HomeMy WebLinkAbout8.901 TREE TRIMMING WORKING SUPERVISOR 20210224PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.901 Class Specifications for the Class: TREE TRIMMING WORKING SUPERVISOR WS-07, BU-01 Duties Summary: Supervises and participates in the operation of a heavy truck with a hydraulic powered aerial platform in trimming and pruning trees in parks, along streets and highways, around high building and structures; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the work site operations of a tree trimming crew and operates a heavy truck with hydraulic powered aerial platform in the performance of tree trimming activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises and participates in the work activities of a crew engaged in tree trimming and related activities; • Ensures that subordinates observe all safety practices and procedures; • Supervises and drives a heavy truck with a hydraulic powered aerial platform; • Supervises and operates the aerial platform to attain the desired height to trim tree branches, treat scars left by cuts; • Supervises and participates in tree trimming activities such as pruning trees and shrubs, trimming and shaping trees, performing routine tree surgery, and treating and dressing cut surfaces to protect trees from further infestation; • Supervises and participates in the activities to cable, bolt, and guy trees; • Participates in the planning, scheduling, and prioritizing of island-wide tree trimming activities; • Prepares and maintains daily logs and reports on work activities, equipment, and supplies, accident/damage claims, etc.; PART I TREE TRIMMING WORKING SUPERVISOR 2 8.901 • Provides training on work methods and techniques of tree trimming; • Oversees the maintenance and repair of assigned vehicles, equipment, and tools; informs supervisors of needs for equipment, tools, and materials; • May recommend personnel action on leave requests, promotions, performance evaluations, etc.; • Responds to emergency call out work as required; and • Performs other related duties as required. Knowledge of: The operation of a truck and hydraulic equipment; general motor vehicle maintenance practices; laws, ordinances, rules and regulations governing the operation of motor vehicles on streets and highways; hazards and safety precautions in operating a heavy truck and aerial platform; tree trimming techniques and practices; characteristics and growing habits of principal shade and ornamental trees; common tree disease and infestation, tree surgery techniques and the use of appropriate insecticides, fungicide and fertilizer; the use and care of pruning tools, power saws and climbing equipment; safety equipment, practices and procedures applicable to the work. Ability to: Plan assignments and supervise the work of others; climb trees with or without spikes; work above ground and withstand varying heights; operate hand and power tools and equipment used in tree trimming; diagnose and treat conditions harmful to trees; handle weights and loads; enforce safety practices, particularly as they relate to height and electrical hazards; operate and maintain heavy trucks and hydraulic equipment representative of the class skillfully and safely; recognize mechanical and operational defects in equipment; make minor emergency repairs to equipment; understand and observe traffic laws and regulations; and prepare simple oral and written reports. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.901 Minimum Qualification Specifications for the Class: TREE TRIMMING WORKING SUPERVISOR WS-07, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and: • three (3) years of experience in the care and maintenance of grounds or other landscaped areas which involved trimming, pruning and care of trees and shrubs, utilizing hand and power saws and other tree trimming tools and equipment, climbing tree with or without the aid of climbing spikes; and • one (1) year of experience in the operation of heavy truck and hydraulic equipment. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time work experience can be substituted for a high school diploma or equivalent. B. Associate's, Bachelor’s or Master’s degree in from an accredited community college, college or university, trade school, etc., may be substituted for a high school diploma or equivalent. The following may be substituted for experience: A. An International Society of Arboriculture (ISA) Certified Arborist credential for one (1) year of experience in the care and maintenance of grounds or other landscaped areas which involved trimming, pruning and care of trees and shrubs, utilizing hand and power saws and other tree trimming tools and equipment, climbing tree with or without the aid of climbing spikes. B. An Associate's, Bachelor’s or Master’s degree in from an accredited college or university in arboriculture, horticulture, landscape architecture, forestry or a related field for one (1) year of experience in the care and maintenance of grounds or other landscaped areas which involved trimming, pruning and care of trees and shrubs, utilizing hand and power saws and other tree trimming tools and equipment, climbing tree with or without the aid of climbing spikes. PART II TREE TRIMMING WORKING SUPERVISOR 2 8.901 If work experience or a degree is used to substitute for a high school diploma, it may not be used again for the one (1) year of experience. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of a valid Commercial Driver's License (CDL); a current State of Hawai'i Department of Transportation Medical Examiner's certificate; and any other license required by law as applicable to the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
