. In addition, the Employer group is proceeding with moving towards arbitration for the
Hawaii Government Employees Association (HGEA) Units 2, 3, 4, and 13. At this point, neutral
arbitrators need to be selected separately for each bargaining unit as there has been no decision to
consolidate the hearings.
The Fire Commission has yet to select a new Fire Chief. As such, the HR Department will
continue to work with the Commission as needed to continue the recruitment process. At this
point, background checks are being conducted for potential applicants for the Police Chief
position. The Police Commission hopes to have someone on board by March 2019.
Congratulations to Ken Villabrille, HR's Central Payroll Accountant who retired after forty (40)
years of service with the County of Kaua'i. Marissa Lilo , HR's Assistant Central Payroll
Accountant was subsequently promoted to the Central Payroll Accountant effective January l,
2019. In addition, six (6) applicants were interviewed to fill a Personnel Management Specialist II
position and an offer was recently made with a start date of February 16, 2019.

• Three (3) new workers' compensation claims were filed this month; two (3) medical-only
claims, and one ( 1) indemnity claim.
• Bi-monthly reviews for thirty-six (36) workers ' compensation claims from Public Works,
Parks and Recreation, Police, Fire, Transportation, and Water were held with FIRMS (First
Insurance Risk Management Services) and Atlas Insurance to monitor progress and
determine course of action for high costing, problematic and long standing cases and
strategies for new cases on problems that can be foreseen.
