• 85 were in attendance and it was standing room only.
• 45 completed an evaluation.
• 38 people noted they heard about the forum through social media, word of mouth and
email. Nine people read it in the newspaper.
• Jay Robertson of Ho`ike Kauai Community Television asked to film the forum the
day of the event, which was too late to schedule.
• 33 people were interested in additional training.
Ms. Moraes said the big concern with parents today is the lack of knowledge to monitor their
child's phone and internet access. She said most parents are not technologically savvy and
are unable to place controls on phones. Ms. Moraes said Wilcox Elementary School was
planning a health fair on February 7, 4:00 p.m. to 6:00 p.m. that would offer various
educational workshops. She extended an invitation to the committee.
Ms. Ching asked Secretary Ignacio-Neumiller to contact Khara Jabola-Carolus and get more
information about the Ambassador from Sweden who would arrive in March to conduct
human trafficking training and pass that on to Chief Raybuck.

Ms. Ching stated she was part of a state planning advocacy council for individuals with
intellectual disabilities and every year they adopted a list of legislative priorities, which she
used as a template and tweaked to incorporate the committee's purpose and mission. The
approval of the draft copy of the 2020 Legislative Priorities would authorize Treasurer Kathy
Crowell the ability to submit testimony on behalf of the committee and eliminate the
procedure to have it reviewed and approved by the committee. Secretary Ignacio-Neumiller
pointed out that SB 1039 passed last year; Ms. Ching would check and amend the letter if

Ms. Carvalho shared that she met with Ms. Ching and reviewed her idea for an women's
history month essay contest. The original timeline on the event particulars would need to be
pushed back a month due to spring break.

The committee talked at length and below is a compilation of what was shared and their
ideas;
• Use Ho'ike Kauai Community Television to advertise the essay contest.
• Theme of the essay: women in history who inspired them and why.
• Use Ho'ike Kauai Community Television to film the reading of the winning essays
at a CSW meeting.
• Open essay contest to juniors and seniors.
• Move due date to receive essays after spring break.
• Instead of an essay contest open up public nominations of women in the community
who are inspirational leaders and role models.
• Add two more judges: Virginia Beck and Coco Zickos.
• Publish winning essays and picture of students in Garden Island Newspaper and place
on the CSW website.
• Invite GI newspaper reporter Stephanie Shino to cover event.
• Ms. Carvalho would meet with the area superintendent, individual school counselors
and teachers for their help in promoting the essay contest.
• Ask for a list of all the Kauai administrative school staff with email addresses from
the area superintendent.
• Contact vice principal and English teachers for their help in promoting the essays.
• Invite student and parent and teacher to a meeting to receive prize, lei and read essay.
Ms. Moraes cautioned members that public speaking is a skill set and not all students
would be comfortable with that.
• Flyers and posters would be printed and distributed.
• Make WHM into a major CSW event:
o Photography contest on a women who has influenced them and why.
Winning photo would wrap around a wall or building.
Ms. Valente urged the commission to rethink how they could further CSW's mission to
assist women and envisioned the committee becoming a main community resource to get a

variety of information and support. She talked about packaging the information in an way
that would be easy to understand and easy to access. She also brought up the idea, again, of
the CSW having its own website to highlight people, present information and promote
events. Ms. Ching suggested placing links to several partners on the County's CSW website

A. Ms. Ignacio-Neumiller to share updates.
Secretary Ignacio-Neumiller shared that she spoke with Executive Director Khara Jabola-
Carolus on partnering with Human Trafficking. She found out that the HSCSW was
working with a graphic artist to design stickers for airport stalls and posters for public bus
transportation. Chair Yukimura asked Secretary Ignacio-Neumiller for the particulars on
what the expectations would be from the HSCSW for the CSW to be a part of this project.
Ms. Valente asked if Ho`ola Na Pua could educate the CSW on human trafficking and share
recommendations for their next steps and guidelines on what the committee could present to
the community. Ms. Ching reminded the committee that Dominque Roe-Sepowitz and
Khara Jabola-Carolus planned to return in April to gather more Kauai data and they may be
able to plan another HT event; however, it conflicted with the essay contest and she
discouraged the committee from planning two large events in one month. Chair Yukimura
volunteered to follow up with Khara and Dominque if they would consider a follow-up with
YWCA, the CSW could partner and not have the full responsibility of planning the entire
event. Ms. Moraes said they have a monthly Principal and Vice Principal meeting and would
like to be able to share this information with them.

amount of S 10,000 from the Hawaii State Commission on the Status of Women
Dear Chair Kaneshiro and COLInCilmembers:
The County of KauaTs Committee on the Status of Women respectfully requests your
approval to apply for, receive and expend $10,000 in funds from the Hawai'i State
Commission on the Status of Women. The funds will be used to continue the Committee's
work on equality for women and girls by acting as a catalyst for positive change through
advocacy, education, collaboration and program development.
The funds will be used to support a variety of activities planned for fiscal year 2020-2021
including a Human Trafficking ForunvNext Steps, Breast Cancer Awareness Month,
Career Day (a day long mentoring program for girls) and more. Additionally, funds may
be used to indemnify the State of Hawaii, if necessary.

Our 2020 theme celebrates the women who have, fought for woman 's right to vote in the United States.
In recognition of the centennial of the 19th Amendment, vt�e vt,ill honor it-oinen, from the original suffrage
movement as it -ell as 20th and 21 st century women who have continued the struggle (fighting against
poll taxes, literacy tests, voter roll purges, and other more conteniporary forms of voter suppression) to
ensure voting rights.for all.

raised on Kauai who was a prominent leader of women's suffrage. Ms. Dowsett
organized the first local women's suffrage club in 1912, National Women's Equal
Suffrage Association of Hawaii (WESAH) and was the first president. It will
contain info about the essay contest.

iii. March 10 press release will remind about the essay and the deadline date.

2020 Honorees I National Women's History Alliance
Wilhelmina Kekelaokalaninui Widemann Dowsett - Mar 28, 1861 - Dec 10, 1929
Suffragist, founder of the National Women's Equal Suffrage Association of Hawai'i
Wilhelmina Kekelaokalaninui Widemann Dowsett was a fierce advocate for the enfranchisement of all
women. After the forced annexation of Hawai'i, suffragists from the mainland saw an opportunity for
the newly acquired United States territory to grant women the right to vote.

In 1899, members of the National American Woman Suffrage Association (NAWSA) wrote the
"Hawaiian Appeal", asking Congress to give Hawaiian women the right to vote. Later, Dowsett
founded the National Women's Equal Suffrage Association of Hawai'i (WESAH) and led the efforts to
enfranchise the women of her island.
In 1918, Congress placed the women's suffrage issue under the jurisdiction of Hawaii's territorial
legislature. The bill passed the Hawaiian Senate but found opposition in the House. In protest of this
decision, Dowsett led 500 women of all ages and "various nationalities" to the House floor with
"Votes for Women" banners in hand. Dowsett continued to lead mass demonstrations in support of
suffrage throughout 1919.
When the 19th Amendment became part of the U.S. Constitution in August 1920, Hawaiian women
became enfranchised along with their mainland sisters. As residents of a U.S. territory, however,
their elected representation was limited. It would take another 39 years for Hawai'i to become the
50th state in the Union, and for all residents of Hawai'i to gain full US voting rights.

SUBMISSION: Essay and entry form must be submitted by email to: smuraein@kauai.eov
Please title email with subject line: "lastnamefirstinitialWHM2020" (your last name, initial of your
first name, WHM2020. )
An email confirmation will be replied within three business days. If you do not receive an email
confirmation, please call 808-241-4919.
All entries are the property of the Committee on the Status of Women. The decision of the judges
and the committee is final.
ENTRY FORM: A completed and signed entry form must be submitted with your essay. Do not put your name on
the essay.
LENGTH: Essay must be on one page, 12 point font, single space, with margins set to one inch on all sides.
ELIGIBILITY: The contest is open to Kaua'i students in grades 11 and 12 (public, private, charter and home
schooled.) It is open to all genders. Each contestant must be a legal resident of the County of
Kaua'i, Hawai'i at the time of submission.
LANGUAGE: Essays should be written in English; however, you are welcomed to write your essay in your native
language (if not English) but it must be translated into English for submission.
WINNERS: A panel of judges selected by the Committee on the Status of Women will select the top four.
Winners will be recognized at a Committee on the Status of Women meeting on Tuesday, April 21,
2020. Winning essays will be published on the Committee on the Status of Women website
(www.kauai.gov/kccsw) and a press release with the Garden Island Newspaper.
PRIZES: Each winner will receive a cash award. The cash prize will come in a form of a check.
EVALUATION
CRITERIA: Each submission will be read and evaluated using the following criteria:
• The theme must be clearly addressed.
• The essay was organized and well -structured.
• Essay content must include relevant, authentic information and ideas must be fully developed,
and demonstrate critical and creative thinking.
• Essay uses highly engaging and personal style. The author finds fresh or interesting ways to
convey ides. The author approaches the topic from a unique perspective.
• The essay demonstrates that the author has genuinely explored the theme and how it relates to
his or her own life. The essay reflects depth in reflection.
PURPOSE: To commemorate Women's History Month theme "Valiant Women of the Vote" the Committee on
the Status of Women honors Wilhelmina Kekelaokalaninui Widemann Dowsett, an native Hawaiian
who founded the first National Women's Equal Suffrage Association of Hawai'i club in 1912 and the
historic 100`h Anniversary of the passage of the 19th Amendment, guaranteeing and protecting
women's constitutional right to vote.
THEME: Valiant Women of the Vote - 100th Anniversary of the 19th Amendment.
The 191h Amendment to the U.S. Constitution was passed by the United States Congress on June 4,
1919, and ratified on August 18, 1920. This amendment granted all American women the right to
vote and hold elective office. In August 21, 1959 Hawai'i became the 50`h state in the union and all
residents of Hawai'i gained full U.S. voting rights. To honor this momentous event, students have
the opportunity to reflect on and write about a woman who influenced them and why.
