HomeMy WebLinkAbout3.998 SANITARY CHEMIST I 20210210 PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.998 Class Specifications for the Class: SANITARY CHEMIST I SR-18; BU-13 Duties Summary: Performs standard chemical and bacteriological analyses and investigations on wastewater, gases, industrial wastes and receiving waters; assists with more complex investigations and analyses, and with assigned phases of research projects; and performs other related duties as required. Distinguishing Characteristics: This is the entry level class in the Sanitary Chemist series. Positions in this class primarily perform chemical, microbiological and bacteriological analyses and investigations to ensure compliance in accordance with established methods, standards and guidelines. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Conducts standard chemical and bacteriological analyses of wastewater, gases, industrial waste and receiving waters; • Participates in the placement of automatic samplers at various collection sites; • Collects sediment, water column and bottom samples for analysis, assuming responsibility for collected samples, transporting to lab and ensuring compliance with storage and transporting guidelines; • Makes and records pertinent field observations; • Familiarizes self with industries to be examined for industrial wastewater surveys; • Monitors the compliance of industrial and commercial establishments with regard to applicable provisions of County ordinances; • Prepares reports on routine analysis, special projects, quality control and other operational issues, ensuring quality standards and schedules are met; PART I SANITARY CHEMIST I 2 3.998 • Assists in isolation procedures for the detection of pollution-indicating bacteria; • Assists with biomonitoring analyses; • Assists in completing the more complex investigations and analysis, and in assigned phases of research projects; • Prepares for and initiates toxicity bioassays after consultation with higher level specialists; • Keeps records of procedures, observations and results to be interpreted by higher level sanitary chemists; • Provides laboratory support to division personnel in determining the source of unknown water seepage problems, for preparing environmental impact statements, or participating in water quality studies and special projects; • Assists plant operators in the tentative identification of protozoa, bacteria, algae, fungi in activated sludge and other processes; • Prepares various reagents and carries out the required standardization procedures; • Implements improved work methods and operating practices and procedures; • Reads technical literature to keep abreast of new developments in water pollution control, environmental microbiology, and biomonitoring procedures and techniques; • Cleans and maintains laboratory apparatus and equipment; and • Performs other related duties as required. Knowledge of: Principles and practices of chemistry and bacteriology, especially as they relate to sewage and water liquid waste analyses; the methods, techniques and equipment used in laboratory analysis; environmental sanitation; community health problems; operation and care of laboratory apparatus and equipment. Ability to: Conduct standard chemical and bacteriological analyses of wastewater, gases, industrial wastes and receiving waters; make field inspections and investigations in unpleasant surroundings; gather, record and analyze field and laboratory data; assist in the performance of research work; keep records and prepare reports of field and laboratory procedures, observations and results of tests. PART I SANITARY CHEMIST I 3 3.998 This is an amendment to the specification for the class SANITARY CHEMIST I, which was approved on September 18, 2007, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.998 Minimum Qualification Specifications For the Class: SANITARY CHEMIST I SR-18; BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in chemistry, a biological science or a related field. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time professional level work experience may be substituted for a baccalaureate degree. To be acceptable, the experience must have been such scope, level and quality as to assure the possession of knowledge, skills and ability comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree in chemistry, a biological science or a related field. B. An Associate's Degree in chemistry, a biological science or a related field from an accredited college or university may be substituted for up to two (2) years of the education requirement. C. Master’s degree from an accredited community college, college or university, trades school, etc., in chemistry, a biological science or a related field may be substituted for the education requirement. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualifications for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be PART II SANITARY CHEMIST I 2 3.998 established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Special Working Conditions: Holiday and weekend work as required.
