HomeMy WebLinkAbout8.900 TREE TRIMMING HEAVY TRUCK AERIAL PLATFORM OPERATOR 20210224PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.900 Class Specifications for the Class: TREE TRIMMING HEAVY TRUCK & AERIAL PLATFORM OPERATOR BC-07, BU-01 Duties Summary: Operates and maintains a heavy truck with a hydraulic powered aerial platform in trimming and pruning trees in parks, along streets and highways, around high buildings and structures; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibilities for driving a heavy truck with a hydraulic powered aerial platform and operating the aerial platform in trimming and pruning trees in parks, along streets and highways, around high buildings and structures. Positions in this class may be responsible for worksite operation. This involves overseeing the use of machinery, disposal of debris and that safety practices and work instructions are followed by other members of the crew. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Drives a truck with attached hydraulic powered aerial platform to and from job sites; • Clears work area of vehicles and other property that may be damaged by falling branches and other debris; • Secures truck for operation by seeing that all safety equipment is in place; • Operates the aerial platform to attain the desired height to trim tree branches and treats scars left by cuts; • Prunes trees and shrubs, treats and cares for injured and diseased trees and plants; • Inspects tree for insect and disease infestation; • May perform routine tree surgery; • Cables, bolts and guys trees; PART I TREE TRIMMING HEAVY TRUCK & AERIAL PLATFORM OPERATOR 2 8.900 • Climbs trees using ladders, climbing spikes and other climbing equipment; • Operates various hand and power tools; • Operates hydraulic powered aerial platform in raising and lowering maintenance and other workers engaged in repair and maintenance of high building structures and other hard to reach aerial work; • Maintains truck, platform and generator; • May make emergency repairs to truck and attachments; and • Performs other related duties as required. Knowledge of: The operation of a truck and hydraulic equipment; general motor vehicle maintenance practices; laws, ordinances, rules and regulations governing the operation of motor vehicles on streets and highways; hazards and safety precautions in operating a heavy truck and aerial platform; tree trimming techniques and practices; characteristics and growing habits of principal shade and ornamental trees; common tree disease and infestation, tree surgery techniques and the use of appropriate insecticides, fungicide and fertilizer; the use and care of pruning tools, power saws and climbing equipment; safety equipment, practices and procedures applicable to the work. Ability to: Work above ground and withstand varying heights; operate an heavy truck with an aerial platform skillfully and safely; understand and observe traffic rules and regulations; operate and maintain hydraulic aerial platform; make emergency repairs to truck; prune and trim trees; operate hydraulic equipment; climb trees with or without spikes; operate and maintain hand and power tools and equipment used in tree trimming operations; diagnose and treat conditions harmful to trees; understand and follow oral and written instructions; follow safety practices, particularly as they relate to height and electrical hazards. This is an amendment to the specification for the class, TREE TRIMMING HEAVY TRUCK & AERIAL PLATFORM OPERATOR, which was approved April 13, 1987 and amended on February 28, 1992 and on October 7, 2015 and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.900 Minimum Qualification Specifications for the Class: TREE TRIMMING HEAVY TRUCK & AERIAL PLATFORM OPERATOR BC-07, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and: • one (1) year of experience in the care and maintenance of grounds or other landscaped areas which involved trimming, pruning and care of trees and shrubs, utilizing hand and power saws and other tree trimming tools and equipment, climbing trees with or without the aid of climbing spikes, and • one (1) year of experience in the operation and maintenance of a heavy truck and hydraulic equipment. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full time general work experience may be substituted for a high school diploma. B. Associate’s, Bachelor’s or Master’s degree from an accredited community college, college or university, trades school, etc., may be substituted for a high school diploma or equivalent. The following may be substituted for experience: A. An International Society of Arboriculture (ISA) Certified Arborist credential for one (1) year of experience in the care and maintenance of public grounds, lawns and landscaped areas, which shall have included the trimming and pruning of trees and shrubs. B. Associate's, Bachelor’s or Master’s degree in from an accredited college or university in arboriculture, horticulture, landscape architecture, forestry or a related field for one (1) year of experience in the care and maintenance of public grounds, lawns and landscaped areas, which shall have included the trimming and pruning of trees and shrubs. If work experience or a degree is used to substitute for a high school diploma, it may not be used again for the experience requirement. Substitutions will be used to the advantage of the applicant. PART II TREE TRIMMING HEAVY TRUCK & AERIAL PLATFORM OPERATOR 2 8.900 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid commercial driver's license (CDL); a current State of Hawai'i Department of Transportation (DOT) Medical Examiner's certificate; and any other license required by law as applicable to the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
