Police operation leads to three arrests, one citation
KAPA`A — The Kauai Police Department conducted a special mission in the Kapa`a
area, March 8 to 9, which led to three arrests and one citation.
"The coastal area between Wailua and Kapa`a remains a top concern for our
department," said Acting Chief of Police Michael Contrades. "We receive ongoing criminal
reports in this specific area and we want the public to know that our officers hear their concerns.
We will continue periodic operations to help curb illegal activity and make Kapa`a safer place for
our community to enjoy."
Detectives with the Investigative Services Bureau patrolled the coastal area between the
Wailua Bridge and Kealia Beach Friday evening through Saturday morning, searching for
individuals with active warrants and monitoring for criminal activity.
David Reynolds, age 18 of Kapa`a, was arrested Saturday for Promotion of a
Detrimental Drug in the Third Degree, and for a $250 outstanding Traffic warrant. A total of 23.1
grams of marijuana was seized upon his arrest. Reynolds was brought to police cellblock and
has since been released on bail totaling $300.
Richard Beachum, age 51 of LThu`e, was wanted for an outstanding Contempt of Court
warrant. Police located him Saturday walking along Lehua Street in Kapa`a, and arrested him
without incident. He has since been released on $300 bail.
John Evans, age 59 of Kapa`a, was wanted for an outstanding Failure to Appear
warrant. He was arrested without incident Saturday along the Kauwila Street and Kuhi6
Highway junction in Kapa`a. He has since been released on $250 bail.
During the operation, police also cited a 69-year-old HanamNulu woman for indecent
exposure when she was observed urinating in public near the Kapa`a Beach Park.
