CSW 2020-03 Update on items approved for funding from the fiscal budget 2019-2020.

A. Ms. Valente to share findings on partnering with YWCA on domestic violence
outreach advertisements on Facebook and Ho'ike Kauai Community Television.
B. Update on logo items.
Ms. Valente submitted three YWCA samples of social media prints that would be advertised
on YWCA's social media accounts that are established and currently in use. The prints
include a tagline on the bottom that the message was sponsored by the Kauai Committee on
the Status of Women. She explained the idea behind the graphics, which were to be discreet
and protect the victim that could be isolated and quarantined in their homes due to the corona
virus pandemic. The committee preferred the second print, but all three could be used.
Everyone felt the third print was too plain and did not grab their attention. Ms. Valente
shared that the advertisement would run based on the amount of funds and it could be
targeted to a select group of women on Kauai.
The committee suggested the following changes to the second print;
1. Change the color of the word "Home" to a bright orange; similar to the font color that
YWCA uses.
2. Tagline wording should be bolder and clearer so viewer can read it.
3. Change picture of female to a younger teenager or neutral image to attract all ages.
4. Brighten the background, too dark.
Administrator Ellen Ching said women between the ages of 18-24 and 25-34 are the largest
age group that experience domestic violence and advised they filter the ads for women in
those age groups. Ms. Ching shared that the prints would need to have the County logo
inserted and approved by the Public Information Officer in the Mayor's Office.

Support Clerk Sandra Muragin provided three quotes on logo bags for the committee to
review. Due to time constraints she suggested they purchase from 4Imprint; a company that
had been used in the past with no problems. Ms. Muragin also advised the minimum order
amount was $60.13 over the approved allocated amount from the fiscal budget. Ms. Ching
suggested they take the additional amount from the state grant budget.

ACTION
Chair Yukimura announced the appointment of Ms. Ignacio-Neumiller as Commissioner to
the Hawaii State Commission on the Status of Women (HSCSW). Her appointment was
valid through June 30, 2023. Chair Yukimura thanked her for her many years of service and
commitment on the committee and that she would represent Kauai well in her new role.
Ms. Valente disconnected from the meeting at 5: 41 p. m.
Secretary Ignacio-Neumiller shared her excitement in taking the next step. Her
responsibilities would expand and this would enable her to share ideas that align with the
HSCSW and support the committee's initiatives.

Statement for Black Lives
June 2, 2020
The Hawaii State Commission on the Status of Women condemns the recent murder of George Floyd,
Breonna Taylor, Tony McDade, and Ahmaud Arbery as well as centuries of Black death tolerated,
sanctioned, and performed by state actors. These were not isolated manifestations of personal bias but
consistent with anti -Black racial ideology — a norm — pervasive throughout Hawaii, the United States and
the globe. The Commission stands with Black communities against racism and fascism in the quest for
collective justice.
The State must do better to respond to anti -Black racism and police violence in Hawaii, a society
recently organized by a "master race" that sowed racial divisions and disparities which continue to
operate in our systems. The Commission witnesses daily the devastating impact of racial hierarchy in the
I !' lives of women in Hawaii. The Commission is also cognizant of a culture of violence throughout the
Honolulu Police Department which includes rape.
Hawaii is not exempt from systemic racism. It is invasive in our institutions. When Black people make
! up less than two percent of the population but preterm birth rates in Hawaii, i.e., births of babies with the
highest mortality rate, are twenty-seven percent higher than the rate among all other women in Hawaii,
we have a problem. We cannot pretend racism does not threaten Black lives from their beginning. We
must invest in the health, wellbeing, safety and survival of Black people in Hawaii from birth to
adulthood.

Anti -Blackness was central in the colonization of the Pacific by white people. This devaluing of Black
lives has obscured the long record of Black leaders in Hawaii such as Anthony Allen and Alice Ball.
Racism also assumes other shapes here. These include exclusion, silencing, stereotyping, racial profiling,
violent encounters, police violence, mass incarceration and sexual terror. Together they comprise a total
system of oppression that privileges white people and those who align with them. State -sanctioned
violence that is rooted in anti -blackness has ripple effects across the islands. This system must be
radically transformed.
We cannot be neutral. We must ensure that we are doing our part not to perpetuate inequality, white
supremacy and anti -Blackness, especially on Native Hawaiian land. We must commit to feminist justice
reform. We must respond because racism, sexism and classism are bound together and must be changed
simultaneously. Accordingly, the Commission calls on all of government to affirm the value of Black
lives in action and policy. Black lives matter.
