Class Specifications for the Class:
PROJECT COORDINATOR
SR-20, BU-13
Duties Summary
Performs routine professional work in planning, organizing, managing, implementing,
and evaluating projects according to project management principles and methods; prepares
designs, plans, specifications, estimates and reports; and performs other related duties as
required.
Distinguishing Characteristics
A position in this class performs routine assignments in the planning, implementation
and evaluation of projects of well-defined, routine or uncomplicated nature, exercises some
degree of judgment based on experience and assists higher level project managers on more
complex projects as needed.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Assists in designing and reviewing project plans, specifications, manuals, and
applicable policy requirements;
• Assists in making preliminary and final inspection for projects
• Monitors, schedules and coordinates work performed by contractors or service
providers;
• Reviews and inspects work in progress for cost and operational needs;
• Ensures that required field inspections are conducted to verify compliance with
established standards, laws and regulations relating to construction projects;
• Maintains project files and documentation;
• Prepares reports, studies and evaluations on contracts and bid documents;
• May meet with public groups, citizens and stakeholders to explain and support
projects as needed;

• Attends or conducts project related meetings as required;
• May operate a motor vehicle to perform site visits and inspections as needed; and
• Performs other related duties as assigned.
Knowledge of:
Principles and practices of project management; theory, principles and practices of
engineering and architecture; field testing equipment, procedures, forms and final material
summaries; inspection and testing procedures, contract payment processes and record
keeping requirements; quality assurance requirements and processes.
Ability to:
Learn principles, practices and fundamentals of project management; read,
comprehend, interpret and implement rules, regulations, policies and procedures, plans,
specifications and special provisions; work independently with minimal supervision; use
sound judgment in solving routine problems; communicate information clearly and concisely
with others both verbally and in writing; establish and maintain effective working
relationships with others; use a computer and relevant software proficiently; pay attention to
detail.
This is the first specification for the class PROJECT COORDINATOR.

Minimum Qualification Specifications
for the Class:
PROJECT COORDINATOR
SR-20, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in project
management, public administration, business administration or a field pertinent to the
department’s program and activities, and
• two (2) years of specialized experience.
Qualifying Specialized Work Experience:
Professional work experience planning, directing, managing, monitoring and
evaluating projects. Such experience must include determining project goals, scope,
deliverables, timelines, costs and resources; leading project teams; administering budgets
and contracts; tracking project progress to ensure that milestones are met on time and
within budget; documenting project progress; and identifying metrics for project evaluation.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university. (15
semester credits = 6 months).
Specialized professional work experience in project management, business administration,
public administration or a field pertinent to the department’s program and activities or
education credits in project management, business administration, public administration or
a field pertinent to the department’s program and activities can be substituted for up to four
(4) years of the bachelor’s degree such as:

A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits specific to project management, business
administration, public administration or a field pertinent to the department’s program
and activities leading to a degree or diploma from an accredited community college,
trades school, college, or university (15 semester credits = 6 months).
A master’s degree or PhD in project management, business administration, public
administration or a field pertinent to the department’s program and activities may be
substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to project management, business
administration, public administration or a field pertinent to the department’s program
and activities leading towards a Bachelor’s/Master’s/PhD degree from an accredited
college or university, may be substituted up to one (1) year of the specialized work
experience requirement. (15 semester credits = 6 months).
B. A Master’s degree in project management, business administration, public
administration or a field pertinent to the department’s program and activities from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
C. A Doctorate’s degree project management, business administration, public
administration or a field pertinent to the department’s program and activities from an
accredited college or university may be substituted for one (1) year of the specialized
work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used again
towards the experience requirement. If work experience is used to substitute for education,
it may not be used again to meet the experience requirement. If the applicant holds more
than one degree, transcripts must be provided and a thorough review will be conducted by
the DHR staff in order for more than one degree to be credited towards the minimum
qualification requirements. Additional degrees can be considered if obtained independently
through mutually exclusive classes from another degree being considered. Substitutions will
be used to the advantage of the applicant
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
