RESOLUTION APPROVING THE HAWAPI STATE ASSOCIATION OF
COUNTIES SLATE OF OFFICERS, NOMINEES TO THE NATIONAL
ASSOCIATION OF COUNTIES BOARD OF DIRECTORS, AND NOMINEES
TO THE WESTERN INTERSTATE REGION BOARD OF DIRECTORS FOR
FISCAL YEAR 2021
WHEREAS, the Hawaii State Association of Counties ("HSAC") is comprised
of members of the four county councils of the state of Hawaii and shall be headed by
an Executive Committee consisting of a president, vice president, secretary, and
treasurer, none of whom shall be members of the same council; and
WHEREAS, on June 1, 2020, the HSAC Executive Committee approved the
following proposed slate of HSAC officers for Fiscal Year 2021 (July 1, 2020 through
June 30, 2021):
President: Joey Manahan, Honolulu City Council
Brandon Elefante (Alternate)
Vice President: Ross Kagawa, Kauai County Council
Mason K. Chock (Alternate)
Secretary: Ashley Kerkiewicz, Hawaii County Council
Rebecca Villegas (Alternate)
Treasurer: Kelly T. King, Maui County Council
Tamara Paltin (Alternate); and
WHEREAS, pursuant to Section 5A of the HSAC Bylaws, Hawaii is eligible
for two elected officials from different NACo member counties within the State
of Hawaii to serve on the Board of Directors of the National Association of Counties
(NACo). These elected officials are nominated to the NACo director positions by the
HSAC Executive Committee and approved by the individual councils; and
WHEREAS, at its meeting on May 11, 2020, the HSAC Executive Committee
nominated Councilmember KipuKai Kuali`i (County of Kauai) and Councilmember
Ikaika Anderson (City & County of Honolulu) to serve as NACo Directors; and
WHEREAS, pursuant to Section 5C of the HSAC Bylaws, Hawaii is allowed
two elected officials from different NACo member counties within the State of Hawaii
to serve on the Board oPDirectors of the Western Interstate Region ("WIR"). These
elected officials are nominated to the WIR director positions by the HSAC Executive
Committee and approved by the individual councils; and
WHEREAS, at its meeting on May 11, 2020, the HSAC Executive Committee
nominated Councilmember Kelly T. King (County of Maui) and Councilmember
Herbert "Tim" Richards, III (County of Hawaii) to serve as WIR Directors; and
WHEREAS, the HSAC Bylaws require that each council act on the proposed
slate of HSAC officers and the proposed nominations for NACo and WIR Directors;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA`I, STATE
OF HAWAI`I, that it hereby approves:
1. The following slate of HSAC officers for Fiscal Year 2021:
President: Joey Manahan, Honolulu City Council
Brandon Elefante (Alternate)
Vice President: Ross Kagawa, Kauai County Council
Mason K. Chock (Alternate)
Secretary: Ashley Kerkiewicz, Hawaii County Council
Rebecca Villegas (Alternate)
Treasurer: Kelly T. King, Maui County Council
Tamara Paltin (Alternate); and
2. Nominations of Councilmember KipuKai Kuali`i (County of Kauai) and
Councilmember Ikaika Anderson (City & County of Honolulu) to serve
as NACo Directors for Fiscal Year 2021; and
3. Nominations of Councilmember Kelly T. King (County of Maui) and
Councilmember Herbert "Tim" Richards, III (County of Hawaii) to serve
as WIR Directors for Fiscal Year 2021.
BE IT FINALLY RESOLVED, that a certified copy of this Resolution shall be
transmitted to the President of the HSAC Executive Committee.

Councilmember Arthur Brun will not be present due to U.S. v. Arthur Brun et al.,
Cr. No. 20-00024-DKW (United States District Court), and therefore will be noted as
excused (i.e., not present).
