HomeMy WebLinkAbout2.325 PRINCIPAL PROJECT MANAGER 20210930PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.325 Class Specifications for the Class: PRINCIPAL PROJECT MANAGER SR-26, BU-13 Duties Summary Performs the most complex professional work in supervising the planning, organizing, managing, implementing, and evaluating projects according to project management principles and methods; prepares and supervises the designs, plans, specifications, estimates and reports; and performs other related duties as required. Distinguishing Characteristics A position in this class regularly performs the most complex assignments in supervising the planning, implementation and evaluation of projects that are highly complex and/or sensitive capital projects, longer in duration and more costly to complete than those managed by the lower level. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Performs contract administration for County projects from inception, design, award, implementation and through the warranty period; • Directs and may evaluate assigned professional and paraprofessional technical staff; • Provides direction, guidance and assistance to employees, contractors and work groups; • Coordinates daily work activities; • Organizes, prioritizes and assigns work; • Monitors status of work in progress and inspects completed work; • Ensures compliance with Federal, State and County codes when required; • Assists with development of project scopes, budgets and schedules and implementation of such; • Monitors expenditures to ensure compliance with approved budget; PART I PRINCIPAL PROJECT MANAGER 2 2.325 • Provides technical advice, information and assistance with issues related to assigned projects; • Prepares reports, analyses and records; • Assists with development and implementation of departmental policies and procedures; • Coordinates process for bidding and contracting of services; • Prepares Requests for Proposal (RFPs); • Prepares bid packages; • Conducts pre-bid and pre-construction meetings; • Issues addendums to clarify questionable issues; • Participates in negotiations of scope of services and fees for service agreements; • Makes recommendation for selection of vendors and awarding of contracts; • Compiles contract language, including specifications package; • Coordinates acquisition and/or maintenance of required permitting; • Researches code requirements and coordinates efforts between multiple departments and/or consultants; • Operates a motor vehicle, personal computer and other equipment as necessary, including use of computer applications; • May supervise other departmental staff and project managers; and • Performs other related duties as assigned. Knowledge of: Project management principles, techniques and tools; cost benefits analysis, planning and budgeting techniques; engineering principles and practices; public administration and management principles, including general administration, human resources management and fiscal management and accounting; Federal, State, and local regulatory codes related to activities and operations of the assigned area; contract negotiations and administration; current technology and trends in the profession. PART I PRINCIPAL PROJECT MANAGER 3 2.325 Ability to: Coordinate, manage and track multiple project activities on several projects concurrently; utilize computer-based project management tools; manage multi­disciplinary project teams; assign, monitor, supervise and evaluate staff work performed; anticipate and evaluate project risks, identify mitigating factors, and resolve problems; communicate effectively both orally and in writing; establish and maintain effective working relations and communications with others; analyze and project consequences of decisions and/or recommendations. This is an amendment to the specification for the class, PRINCIPAL PROJECT MANAGER, which was approved on December 1, 2009, amended on December 30, 2009, effective December 29, 2009, amended on November 19, 2013, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.325 Minimum Qualification Specifications for the Class: PRINCIPAL PROJECT MANAGER SR-26, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in project management, public administration, business administration or a field pertinent to the department’s program and activities, and • five (5) years of specialized experience. Qualifying Specialized Work Experience: Professional work experience planning, directing, managing, monitoring and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university. (15 semester credits = 6 months). Specialized professional work experience in project management, business administration, public administration or a field pertinent to the department’s program and activities or education credits in project management, business administration, public administration or a field pertinent to the department’s program and activities can be substituted for up to four (4) years of the bachelor’s degree such as: PART II PRINCIPAL PROJECT MANAGER 2 2.325 A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to project management, business administration, public administration or a field pertinent to the department’s program and activities leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in project management, business administration, public administration or a field pertinent to the department’s program and activities may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific to project management, business administration, public administration or a field pertinent to the department’s program and activities leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement. (15 semester credits = 6 months). B. A Master’s degree in project management, business administration, public administration or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree project management, business administration, public administration or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II PRINCIPAL PROJECT MANAGER 3 2.325 License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
