2. MAJOR CHANGES AND/OR VARIANCES IN OPERATIONS BUDGET
The largest variance in KEMA's budget is due to contractual increases of multi -term contracts and
leases. There is a new equipment item being requested for the repeater at PMRF. Current
repeater is twenty-three years old and no longer serviceable. Grant funding was attempted but
unsuccessful. This unit provides the first responders with the only radio communications in the
area.
3. OPERATIONAL CHALLENGES
KEMA continues to experience the longest activation of the Emergency Operations Center (EOC)
in response to the COVID-19 pandemic. Majority of KEMA's staff have had to shift much of their
focus away from their regular duties, to the various operational needs of the COVID-19 response.
KEMA's staff has increased by 11 personnel, all of whom are specific for the response.
Although an operationally challenging year, this has not affected our budgetary asks.
4. TOP 3 OPERATIONAL HIGHLIGHTS FROM FY 2021
COVID-19 Pandemic Response (Ongoing)
The COVID-19 response has been ongoing since late January 2020. KEMA's EOC has been partially
activated since. The Incident Management Team (IMT), lead by Unified Command of both County
and State Department of Health personnel, has been supporting KEMA in the response.
Hurricane Douglas Response
Major Hurricane Douglas entered the Central Pacific Basin on July 23, 2020. A Hurricane Watch
was issued for the County of Kauai on July 25, followed by a Tropical Storm Warning, which was
upgraded to a Hurricane Warning later that same day. As the storm missed the island, the warning
was canceled on July 27. KEMA EOC was fully activated for the hurricane. This hurricane provided
a unique set of challenges as COVID-19 precautions had to be incorporated into the operations.
Telecom
There were multiple telecom projects completed to ensure communications among all
responding agencies for COVID-19. The National Guard, EMS and Sheriffs were added to the radio
system for interagency communications and the Alternate Dispatch Center was upgraded to
support the increasing requests from the public due to the pandemic.
Maintenance projects involved updating the radio system servers and software to meet current
cybersecurity requirements.
