Class Specifications for the Class:
CLERK DISPATCHER I
SR-12; BU-03
Duties Summary:
Receives and transmits messages by operating a radio-telephone communication
system; transmits orders, instructions and dispatches personnel, material and equipment in
response to complaints, service and emergency; performs a variety of clerical work involving
the preparation of reports, permits and the maintenance of records; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished from other clerical classes by its responsibility to dispatch
personnel, material and equipment to respond to complaints and emergencies as required
by operating a radio-telephone communication system in addition to performing general
clerical work; whereas, classes in the clerical series are primarily concerned with performing
general clerical work as a major work assignment.
This class differs from the Clerk Dispatcher II in that the Clerk Dispatcher I
dispatches personnel, materials and equipment to respond to complaints and emergencies
as required by operating a radio-telephone communication system and performs a variety of
clerical work; whereas, the Clerk Dispatcher II supervises and participates in receiving and
relaying information in response to emergency, service and trouble calls and supervises and
performs a variety of clerical work.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Receives and transmits messages by operating a radio-telephone communication
system;
• Maintains circuit discipline and procedures;
• Establishes urgency of service and emergency calls and dispatches personnel and
equipment as appropriate;
• Follows up on trouble calls to see that services have been rendered;

• Answers inquiries from the public and gives out approved information or refers to the
proper authority;
• Schedules trip reservations for the public, reconciles and confirms accuracy and
efficiency of trip assignments to proper equipment and personnel;
• Conducts test calls and record location of departmental vehicles and personnel;
• Logs important radio-telephone calls;
• May maintain registration files on motor vehicles;
• Assists in the preparation of departmental payroll and related source documents;
• Prepares and types routine letters and written reports;
• Maintains a variety of files and records such as vehicular and equipment, work order,
time and leave;
• Prepares purchase requisitions for superior’s signature;
• Checks invoices against receiving copies, maintains files and inventory records, and
issues and accounts for materials, supplies, tools and equipment;
• Conducts periodic physical inventory of supplies, materials and equipment;
• May supervise others; and
• Performs other related duties as required.
Knowledge of:
The geography of the County of Kaua’i; the operation of a radio-telephone
communication system; the organization, functions, policies and procedures of the
department; office practices and procedures; filing methods and systems; punctuation,
grammar, spelling and word usage; use of standard office machines and equipment.
Ability to:
Operate radio-telephone equipment; make sound decisions under emergency
conditions; deal courteously and effectively with the public; read and interpret written
material; keep records; operate standard office machines and equipment.

This is an amendment to the specification for the class, CLERK DISPATCHER, which
was approved on July 13, 1970, and which was re-titled to CLERK DISPATCHER I on
February 22, 1982, amended on August 14, 1991 and April 24, 2017 and is to be
substituted for that specification.

Minimum Qualification Specifications
For the Class:
CLERK DISPATCHER I
SR-12; BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year of clerical work experience; and
• one and one-half (1 ½) years of work experience involving the operation of a
radio-telephone communication system in receiving and transmitting
messages.
Clerical Experience:
Work experience which involved the performance of a variety of clerical tasks and
demonstrated knowledge of office practices and procedures, and the ability to carry out
procedures in clerical work systems, and operate various kinds of office equipment including
computers, Microsoft Office and other technologies.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full time general work experience may be substituted for a high
school diploma.
B. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
The following may be substituted for experience:
A. Successful completion of fifteen (15) semester credits of coursework with curriculum
in clerical/office support/business technology and leading towards a degree, diploma
or certificate from an accredited community college, business or technical school,
including courses in English, clerical/office procedures, and mathematics, may be
substituted for six (6) months of clerical work experience.
B. An Associate’s degree in Secretarial Science or Office, Administration and Technology
(OAT) from an accredited business school or community college may be substituted
for two (2) years of clerical work experience.

C. A Bachelor’s degree in any field from an accredited college or university may be
substituted for two (2) years of clerical work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. Substitutions will
be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
