HomeMy WebLinkAbout1.537 CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK 20210628PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.537 Class Specifications for the Class: CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK SR-17, BU-03 Duties Summary: Supervises and participates in the activities involved in the receipt, review, and processing of building plans and application for permits, issuing of building permits and licenses, and office and clerical support services for code enforcement and permit operations; maintains the computer tracking system of all building applications including routing applications and plans to various governmental agencies, including the monitoring and hastening of reviews; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for supervising and participating in the activities involved in the processing, approving, and issuing of permits; maintaining the computer tracking system for all building applications, including routing to various governmental agencies; and the monitoring and hastening of past-due reviews. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises the activities involved in the receipt, review, and processing of building plans and applications for building permits, issuing of building permits and licenses, and the office and clerical support services of the Building Permit section; • Issues applications for building permits; • Maintains the computer tracking system for all building applications including routing and monitoring and hastening of past-due reviews; • Serves as division liaison with all agencies affected by the permit tracking system; • Provides information to applicants and the public on methods, procedures and requirements for completing, processing, and filing of applications, general requirements of building and other pertinent codes and ordinances; • Receives and reviews applications for accuracy, completeness and compliance with general filing requirements; PART I CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK 2 1.537 • Refers complex plans and applications to appropriate members of the staff; • Computes fees from standard fee schedules; • Receives payments and issues permits and licenses; • Deposits fees collected with the Department of Finance; • Maintains cash journal of permits issued, fees collected and fees deposited; • Compiles data and prepares statistical reports covering number and kinds of permits issued, valuation of construction, fees collected, and other information as needed; and • Performs other related duties as required. Knowledge of: Rules, regulations and procedures governing the approval and issuing of building permits; construction terminology; basic principles and practices of supervision; office practices and procedures; basic computer concepts and operations. Ability to: Read, interpret, and explain rules, regulations, policies, and provisions of the building code; maintain simple cash records; prepare reports; supervise the work of others; deal courteously and effectively with the public. This is an amendment to the specification for the class, CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK, which was approved on October 9, 1998 and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.537 Minimum Qualification Specifications for the Class: CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK SR-17, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and • four (4) years of specialized work experience. Qualifying Specialized Work Experience: Work experience involving routing, processing or working with construction plans where reading and understanding of basic construction symbols and terminology was involved. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full time general work experience may be substituted for a high school diploma. B. An Associate’s, Bachelor’s or Master’s degree from an accredited community college, college or university, trades school, etc., may be substituted for a high school diploma or equivalent. The following may be substituted for work experience: A. Successful completion of fifteen (15) semester credits leading towards a degree or diploma in Architecture, Engineering & Construction Technologies (AEC) or a related curriculum from an accredited community college, business or technical school, may be substituted for six (6) months, up to four (4) years of the specialized work experience requirement. B. A Bachelor’s degree in Civil Engineering, Architecture or a related field from an accredited college or university may be substituted for up four (4) years of the specialized work experience requirement. C. A Master’s degree in Civil Engineering, Architecture or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. PART II CODE ENFORCEMENT AND PERMIT OPERATIONS CLERK 2 1.537 If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
