HomeMy WebLinkAbout6.298 PARK SECURITY COORDINATOR 20210928PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.298 Class Specifications for the Class: PARK SECURITY COORDINATOR SR-17, BU-04 Duties Summary: Plans, directs, and coordinates all operational activities relating to park security and the enforcement of rules, regulations, and ordinances related to County park and recreation facility usage; provides information about park and recreational facilities, programs, and activities to the public; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise the operational activities of Park Security staff to enforce park rules, regulations, and ordinances and to conduct and oversee field investigations, investigate complaints and alleged violations to ensure compliance of the recreational area regulations. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises the operational activities of the Park Enforcement staff including the issuance of citations permit violations, and the enforcement of rules, regulations, and ordinances; • Plans and coordinates the work of the Park Security Officers; • Determines work priorities and staffing requirements of the Park Security Officers; • Conducts and oversees field investigations, investigates complaints and alleged violations to ensure compliance with applicable County ordinances, laws, rules, and regulations; • Determines the need for, and plans and develops in-service training for enforcement personnel, including but not limited to training enforcement personnel on court procedures, and proper conduct if court appearance is needed; • Supervises and coordinates activities relating to court appearances and testimony; PART I PARK SECURITY COORDINATOR 2 6.298 • Coordinates and consults with special event coordinators, district supervisors, other Parks personnel, and agencies regarding special events, permit applications, and operations within the county parks, facilities and surrounding related areas; • May participate and represent the Department in meetings and hearings before boards, commissions, individuals, and community groups as required; • Assist in reviewing and revising any park related county ordinances; • Acts as liaison between the Enforcement Section and other enforcement agencies; • Oversees the compilation and monitoring of all subpoenas and court cases, resolves personnel problems and recommends personnel actions; • Prepares correspondence and operational reports for this program; and • Performs other related duties as required. Knowledge of: Principles and techniques of law enforcement relating to the protection and security of property; principles and techniques of effective supervision; departmental policies, rules and regulations, County ordinances and State statutes pertaining to County parks and commercial ocean recreation activities; basic courtroom procedures; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications. Ability to: Plan and direct the work of others; communicate and deal effectively with others, prepare comprehensive reports and other written documents; learn, explain, and enforce laws, rules, and regulations relating to park, ocean and other recreational facilities and uses; anticipate and solve problems; understand and follow oral and written instructions; use common hand tools; work cooperatively with others; operate a personal computer using a variety of software applications. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.298 Minimum Qualification Specifications for the Class: PARK SECURITY COORDINATOR SR-17, BU-04 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school, and • three (3) years of work experience in the enforcement of security regulations or in the protection of property, and • one (1) year of supervisory experience. Qualifying Supervisory Work Experience: Work experience which include planning, directing, assigning and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in law enforcement, criminal justice, public safety or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the enforcement of security regulations or in the protection of property (15 semester credits = 6 months). An Associate’s degree in law enforcement, criminal justice, public safety or related field from an accredited community college, business or technical school, may be substituted for two (2) years of work experience in the enforcement of security regulations or in the protection of property. C. A Bachelor’s degree in law enforcement, criminal justice, public safety or a related field from an accredited college or university may be substituted for up four (4) years of work experience in the enforcement of security regulations or in the protection of property. D. A Master’s or PhD degree in law enforcement, criminal justice, public safety or a related field from an accredited college or university may be substituted for up to one (1) year of work experience in the enforcement of security regulations or in the protection of property. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degrees, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II PARK SECURITY COORDINATOR 3 6.298 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
