Vice Chair Regina Carvalho. Secretary Edith Ignacio-Neumiller. Member: Deena Fontana Moraes and Erika Valente. Absent SUBJECT DISCUSSION ACTION Before the start of the meeting the committee received copies of a draft letter dated 01/20/20 to Ms. Khara Jabola-Carolus regarding 2020 grant fund request along with an attached updated Budget 2020 spreadsheet and a women's history month essay contest draft press release. Call To Order Chair Yukimura called the meeting to order at 5:07 p.m. with five members present constituting a quorum. Approval of A. Open Session Minutes of December 18, 2019 Secretary Ignacio-Neumiller Minutes moved to approve the Open Session minutes of December 18, 2019, as circulated. Vice Chair Carvalho seconded the motion. Motion carried 5:0. Business CSW 2019-11 Post evaluation on the Human Trafficking Awareness Forum held Thursday, January 9, 2020, 5:00 p.m. in the Mo'ikeha meeting room 2A/2B. [6/19/19, 7/17/19, 8/21/19, 9/18/19, 10/21/19, 11/19/19, 12/18/19] A. Discuss and share outcome of forum and assess attendance, purpose and effectiveness. B. Review evaluation results. C. Discuss other related matters. Committee on Status of Women Open Session January 21, 2020 Page 2 SUBJECT DISCUSSION ACTION • 85 were in attendance and it was standing room only. • 45 completed an evaluation. • 38 people noted they heard about the forum through social media, word of mouth and email. Nine people read it in the newspaper. • Jay Robertson of Ho`ike Kauai Community Television asked to film the forum the day of the event, which was too late to schedule. • 33 people were interested in additional training. Ms. Moraes said the big concern with parents today is the lack of knowledge to monitor their child's phone and internet access. She said most parents are not technologically savvy and are unable to place controls on phones. Ms. Moraes said Wilcox Elementary School was planning a health fair on February 7, 4:00 p.m. to 6:00 p.m. that would offer various educational workshops. She extended an invitation to the committee. Ms. Ching asked Secretary Ignacio-Neumiller to contact Khara Jabola-Carolus and get more information about the Ambassador from Sweden who would arrive in March to conduct human trafficking training and pass that on to Chief Raybuck. CSW 2019-19 Discussion and decision on the draft letter to the Hawaii State Commission Vice Chair Carvalho moved to on the Status of Women requesting financial assistance for 2020 event expenditures. send the amended draft letter to A. Review Budget 2020 spreadsheet. the Hawaii State Commission on the Status of Women Ms. Ching directed the committee to review the letter and budget spreadsheet that was regarding a grant fund request handed out before the start of the meeting because several changes made from the copy with attached budget 2020 provided in their packet. She said copies would be transmitted to the County Council for spreadsheet and also transmit a approval to apply for, receive and expend funds from the Hawaii State Commission on the copy to the County Council for Status of Women. But due to the deadline requested by Ms. Jabola-Carolus, Ms. Ching their approval. Secretary would email an advance copy to Ms. Jabola-Carolus with the caveat that it needed to be Ignacio-Neumiller seconded the approved by the County Council first. motion. Motion carried 5:0. CSW 2019-20 Discussion and decision making on the submission of testimony letter for the 2020 Legislature session. [Deferred 12/18/19] Committee on Status of Women Open Session January 21, 2020 Page 3 SUBJECT DISCUSSION ACTION A. Review draft copy of the 2020 Legislative Priorities. B. Ms. Crowell to share her proposed support of SB 1038 Relating to Human Trafficking, SB 1039 Relating to Prostitution and SB 1040 Relating to Sex Trafficking. Ms. Ching stated she was part of a state planning advocacy council for individuals with intellectual disabilities and every year they adopted a list of legislative priorities, which she used as a template and tweaked to incorporate the committee's purpose and mission. The approval of the draft copy of the 2020 Legislative Priorities would authorize Treasurer Kathy Crowell the ability to submit testimony on behalf of the committee and eliminate the procedure to have it reviewed and approved by the committee. Secretary Ignacio-Neumiller pointed out that SB 1039 passed last year; Ms. Ching would check and amend the letter if Secretary Ignacio-Neumiller required. moved to approve the amended draft copy of the 2020 Legislative Priorities list. Ms. Valente seconded the motion. Motion carried 5:0. Ms. Valente moved to respond in support of the senate bills listed that are still active. Ms. Moraes seconded the motion. Motion carried 5:0. CSW 2020-01 Discussion and possible action on Women's History Month, date, time, and location to be determined. Theme: "Valiant Women of the Vote." A. Ms. Carvalho to review event outline. Ms. Carvalho shared that she met with Ms. Ching and reviewed her idea for an women's history month essay contest. The original timeline on the event particulars would need to be pushed back a month due to spring break. Committee on Status of Women Open Session January 21, 2020 Page 4 SUBJECT DISCUSSION ACTION The committee talked at length and below is a compilation of what was shared and their ideas; • Use Ho'ike Kauai Community Television to advertise the essay contest. • Theme of the essay: women in history who inspired them and why. • Use Ho'ike Kauai Community Television to film the reading of the winning essays at a CSW meeting. • Open essay contest to juniors and seniors. • Move due date to receive essays after spring break. • Instead of an essay contest open up public nominations of women in the community who are inspirational leaders and role models. • Add two more judges: Virginia Beck and Coco Zickos. • Publish winning essays and picture of students in Garden Island Newspaper and place on the CSW website. • Invite GI newspaper reporter Stephanie Shino to cover event. • Ms. Carvalho would meet with the area superintendent, individual school counselors and teachers for their help in promoting the essay contest. • Ask for a list of all the Kauai administrative school staff with email addresses from the area superintendent. • Contact vice principal and English teachers for their help in promoting the essays. • Invite student and parent and teacher to a meeting to receive prize, lei and read essay. Ms. Moraes cautioned members that public speaking is a skill set and not all students would be comfortable with that. • Flyers and posters would be printed and distributed. • Make WHM into a major CSW event: o Photography contest on a women who has influenced them and why. Winning photo would wrap around a wall or building. Ms. Valente urged the commission to rethink how they could further CSW's mission to assist women and envisioned the committee becoming a main community resource to get a variety of information and support. She talked about packaging the information in an way Committee on Status of Women Open Session January 21, 2020 Page 5 SUBJECT DISCUSSION ACTION that would be easy to understand and easy to access. She also brought up the idea, again, of the CSW having its own website to highlight people, present information and promote events. Ms. Ching suggested placing links to several partners on the County's CSW website. Ms. Moraes moved to approve a Women's History Month essay contest with revisions. Secretary Ignacio-Neumiller seconded the motion. Motion carried 5:0. CSW 2020-02 Discussion and decision making on Human Trafficking Next Steps. (On- going) A. Ms. Ignacio-Neumiller to share updates. Secretary Ignacio-Neumiller shared that she spoke with Executive Director Khara Jabola- Carolus on partnering with Human Trafficking. She found out that the HSCSW was working with a graphic artist to design stickers for airport stalls and posters for public bus transportation. Chair Yukimura asked Secretary Ignacio-Neumiller for the particulars on what the expectations would be from the HSCSW for the CSW to be a part of this project. Ms. Valente asked if Ho`ola Na Pua could educate the CSW on human trafficking and share recommendations for their next steps and guidelines on what the committee could present to the community. Ms. Ching reminded the committee that Dominque Roe-Sepowitz and Khara Jabola-Carolus planned to return in April to gather more Kauai data and they may be able to plan another HT event; however, it conflicted with the essay contest and she discouraged the committee from planning two large events in one month. Chair Yukimura volunteered to follow up with Khara and Dominque if they would consider a follow-up with YWCA, the CSW could partner and not have the full responsibility of planning the entire event. Ms. Moraes said they have a monthly Principal and Vice Principal meeting and would Ms. Valente moved to invite a like to be able to share this information with them. Ho'ola Na Pua representative to attend the next meeting and educate the committee on their program. Secretary Ignacio- Neumiller seconded the motion.
