Vice Chair Regina Carvalho. Secretary Edith Ignacio-Neumiller. Treasurer Kathy Crowell. Members: Deena Fontana Moraes and Erika Valente (disconnected at 5: 41pm). Office of Boards and Commissions: Administrator Ellen Chin (signed on 5: 01 m and Commission Support Clerk Sandra Muragin. Excused Absent SUBJECT DISCUSSION ACTION Chair Yukimura, Vice Chair Carvalho, Treasurer Crowell, Member Fontana Moraes, Member Valente, HSCSW Commissioner Ignacio-Neumiller and Support Clerk Sandra Muragin were signed into Microsoft Teams by video. Administrator Ellen Ching entered the meetin by audio. Call To Order Chair Yukimura called the Roll Call meeting to order at 5:00 p.m. Attendance conducted by Roll Call: Treasurer Crowell - present, Member Fontana Moraes-present, Secretary Ignacio-Neumiller, Member Valente -present, Vice Chair Carvalho-here, Chair Yukimura-present, Administrator Ellen Ching and Support Clerk Sandra Muragin. Testimony Committee on Status of Women Open Session May 20, 2020 Page 2 SUBJECT DISCUSSION ACTION Approval of A. Open Session Minutes of April 21, 2020. Ms. Fontana Moraes moved to Minutes approve the Open Session minutes of April 21, 2020, as circulated. Ms. Valente seconded the motion. Motion carried 6:0. B. Open Session Minutes of May 4, 2020 Ms. Valente moved to approve the Open Session minutes of May 4, 2020, as circulated. Secretary Ignacio-Neumiller seconded the motion. Motion carried 6:0. Treasurer's 1. 2019-2020 Fiscal Budget Report a. Review 3rd quarter fiscal budget. Vice Chair Carvalho moved to receive the 3rd quarter Treasurer Crowell reviewed the 3rd quarter fiscal budget and reported a remaining balance of Treasurer's Report, as $861.3, which the committee appropriated 60% or $516.80 to be used for advertisement and circulated. Ms. Valente 40% or $344.53 for purchase of logo items. seconded the motion. Roll Call Vote: 6-Ayes, 0-Nays. Motion carried 6:0. 2. State Grant M15001 — Hawai`i State Commission on the Status of Women Grant to support on -going advocacy and work towards equality for women and girls by as a catalystpositive change through education, collaboration and program development. a. Review 3rd quarter state grant budget. Treasurer Crowell reported a balance of $627.17. 3. Logo Items Inventory a. Review 3rd quarter inventory balance. Treasurer Crowell reviewed the inventory balance of logo items with the committee. Committee on Status of Women Open Session May 20, 2020 Page 3 SUBJECT DISCUSSION ACTION Business CSW 2020-03 Update on items approved for funding from the fiscal budget 2019-2020. [4/21/20, 5/24/20] A. Ms. Valente to share findings on partnering with YWCA on domestic violence outreach advertisements on Facebook and Ho'ike Kauai Community Television. B. Update on logo items. Ms. Valente submitted three YWCA samples of social media prints that would be advertised on YWCA's social media accounts that are established and currently in use. The prints include a tagline on the bottom that the message was sponsored by the Kauai Committee on the Status of Women. She explained the idea behind the graphics, which were to be discreet and protect the victim that could be isolated and quarantined in their homes due to the corona virus pandemic. The committee preferred the second print, but all three could be used. Everyone felt the third print was too plain and did not grab their attention. Ms. Valente shared that the advertisement would run based on the amount of funds and it could be targeted to a select group of women on Kauai. The committee suggested the following changes to the second print; 1. Change the color of the word "Home" to a bright orange; similar to the font color that YWCA uses. 2. Tagline wording should be bolder and clearer so viewer can read it. 3. Change picture of female to a younger teenager or neutral image to attract all ages. 4. Brighten the background, too dark. Administrator Ellen Ching said women between the ages of 18-24 and 25-34 are the largest age group that experience domestic violence and advised they filter the ads for women in those age groups. Ms. Ching shared that the prints would need to have the County logo inserted and approved by the Public Information Officer in the Mayor's Office. Treasurer Crowell seconded the motion. Roll Call Vote: 6-Ayes, 0-Nays. Motion carried 6:0. Support Clerk Sandra Muragin provided three quotes on logo bags for the committee to review. Due to time constraints she suggested they purchase from 4Imprint; a company that had been used in the past with no problems. Ms. Muragin also advised the minimum order amount was $60.13 over the approved allocated amount from the fiscal budget. Ms. Ching suggested they take the additional amount from the state grant budget. Vice Chair Carvalho moved to approve the purchase of logo bags from 4Imprint and use the entire allocated amount from the Fiscal Budget and the balance of $60.13 from the State Grant account. Ms. Valente seconded the motion. Roll Call Vote: 6-Ayes, 0-Nays. Motion carried 6:0. CSW 2019-21 Discussion and possible revision to the approved 2020 meeting schedule. Ms. Valente moved to approve [2/18/20] the revised 2020 meeting schedule which would change The committee did not have any comments or suggestions. the meetings back to the third Wednesday each month at 5:00 p.m. Ms. Fontana Moraes seconded the motion. Roll Call Vote: 6-Ayes, 0-Nays. Motion carried 6:0. Announcements 1. Next Meeting: Wednesday, June 17, 2020, 5:00 p.m., Remote call into Microsoft Teams. Committee on Status of Women Open Session May 20, 2020 Page 5 SUBJECT DISCUSSION ACTION Chair Yukimura announced the appointment of Ms. Ignacio-Neumiller as Commissioner to the Hawaii State Commission on the Status of Women (HSCSW). Her appointment was valid through June 30, 2023. Chair Yukimura thanked her for her many years of service and commitment on the committee and that she would represent Kauai well in her new role. Ms. Valente disconnected from the meeting at 5: 41 p.m. Secretary Ignacio-Neumiller shared her excitement in taking the next step. Her responsibilities would expand and this would enable her to share ideas that align with the HSCSW and support the committee's initiatives. Adjournment With no objections, Chair Yukimura adjourned the meeting at 5:43 p.m. Submitted by: Sandra M.
