HomeMy WebLinkAboutResolution No. 2020-42COUNTY COUNCIL COUNTY OF KAUA`I �RC.5oCution� �� RESOLUTION ESTABLISHING TURN LANES, A CROSSWALK, AND STOP CONTROL FOR THE INTERSECION OF ALA KALANIKAUMAKA AND LOPAKA PAIPA BOULEVARD, KOLOA DISTRICT, COUNTY OF KAUA`I WHEREAS, Chapter 16, Article 2 of the Kauai County Code 1987, as amended, authorizes the County Council to: determine and designate the type of all official traffic control devices; create, define, re -define, eliminate, or change all traffic lanes and crosswalks, and designate the type of markings or signs to be placed and maintained for the identification of those zones or areas; and WHEREAS, Ala Kalanikaumaka and Lopaka Paipa Boulevard are located in the Koloa District, County of Kauai, State of Hawaii; and WHEREAS, Lopaka Paipa Boulevard has been extended to intersect the east side of Ala Kalanikaumaka; and WHEREAS, the Department of Public Works, based on an engineering and traffic investigation, has recommended turn lanes, a crosswalk, and stop control be established for the intersection of Lopaka Paipa Boulevard and Ala Kalanikaumaka; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA`I, STATE OF HAWAI`I, THAT: SECTION 1. Stop control is hereby established on Lopaka Paipa Boulevard at Ala Kalanikaumaka, as shown on the map attached hereto as Exhibit A and incorporated herein by reference. SECTION 2. A marked pedestrian crosswalk is hereby established across Lopaka Paipa Boulevard at its intersection with Ala Kalanikaumaka, as shown on the map attached hereto as Exhibit A and incorporated herein by reference. SECTION 3. A left turn only lane is hereby established on Lopaka Paipa Boulevard in the westbound direction, from 85 feet east of its centerline intersection with Ala Kalanikaumaka to Ala Kalanikaumaka, as shown on the map attached hereto as Exhibit A and incorporated herein by reference. SECTION 4. A left turn only lane is hereby established on Ala Kalanikaumaka in the southbound direction, from 175 feet north of its centerline intersection with Lopaka Paipa Boulevard to Lopaka Paipa Boulevard, as shown on the map attached hereto as Exhibit A and incorporated herein by reference. SECTION 5. A center two-way left turn lane is hereby established on Ala Kalanikaumaka from approximately 290 feet south of its centerline intersection with Lopaka Paipa Boulevard to Lopaka Paipa Boulevard, as shown on the map attached hereto as Exhibit A and incorporated herein by reference. SECTION 6. The Department of Public Works shall install appropriate signs, markings, and/or traffic control devices to designate the traffic lanes, crosswalk, and stop control that are established herein in accordance with the provisions provided by law. SECTION 7. Any person convicted of violating any provision of the Traffic Code of the County of Kauai, Chapter 16, Kaua`i County Code 1987, as amended, shall be subject to the penalties prescribed in Section 16-21.6. SECTION 8. This Resolution shall take effect upon its approval and the installation of appropriate signs, markings, and/or traffic control devices.
