HomeMy WebLinkAbout8.255 PLUMBER II 20210930PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.255 Class Specifications for the Class: PLUMBER II WS-10, BU-01 Duties Summary: Supervises and participates in the installation, maintenance and repair of water and sewer systems and all necessary fittings and accessories in public parks, buildings, playgrounds and surrounding areas; and performs other related duties as required. Distinguishing Characteristics: This class differs from that of the Plumber I in that the Plumber II supervises skilled plumbers and other helpers as a continuing assignment and participates in the work necessary to complete the job; whereas, the Plumber I performs journey worker level plumbing work. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises and participates in the installation, maintenance and repair of water and power pipe systems and accessories in public buildings, parks, playgrounds and surrounding areas; • Supervises and participates in the installation and repair of toilet fixtures such as wash basins, urinals and showers; • Supervises and participates in the installation of water heaters and other appliances, sprinkling systems in parks and playgrounds and makes necessary repairs; • Supervises and participates in the cutting, reaming and threading of pipes; • Supervises and participates in the laying of sewer lines according to line and grade and in the caulking of joints with lead; • Supervises and performs manual tasks such as digging and backfilling of trenches; supervises the work of plumbers and other helpers; • Reads blueprints, plans and specifications; PART I PLUMBER II 2 8.255 • Makes time and materials estimates; maintains records of material used and labor time and makes periodic reports of work progress; • Responsible for the maintenance of tools and equipment; • Encourages and enforces safety practices; and • Performs other related duties as assigned. Knowledge of: Water and sewer system construction methods and equipment; practices, tools, equipment and materials in the maintenance and repair of water and sewer systems; safety practices of the trade; principles of supervision. Ability to: Supervise, plan and lay out installations according to approved practices in the trade; detect flaws in workmanship of materials and fittings; read and interpret blueprints and specifications; estimate time and material to accomplish work; perform painting work; assign and supervise work of others; read and understand oral and written instructions; prepare simple reports. This is an amendment to the specification for the class, PLUMBER II, which was approved on November 28, 1973 amended on November 15, 1977, March 24, 2010 and February 22, 2019, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.255 Minimum Qualification Specifications for the Class: PLUMBER II BC-10, BU-01 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two (2) years of experience as a journey worker plumber. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degrees, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II PLUMBER II 2 8.255 License Requirement: Possession of a valid State of Hawaii journey worker plumber’s license, a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
