Class Specifications for the Class:
PUBLIC SAFETY WORKER I
SR-15, BU-03
Duties Summary:
Provides a variety of enforcement and protective services in the booking, detention,
and transfer of arrested persons for the Kauai Police Department; assists officers with
security and custodial tasks at the police facility; performs other related duties as required.
Distinguishing Characteristics:
This class is responsible for the security and safety of persons and property within
and on the premises of a police facility or assigned area, including legal processing of
persons charged with violating the law. The nature of the work performed requires exercise
of independent judgement and initiative. Positions in this class work with local, State, and
federal agencies responsible for law enforcement services in matters of mutual concern or
when assistance or augmentation of law enforcement services are needed.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Conducts booking procedures, takes fingerprints and photographs, and processes
suspected offenders;
• Performs sobriety testing;
• Receives, stores, and accounts for personal properties of persons being held at
detention cells;
• Monitors and stands watch over detainees for unusual behavior and to prevent them
from injuring themselves;
• Maintains operational logs and performs other receiving desk duties;
• Provides general information and assistance to the public and receives complaints
over the telephone;
• Assists patrol sector officers by investigating noncriminal complaints;

• May assist arresting officers in taking custody and searching of suspects; may collect
and preserve evidence;
• Maintains the security of the main police building, equipment, and materials;
• Directs traffic when necessary and issue citations for parking violations;
• Escorts prisoners to court and/or prison within and outside the State;
• Operates a motor vehicle and other equipment used on the job;
• Equipped with firearm when escorting prisoners; prepares necessary reports;
• Attends meeting, conferences, and workshops as requested and authorized; and
• Performs other related duties as required.
Knowledge of:
Security and emergency procedures; departmental rules, regulations, practices and
procedures; laws pertaining to local detention and holding areas; human behavior; care and
operation of firearms and other law enforcement equipment.
Ability to:
Observe, remember, and record events accurately; understand and carry out oral and
written directions; make quick effective and reasonable decisions in emergencies and to
take appropriate action; prepare and present clear and comprehensive written and oral
reports; work cooperatively with others; learn, demonstrate, and apply various self-defense
techniques; meet and maintain physical endurance and agility; use and care for firearms
and other law enforcement equipment.
This is an amendment to the specification for the class PUBLIC SAFETY WORKER
which was approved on November 28, 2001, amended on December 2, 2003, and
amended and retitled to PUBLIC SAFETY WORKER I on December 20, 2005, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
PUBLIC SAFETY WORKER I
SR-15, BU-03
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• one (1) year of general work experience.
Qualifying General Work Experience:
Any work experience which may involve the basic skills: reading, writing, computation
and communication.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college,
college or university, trades school, etc., may be substituted for the education
requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, business or technical school, college, or university
may be substituted up to two (2) years of the general work experience requirement.-
(15 semester credits = 6 months).
B. An Associate’s degree in any field from an accredited college or university may be
substituted for up to two (2) years of the general work experience requirement.

C. A Bachelor’s degree in any field from an accredited college or university may be
substituted for up to four (4) years of the general work experience requirement.
D. A Master’s or PhD degree in any field from an accredited college or university may be
substituted for up to one (1) year of the general work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degrees, transcripts must be provided and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any appropriate licenses or certificates as required of the position.
Firearms Requirements:
Applicants must be qualified to carry and/or possess firearms or ammunition in
accordance with State and Federal law, e.g. no misdemeanor or felony domestic violence
conviction.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class PUBLIC SAFETY WORKER
which was approved on November 28, 2001, amended on December 2, 2003, and
