HomeMy WebLinkAbout6.309 PUBLIC SAFETY WORKER TRAINEE 20210930PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.309 Class Specifications for the Class: PUBLIC SAFETY WORKER TRAINEE SR-13, BU-03 Duties Summary: Serves in a trainee capacity, receiving training on a variety of topics including receiving and processing of detainees; performing protective and custodial services; and performs other duties as required. Distinguishing Characteristics: This is the entry level class in the Public Safety Worker series. It involves training in the security and safety of persons and property within the premises of a police facility or assigned area, including legal processing of persons charged with violating the law. Work assignments are made concurrently with orientation and training, and continued guidance and instructions are provided during such assignments. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Attends a variety of training and becomes familiar with departmental rules, regulations and procedures: books and processes detainees in custody, defensive tactics, non-emergency vehicle operation, detention facility surveillance equipment/system, and familiarize self with the Record Management System (RMS) and other computerized systems; • Assists in processing prisoners by fingerprinting, photographing, taking inventory of property and completing all necessary arrest forms; • Performs clerical work, prisoner transportation and escort, and other service tasks in support of Police department activities; • Reviews reports, records and other materials for accuracy, completeness and conformance with established requirements; • Searches for and compiles information for reports; • Maintains operational logs and performs other receiving desk duties; PART I PUBLIC SAFETY WORKER TRAINEE 2 6.309 • Meets the public and answers the telephone to provide general information and receives complaints; • Participates in Detention Facility Training and Evaluation Program; • Maintains detention facility ensuring safety, health and welfare of detainees; • Operates radio communication equipment in transmitting and receiving messages; • Acquires and maintains warrants and files, both electronic and hard copy; • Prepares routine records and reports; • Operates a motor vehicle to transport prisoners; • Escorts pre-determined low risk prisoners to court; • Performs security inspections of assigned locations; • Maintains police equipment (e.g., stroller meter, first aid kits, flares, etc.); and • Performs other related duties as required. Knowledge of: Office practices and procedures; use of standard office machines; security and emergency procedures; human behavior; departmental rules, regulations, practices and procedures. Ability to: Read and interpret laws, ordinances, rules, regulations and departmental policies; follow oral and written instructions; make quick, effective and reasonable decisions in emergencies and to take appropriate action; operate computer and standard office machines and equipment; deal tactfully and effectively with the public; work cooperatively with others. This is an amendment to the specification for the class PUBLIC SAFETY WORKER TRAINEE which was approved on effective March 27, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 6.309 Minimum Qualification Specifications for the Class: PUBLIC SAFETY WORKER TRAINEE SR-13, BU-03 Training & Experience: A combination of education and experience substantially equivalent to graduation from high school. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s or Master’s degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degrees, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II PUBLIC SAFETY WORKER TRAINEE 2 6.309 License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class PUBLIC SAFETY WORKER TRAINEE which was approved on effective March 27, 2020, and is to be substituted for that specification.
