Class Specifications for the Class:
FIRE ASSISTANT CHIEF
EM-05, BU-11X
Duties Summary:
Directs a major bureau of the Kaua‘i Fire Department; administers the
comprehensive firefighting, search and rescue, and hazardous materials operations bureau;
or administers the support services bureaus including fire prevention and inspection,
training and ocean safety; provides executive assistance to the Fire Chief and Deputy Fire
Chief; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of the Battalion Fire Chief in that it plans, directs, and
coordinates comprehensive programs for a County-wide bureau consisting of three
battalions or two or more specialized bureaus; whereas the Battalion Fire Chief commands a
battalion of firefighting, search and rescue, and hazardous materials on an assigned shift.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Line Operations:
• Plans, direct, coordinates, and has day-to-day responsibility for County-wide
firefighting, search and rescue, hazardous materials, and emergency medical
services operations;
• Responds to and assumes command of extensive, complex, or catastrophic fire,
search and rescue, hazardous materials or other emergency incidents;
• Prepares, justifies and manages budget requirements for the bureau;
• Oversees the personnel requirements for the bureau;
• Develops department goals and objectives as a member of a senior management
team;
• Oversees and evaluates the work of battalion commanders;
• Meets with battalion commanders to evaluate activities, discuss problems, and

collaborate on strategies for improvement;
• Reviews performance of the firefighting force to assure optimum utilization of
personnel, equipment, and facilities;
• Develops and recommends intervention strategies when appropriate;
• Enforces all policies and rules of the fire department and the County of Kaua‘i and
shall institute disciplinary action when appropriate;
• Serves as the administrative liaison at Kaua‘i Emergency Management Agency
(KEMA) emergency operations center to ensure collaboration of inter-agency planning
and logistics during incidents of nature disasters and community crisis;
• Reviews bureau activity reports to determine compliance with department policies,
procedures, and practices;
• Prepares and submits periodic reports regarding battalion activities and needs;
• May chair or participate as a member of a promotion selection panel as designated
by the Fire Chief and make effective recommendation for selections;
• Provides guidance in the department’s Record Management System (RMS) program
to Battalion commanders.
Support Services:
• Plans, directs and coordinates the activities of the fire prevention and inspection,
training, and ocean safety bureaus of the department;
• Ensures cooperation and collaboration between the bureaus;
• Reviews the activities and reports of the bureaus to determine compliance with
departmental policies and procedures, safety practices, and OSHA/HIOSH
requirements;
• Evaluates bureau performance and develops intervention strategies;
• Prepares and develops capital improvement budgets and prepares reports and
documents as requested;
• Assists with presentations at budget hearings before administration and Council;
• Develops departmental goals and objectives as a member of the senior management
team;

• Enforces all policies and rules of the department and the County of Kaua‘i and shall
institute disciplinary action when appropriate;
• Oversees and evaluates the performance of bureau commanders under his/her
command;
• Meets with commanders to evaluate activities, discuss problems, and collaborate on
strategies for improvement;
• Provides guidance in the departments RMS program to bureau commanders;
• May serve as a member of special committees or task forces for special projects that
may directly involve the department;
• Serves as department liaison with other county, state, and federal agencies;
• May chair or participate as a member of a promotion selection panel as designated
by the Fire Chief and make effective recommendation for selections;
• May respond and assume command or serve in any of the functional areas of the
incident command structure at extensive, complex, or catastrophic fire, search and
rescue, hazmat or other emergency incidents;
• Serves as administrative liaison at the KEMA to ensure collaborations of inter-agency
planning and logistics during incidents of natural disasters and community crisis;
• Instructs relief bureau commanders of the duties to be performed; and
• Performs other related duties as assigned.
Knowledge of:
Fire organization and administration including supervision, training, and budget
preparation and control; personnel management; principles, methods and techniques of
firefighting, and types of uses of pertinent equipment; local and State rules, regulations,
ordinances, and laws relating to fire department operations; department policies, rules,
practices, and procedures; and the geography and physical characteristics of the County of
Kaua‘i and adjacent waters.
Ability to:
Plan, organize, direct, and administer an extensive firefighting and search and rescue
operation; apply firefighting principles and knowledge in developing an effective firefighting,
rescue and hazardous materials operation; conduct inspections and investigations of
performance and conditions; apply good judgment in making management decisions;

establish and maintain effective working relationships with subordinates and the public; and
keep records and prepare reports.
This is an amendment to the specification for the class, FIRE ASSISTANT CHIEF,
which was approved on August 14, 2017, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
FIRE ASSISTANT CHIEF
EM-05, BU-11X
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree, and:
•six (6) years* of firefighting experience in the Kaua‘i Fire Department (*Includes
time as a Fire Fighter Trainee); and
•four (4) years as a Fire Captain or higher in the Kaua‘i Fire Department.
Substitutions Allowed:
The following may be substituted for education:
Work experience in firefighting in the Kaua‘i Fire Department may be substituted for up to
four (4) years of the bachelor’s degree.
An Associate’s degree from an accredited community college or trades school may be
substituted for up to two (2) years of the education requirement.
A Master’s degree or PhD may be substituted for the education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent)
and the appropriate licenses or certifications as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
