Class Specifications for the Class:
FLEET COORDINATOR
SR-24; BU-13
Duties Summary:
Coordinates, manages and tracks all fleet operations for the Kaua‘i Police
Department; coordinates and monitors fleet repair and maintenance activities and
prepares related statistical information, reports and recommendations; develops,
reviews and revises departmental policies and procedures related to the use, care,
preventative maintenance, procurement and disposal of fleet and related equipment;
and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for coordinating, managing and
tracking all fleet operations for the Kaua‘i Police Department. The work involves
coordinating and monitoring fleet maintenance and repair activities with the
Department of Public Works, Automotive Division and outside vendors, and managing
the fleet program with assets in various classification types with the purpose of optimizing
the life-cycle cost of the department's fleet and related equipment assets.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Coordinates, manages and tracks all fleet operations, preventive maintenance
and repair schedules, cost operations, vehicle performance, and vehicle
purchases to maximize fleet availability;
• Gathers and maintains inventory data and prepares related statistical information,
reports and recommendations;
• Determines and prioritizes the fleet and equipment needs of the organization,
conducts studies and provides recommendations;
• Develops performance measures and recommends ways to maximize or extend the
life-cycle of assets;
• Investigates premature equipment breakage and wear, analyzes pertinent data, and
makes recommendations based on findings;

• Develops, reviews and revises departmental policies and procedures related
to proper care, operation and maintenance of equipment, traffic law violations,
home-to work use, vehicle acquisition/replacement/disposal, level of spare
assets, staff roles and responsibilities, etc.;
• Participates in the preparation of the budget by analyzing, forecasting and prioritizing
departmental asset needs, monitors inventory and expenditures;
• Researches, develops and prepares plans and specifications for the purchase of new
police vehicles and equipment, reviews bid proposals and contract documents from
vendors;
• Maintains database and ensures all training and safety requirements and
licenses/certificates are obtained by individual operators; and
• Performs other related duties as required.
Knowledge of:
Principles and practices of fleet maintenance and management; basic principles
and practices pertinent to the purchase, repair, overhaul and maintenance of automotive
and related equipment; laws, rules, and regulations relating to governmental budgeting
and procurement; occupational hazards and safety regulations.
Ability to:
Plan, coordinate and monitor fleet activities; research, analyze and evaluate
administrative situations and exercise appropriate judgment in establishing priorities;
identify problems and develop alternative solutions; understand automotive and related
equipment specifications; communicate effectively orally and in writing; maintain effective
working relationships; utilize general and specialized software programs.
This is the first specification for the new class, FLEET COORDINATOR.

Minimum Qualification Specifications
For the Class:
FLEET COORDINATOR
SR-24; BU-13
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in business or public
administration or a related field; and
•three (3) years of professional work experience involving the management of a
vehicle fleet and related mechanical equipment; and
•one (1) year of professional work experience which involved responsibility for the
management, administration and analysis of multiple physical assets.
Qualifying Professional Work Experience:
Scope of work would include actively participating and having major responsibility
for the development, management, execution and coordination of policies, programs
and/or activities and managing the life cycle of physical assets.
Substitutions Allowed:
The following may be substituted for education:
A.General professional work experience or education credits can be substituted for up
to two (2) years of the Bachelor’s degree such as:
•Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
•Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university.
(15 semester credits = 6 months of experience).
B.Specialized professional work experience in business or public administration or a
related field or education credits in business or public administration or a related
field can be substituted for up to two (2) years of the Bachelor’s degree such as:
•Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.

• Successful completion of semester credits specific to business or public
administration or a related field leading to a degree or diploma from an
accredited community college, trades school, college, or university (15 semester
credits = 6 months of experience).
C. Master’s degree or PhD in public or business administration or a related field
from an accredited college or university may be substituted for the education
requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent)
and the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
