Class Specifications for the Class:
CLERK DISPATCHER II
SR-14; BU-03
Duties Summary:
Supervises and participates in the receiving and relaying of information by operating
a radio-telephone communication system; supervises and participates in performing a
variety of clerical work; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Clerk Dispatcher I in that the Clerk Dispatcher II supervises
and participates in receiving and relaying information in response to emergency, service and
trouble calls and supervises and performs a variety of clerical work; whereas, the Clerk
Dispatcher I receives and relays information in response to emergency, service and trouble
calls and performs a variety of clerical work.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Supervises and participates in receiving complaints, emergency and service calls and
in relaying information to field crews;
• Assigns and reviews the work of subordinates;
• Logs important calls;
• Maintains circuit discipline and procedures;
• Instructs new personnel on radio procedures and scheduling software;
• Gets damage assessment reports from work crews to keep callers and complainants
abreast of situations;
• Supervises the maintenance of records and files;
• Determines the priority of work by dispatching repair crews to investigate trouble
calls and coordinate service assistance;

• Supervises and participates in maintaining inventory records and supervises and
participates in issuing and accounting of materials, supplies, tools and equipment;
• Supervises and participates in conducting periodic physical inventory supplies,
materials and equipment;
• Supervises and participates in the review of time sheets, work reports, purchase
orders, invoices, vacation and sick leave records for correctness of entries made;
• Interprets departmental rules, regulations and policies;
• Supervises and participates in preparing, compiling and computing a variety of data
for reports and records;
• May conducts test calls and record location of departmental vehicles and personnel;
and
• Performs other related duties as required.
Knowledge of:
Principles and practices of supervision; operation of a radio-telephone
communication system; office practices and procedures; purposes and uses of standard
office equipment; grammar and word usage; filing methods and systems; geography of the
island of Kaua’i.
Ability to:
Supervise the work of others; operate radio-telephone equipment; operate
scheduling software; operate stand office machines; make sound decisions under
emergency conditions; deal courteously and effectively with the public; read and interpret
written materials; keep records.
This is an amendment to the specification for the class, CLERK DISPATCHER II, which
was approved on February 22, 1982, amended on April 24, 2017 and May 3, 2018,
and is to be substituted for that specification.

Minimum Qualification Specifications
For the Class:
CLERK DISPATCHER II
SR-14; BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• one (1) year of clerical work experience; and
• two and one-half (2 ½) years of work experience involving the operation of a
radio-telephone communication system in receiving and transmitting
messages.
Clerical Experience:
Work experience which involved the performance of a variety of clerical tasks and
demonstrated knowledge of office practices and procedures, and the ability to carry out
procedures in clerical work systems, and operate various kinds of office equipment including
computers, Microsoft Office and other technologies.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full time general work experience may be substituted for a high
school diploma.
B. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
The following may be substituted for experience:
A. Successful completion of fifteen (15) semester credits of coursework with curriculum
in clerical/office support/business technology and leading towards a degree, diploma
or certificate from an accredited community college, business or technical school,
including courses in English, clerical/office procedures, and mathematics, may be
substituted for six (6) months of clerical work experience.
B. An Associate’s degree in Secretarial Science or Office, Administration and Technology
(OAT) from an accredited business school or community college may be substituted
for two (2) years of clerical work experience.

C. A Bachelor’s degree in any field from an accredited college or university may be
substituted for two (2) years of clerical work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. Substitutions will
be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

and is to be substituted for that specification.
