HomeMy WebLinkAbout15A2162 ADMINISTRATIVE PLANNING OFFICER 20210802PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2162 Class Specifications for the Class: ADMINISTRATIVE PLANNING OFFICER EM-03, BU-13X Duties Summary: Serves as principal assistant to the Director and Deputy Director of the Planning Department in rendering a variety of administrative planning services including responsibility for directing the activity of assigned special planning projects; serves as liaison for the Planning Commissions and the Planning Department with other State and County agencies, citizen groups, etc.; and performs other related duties as required. Distinguishing Characteristics: Under the direction of the Planning Director/Deputy Director and with wide latitude in the exercise of professional judgment, this single position class renders a variety of administrative planning services involving the conduct of independent studies regarding land use laws and rules and regulations, implementation of community plans, revamping of zoning plans, etc. The position in this class functions without subordinates but utilizes departmental support services in directing the activities required for assigned special planning projects and, in concert with applicable division heads, exercises decision making authority over these activities. This class is distinguished from the Planning Program Manager in that the Planning Program Manager directs and coordinates the activities of a major division of the Planning Department. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Identifies, reviews and makes independent studies to analyze proposed and initiated legislation affecting land use management and general planning issues affecting the County; • Formulates recommendations and prepares reports regarding existing and proposed rules and legislation; • Meets and confers with Council Committees and subcommittees in order to gather information necessary to prepare and develop legislation affecting land use; PART I ADMINISTRATIVE PLANNING OFFICER 2 15A2162 • Prepares technical reports, analyses and recommendations for presentation to State and County legislative bodies and committees; composes and amends County land use and zoning ordinances to ensure consistency with the general and community plans and State and local regulations; • Maintains effective liaison with other County agencies, consultants, citizen advocacy groups, and others; writes technical correspondences and reports for the Director/Deputy Director and makes appropriate recommendations; • Establishes and maintains a system to monitor internal County functions in various departments and agencies with regard to implementation of projects or programs arising from or affected by community plans and County, State, Federal ordinances; • Participates in and supervises the preparation of research data and planning information for other agencies, groups and the general public; • Represents the Director at public meetings, meetings of the Planning Commission and other boards and commissions; • Conducts field and special studies and prepares technical reports with analysis and recommendations; • Participates in staff meetings and advises on formulation of policies relating to planning and non­planning matters affecting the Department; • Disseminates information to interested individuals and groups as to activities and functions of the Department; and • Performs other related duties as assigned. Knowledge of: Research methods and procedures, principles and practices of public planning, zoning and land subdivision; State and local government organization and legislative processes; principles and practices of public financing; socio-economic research; and standard sources and use of socio­economic information. Ability to: Research, analyze and interpret land-use legislation and zoning ordinances and develop planning ideas and recommendations in accordance therewith; collect, analyze and interpret data pertaining to planning and zoning situations; prepare graphs and charts; prepare reports. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2162 Minimum Qualification Specifications for the Class: ADMINISTRATIVE PLANNING OFFICER EM-03, BU-13X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field, and: •two (2) years professional work experience involving the compilation, examination, analysis, and interpretation of statistical and other data; and •three (3) years professional work experience in community planning involving the compilation, examination analysis and interpretation of statistical and other data. Substitutions Allowed: The following may be substituted for education: A.General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: •Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. •Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university. (15 semester credits = 6 months). B.Specialized professional work experience in urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field or education credits in urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field can be substituted for up to two (2) years of the bachelor’s degree such as: •Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. PART II ADMINISTRATIVE PLANNING OFFICER 2 15A2162 •Successful completion of semester credits specific to urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). C.A master’s degree or PhD in urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field may be substituted for the education requirement. The following may be substituted for experience: A.Successful completion of semester credits specific to urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement. (15 semester credits = 6 months). B.A Master’s degree in urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate degree urban, regional, city or public planning, architecture, landscape architecture, civil engineering, public or business administration, economics, sociology or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II ADMINISTRATIVE PLANNING OFFICER 3 15A2162 License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
