HomeMy WebLinkAboutResolution No. 2020-37COUNTY COUNCIL COUNTY OF KAUA`I �E$OYUiIOit No.p�3, RESOLUTION ESTABLISHING TURN LANES, A ROUNDABOUT, AND A CROSSWALK, AND AMENDING RESOLUTION NO. 2008-32, ESTABLISHING SPEED LIMITS ALONG KOLOA ROAD, KOLOA DISTRICT, COUNTY OF KAUA`I WHEREAS, Chapter 16, Article 2 of the Kauai County Code 1987, as amended, authorizes the County Council to create, define, re -define, eliminate or change all traffic lanes and crosswalks; WHEREAS, Chapter 16, Section 16-5.1 of the Kauai County Code 1987, as amended, authorizes the County Council to designate speed limits; WHEREAS, Koloa Road is located in the Koloa District, County of Kauai, State of Hawaii; WHEREAS, The Department of Public Works, based on an engineering and traffic investigation, has recommended that left turn lanes be established on K61oa Road at several locations, that a roundabout and a crosswalk be established at the K61oa Road/Ala Kalanikaumaka intersection; and that the limits of the 25 mile per hour speed limit on Koloa Road be extended to west of Oma`o Road; now therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA`I, STATE OF HAWAI`I THAT: SECTION 1. A center two way left turn lane is hereby established on Koloa Road from approximately 600 feet west of its centerline intersection with Lauoho Road to Lauoho Road as shown on Exhibit "A", attached hereto and incorporated herein by reference. SECTION 2. Left turn only lanes are hereby established as shown on Exhibit "A', attached hereto and incorporated herein by reference, at the following locations: • On Koloa Road in the westbound direction, from approximately 90 feet east of its centerline intersection with Lauoho Road to Lauoho Road. 1 • On K61oa Road in the eastbound direction, from approximately 60 feet west of its centerline intersection of Pua Kenikeni Street to Pua Kenikeni Street. • On K61oa Road in the eastbound direction, from approximately 70 feet west of its centerline intersection with Piko Road to Piko Road. • On K61oa Road in the westbound direction, from approximately 240 feet east of its centerline intersection with Po`ipu Road to Po`ipu Road. • On K61oa Road in the eastbound direction, from approximately 170 feet west of its centerline intersection with Maluhia Road to Maluhia Road. SECTION 3. Left turn merge lanes are hereby established at the following locations as shown on Exhibit "A', attached hereto and incorporated herein by reference: • On K61oa Road in the eastbound direction for traffic turning left from Pua Kenikeni Street to K61oa Road, from Pua Kenikeni Street to approximately 90 feet east of its centerline intersection with Pua Kenikeni Street. • On K61oa Road in the eastbound direction for traffic turning left from Oma`o Road to K61oa Road, from Oma`o Road to approximately 40 feet east of its centerline intersection with Oma`o Road. • On K61oa Road in the westbound direction for traffic turning left from Po`ipu Road to K61oa Road, from Po`ipu Road to approximately 70 feet west of its centerline intersection with Po`ipu Road. SECTION 4. A roundabout with yield control on all entries and where traffic is required to circulate counterclockwise around a central island is hereby established at the intersection of K61oa Road and Ala Kalanikaumaka, as shown on Exhibit "A", attached hereto and incorporated herein by reference. SECTION 5. A pedestrian crosswalk is hereby established across K61oa Road at the east leg of the roundabout at Ala Kalanikaumaka, as shown on Exhibit "A", attached hereto and incorporated herein by reference. SECTION 6. Resolution No. 2008-32 is hereby amended to redesignate the areas where maximum speed limits of 15, 25, and 35 miles per hour are established along K61oa Road, as designated by symbols as shown on Exhibit "B", attached hereto and incorporated herein by reference. 2 SECTION 7. The Department of Public Works shall install appropriate signs and pavement markings to designate the redefined traffic lanes, roundabout, crosswalk, and speed limits that are established herein in accordance with the provisions provided by law. SECTION 8. Any person convicted of violating any provisions of the Traffic Code of the County of Kauai, Chapter 16, Kaua`i County Code 1987, as amended, shall be subject to the penalties prescribed in Section 16-21.6. SECTION 9. This Resolution shall take effect upon its approval and the installation of appropriate signs and pavement markings.
