Class Specifications for the Class:
PROJECT ASSISTANT
SR-18, BU-13
Duties Summary:
Assists in performing routine professional work in planning, organizing, managing,
implementing, and evaluating projects according to project management principles and
methods; assists in preparing designs, plans, specifications, estimates and reports; and
performs other related duties as required.
Distinguishing Characteristics:
This is the entry level for the project management series. A position in this class
receives specific instructions and follows well-established practices in the planning,
implementation and evaluation of projects of well-defined, routine or uncomplicated nature
and assists higher level project managers.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Assists in reviewing project plans, specifications, manuals, applicable policies and
environmental requirements;
• Studies project details, work performed and materials involved;
• Attends or conducts pre-project meetings to confer with service provider and
schedules project dates and discuss work practices and activities;
• Assist in performing detailed inspections of processes, materials and work in
progress to ensure equipment and operations conform to specifications;
• Keeps records and notes of work observed and pertinent to project activities, and
prepares work progress reports and change orders;
• Provides assistance in inspection processes;
• Assist in performing tests to determine if quality meets specifications;
• Ensures completed work meets specifications and timelines;

• Assists in closing, or closes, the project by double-checking, testing processes, and
performing inspections;
• May operate a motor vehicle to perform site visits and inspections as needed; and
• Performs other related duties as assigned.
Knowledge of:
Principles and practices of project management; theory, principles and practices of
engineering and architecture; field testing equipment, procedures, forms and final material
summaries; inspection and testing procedures, contract payment processes and record
keeping requirements; quality assurance requirements and processes.
Ability to:
Learn principles, practices and fundamentals of project management; read, interpret
and implement plans, specifications and special provisions; work independently with
minimal supervision; use sound judgment in solving routine problems; communicate
information clearly and concisely with others; use a computer and relevant software
proficiently; pay attention to detail.
This is an amendment to the specification for the class, PROJECT ASSISTANT, which
was approved on December 1, 2009, amended on December 29, 2009 and November 19,
2013, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PROJECT ASSISTANT
SR-18, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in project
management, business administration, public administration or a field pertinent to the
department’s program and activities, and
• one (1) year of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience planning, directing, managing, monitoring and
evaluating projects. Such experience must include determining project goals, scope,
deliverables, timelines, costs and resources; leading project teams; administering budgets
and contracts; tracking project progress to ensure that milestones are met on time and
within budget; documenting project progress; and identifying metrics for project evaluation.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university. (15
semester credits = 6 months).
Specialized professional work experience in project management, business administration,
public administration or a field pertinent to the department’s program and activities or
education credits in project management, business administration, public administration or
a field pertinent to the department’s program and activities can be substituted for up to four
(4) years of the bachelor’s degree such as:

A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits specific to project management, business
administration, public administration or a field pertinent to the department’s program
and activities leading to a degree or diploma from an accredited community college,
trades school, college, or university (15 semester credits = 6 months).
A master’s degree or PhD in project management, business administration, public
administration or a field pertinent to the department’s program and activities may be
substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to project management, business
administration, public administration or a field pertinent to the department’s program
and activities leading towards a Bachelor’s/Master’s/PhD degree from an accredited
college or university, may be substituted up to one (1) year of the specialized work
experience requirement. (15 semester credits = 6 months).
B. A Master’s degree in project management, business administration, public
administration or a field pertinent to the department’s program and activities from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
C. A Doctorate’s degree project management, business administration, public
administration or a field pertinent to the department’s program and activities from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
