Planning Department's General Plan Update recipient of National Planning
Excellence Award
LIHU'E — The Kauai General Plan Update (2018) is the recipient of the American Planning
Association's (APA) Daniel Burnham Award for a Comprehensive Plan. APA's national excellence
award — the award program's highest honor — is a proud tradition established more than 50 years
ago to recognize outstanding community plans, planning programs and initiatives, public education
efforts, and individuals for their leadership on planning issues.
"This national recognition exemplifies the excellence and good planning conducted within our
County by the hardworking men and women of our Planning Department, including their grit and
tenacity in withstanding criticism throughout the process," said Mayor Derek S.K. Kawakami.
Mayor Kawakami, Managing Director Michael Dahilig, and Councilmember Luke Evslin
joined the County of Kaua`i's Planning Department at the 2019 National Planning Conference in San
Francisco this week to accept the award.
The APA jury commended the plan's approach consisting of 19 streamlined policies that
address many of the issues that impact the island, such as traffic and tourism congestion, rising
housing costs, and the potential future impacts of climate change and sea level rise.
The APA jury also praised the plan's process to generate better transparency and
community input during implementation, the establishment of a regular monitoring cycle with
feedback points after each of the four phases, and calling for the creation of the Kakou Committee
which convenes every two years to review the plan.
