Class Specifications for the Class:
SUPERVISING CLERK DISPATCHER
SR-17; BU-04
Duties Summary:
Supervises and maintains responsibility for the proper and efficient operation of the
dispatch center; plans, assigns coordinates, directs and evaluates the work and
performance of subordinates; resolves complaints received by the public; performs
administrative functions; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Clerk Dispatcher II class in that the Supervising Clerk
Dispatcher is responsible for the dispatch center and its personnel; whereas the Clerk
Dispatcher II supervises and participates in receiving and relaying information in response to
emergency, service and trouble calls and supervises and performs a variety of clerical work.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Supervises and directs the activities of the dispatch center, monitors performance of
personnel, plans and assigns work schedules;
• Monitors the radio-telephone communication system;
• Provides assistance and instruction to personnel to ensure compliance with
departmental standards, policies and procedures;
• Supervises and advises personnel with handling difficult complaints and inquiries;
• Assists in developing and formulating policies and procedures, recommends and
implements changes to policies and procedures;
• Determines operational requirements and sets priorities for work assignments,
recommends staffing needs;
• Reviews, investigates, and resolves personnel problems through the use of
departmental standards, collective bargaining provisions and County personnel rules
and regulations;

• Assigns, supervises and reviews the work of staff, prepares job performance
evaluations and provides additional training of staff as necessary, approves leave
requests;
• Plans, reviews, evaluates and coordinates activities, and make recommendations for
improvements;
• Trains new personnel on procedures, policies and guidelines relating to the operation
and use of the communication system, provides on-going in-service training to staff;
• Keeps abreast of and interprets applicable laws, rules and regulations so as to
disseminate proper information to subordinates and the general public;
• Maintains dispatch equipment to ensure it is in operational condition;
• Compiles statistics and prepares reports; and
• Perform other related duties as required.
Knowledge of:
Principles and practices of supervision; departmental rules and regulations, and
policies and procedures of the dispatch center; geography of the island of Kaua‘i; principles
and techniques in dealing with people; office practices and procedures; filing methods and
systems; the purpose and uses of communications equipment and standard office
equipment.
Ability to:
Plan, direct, organize, assign and review the work of subordinates; operate a radio-
telephone communication system; analyze procedures and recommend improvements as
necessary; give and follow oral and written instructions; deal tactfully and effectively with the
public and employees; make sound decisions under emergency conditions; evaluate
operational requirements and recommend improvements; keep records and prepares
reports; operate standard office equipment.
This is an amendment to the specification for the class, SUPERVISING CLERK
DISPATCHER, which was approved on May 3, 2018, effective April 1, 2018 and is to
be substituted for that specification.

Minimum Qualification Specifications
For the Class:
SUPERVISING CLERK DISPATCHER
SR-17; BU-04
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• four (4) years of work experience involving the operation of a radio-telephone
communication system in receiving and transmitting messages; and
• one (1) year of supervisory experience in the operation of a radio-telephone
communication system in receiving and transmitting messages.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full time general work experience may be substituted for a high
school diploma.
B. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
If work experience is used to substitute for education, it may not be used again to
meet the experience requirement. Substitutions will be used to the advantage of the
applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be

established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

This is an amendment to the specification for the class, SUPERVISING CLERK
DISPATCHER, which was approved on May 3, 2018, effective April 1, 2018 and is to
be substituted for that specification.
