RESOLUTION ESTABLISHING A CROSSWALK AND A PEDESTRIAN
LANE ON KOLOA ROAD, KOLOA DISTRICT,
COUNTY OF KAUA'I
WHEREAS, Chapter 16, Article 2 of the Kaua'i County Code 1987, as
amended, authorizes the Kaua'i County Council: to create, define, re-define,
eliminate, or change all traffic lanes and crosswalks; and
WHEREAS, Koloa Road is located in the Koloa District, County of Kaua'i,
State of Hawai'i; and
WHEREAS, the Department of Public Works, based on an engineering and
traffic investigation, has recommended the following:
• Establishment of a marked crosswalk on Koloa Road at Lauoho Road.
• Establishment of a lane for use by pedestrians on Koloa Road near Lauoho
Road.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA'I, STATE OF
HA WAI'I THAT:
SECTION 1. A marked crosswalk is hereby established across
Koloa Road at the west side of its intersection with Lauoho Road, as shown on the
map attached hereto as Exhibit ").;' and incorporated herein by reference.
SECTION 2. A traffic lane designated for use by pedestrians is hereby
established on the south side of Koloa Road from Lauoho Road to a location
approximately 400 feet west of Lauoho Road, as shown on the map designated as
Exhibit "A" and attached hereto and incorporated herein by reference. Riding of
bicycles in this pedestrian lane is allowed as provided by law. No person shall drive
any motor vehicle within or park any vehicle upon this pedestrian lane, except when
executing a legal turn or parking maneuver, or when it is necessary to yield to an
emergency vehicle, or if the vehicle is a stalled or broken vehicle, an emergency
vehicle, or an official federal, state, or county vehicle in the performance of its actual
duty.

SECTION 3. The Department of Public Works shall mark and post
appropriate signs and pavement markings at the crosswalk and pedestrian lane
established herein in accordance with the provisions provided by law.
SECTION 4. Any person convicted of violating any provisions of the
Traffic Code of the County of Kaua'i, Chapter 16, Kaua'i County Code 1987, as
amended, shall be subject to the penalties prescribed in Section 16-21.6, Chapter 16,
Kaua'i County Code 1987, as amended.
SECTION 5. This Resolution shall take effect upon its approval and the
installation of appropriate signs and pavement markings.
