Department of Public Works accepting appeals to new FEMA flood maps
The Department of Public Works (DPW) announces that it is in the 90-day appeal period
for the proposed Flood Insurance Rate Maps (FIRM).
"DPW will accept appeals from owners or lessees of property on Kauai who believe their
property rights will be adversely affected by the proposed flood hazard determinations," said
Mayor Derek S.K. Kawakami. "The Federal Emergency Management Agency (FEMA) has
designated the 90-day appeal period through Feb. 12, 2020."
In May of 2019, FEMA provided Kauai County with preliminary copies of the proposed
FIRM. The preliminary FIRM includes changes to flood zones along Waimea River, Hanapepe
River, and Moloa`a Stream. FEMA has posted digital copies of the preliminary FIRM and Flood
Insurance Study (FIS) to the following website:
://www.fema.aov/Dreliminarvfloodhazarddata.
The State Department of Land and Natural Resources (DLNR) has also posted the
preliminary FIRM onto its Flood Hazard Assessment Tool (FHAT) website:
http://gis.hawaiinfip.org/FHAT/.
Printed copies of the preliminary FIRM and FIS available for viewing at the DPW
Engineering Division office located at Suite 175 of the Moikeha Building at 4444 Rice Street in
Lih u `e.
Appeals shall be submitted to the DPW Engineering Division Office. The County will
then review the appeal before submitting it to FEMA. Items that can be appealed are new or
modified Base Flood Elevations, base flood depths, Special Flood Hazard Area (SFHA)
boundaries, SFHA zone designations, and/or regulatory floodway boundary changes. All
appeals must be supported by scientific and/or technical data and be certified by a Registered
Professional Engineer or a Licensed Land Surveyor.
