HomeMy WebLinkAbout2.145 REAL PROPERTY APPRAISAL SPECIALIST 20211028PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.145 Class Specifications for the Class: REAL PROPERTY APPRAISAL SPECIALIST SR-26, BU-13 Duties Summary: Performs special assignments, including significant and sensitive appraisals, assessments, and reviews of appraisals conducted by staff appraisers in support of the real property programs of the County of Kaua‘i; serves as a consulting and technical resource to County officials on legislative and operational issues relative to division programs; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for the performance of appraisals of a broad range of properties with complex characteristics, such as those found in master planned projects. This class serves as consulting and technical resource to County officials on matters pertaining to real property programs, appraisals, assessments and relative legislative issues. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). •Performs appraisals of real properties from the field and office for master planned projects as well as other potentially complicated properties, accurately and uniformly applying mass appraisal methodologies; •Assists in the direction of operational and procedural compliance regarding appraisals and other specialized assignments, and provides direct staff assistance to the Director of Finance or designee; •Researches, analyzes and evaluates data to prepare assessment and appraisal; •Analyzes cost factors, construction grade and building conditions, market trends, vacant and improved land sales; •Validates property sales by contacting the transaction principals or realtors, confirming facts such as sales price, date of sale, financing terms and the relationship between the buyer and technical resource on issues relative to real property valuations, assessment and collections; PART I REAL PROPERTY APPRAISAL SPECIALIST 2 2.145 •Participates in establishing goals and objectives for the annual assessment plan; •Reviews existing appraisal policies and practices, formulating recommendations for improvement; •Participates in the planning and development of the annual appraisal operation for division staff, with emphasis on field operations for division staff, with emphasis on field operations production, value coordination and quality control for residential and non-residential properties; •Plans, organizes and assists in the direction of the computer-assisted appraisal system and data analysis from computer system reports; •Assists with fieldwork and inspection of commercial, industrial and vacant land properties; •Reviews appraisals or assessments and resolves disagreements; •Prepares appraisal reports and work status reports; •Appears in court or before the Board of Review and general public to explain assessments; •Initiates field and software training for new staff appraisers, and reviews fieldwork as required; and •Performs other related duties as assigned. Knowledge of: Real property assessment, valuation, County codes and taxation principles, processes and terminology, generally accepted standards for professional appraisals; State and local real property tax laws, ordinances, rules and regulations; principles and practices of appraising real property for tax valuation purposes; land development and real estate business practices; computer operation, including word processing, spreadsheet applications and data base management; report writing; public relations. Ability to: Plan and conduct valuation studies and complex appraisals and make sound decisions and recommendations; apply various principles and techniques to arrive at an equitable and supportable assessed value; establish and maintain good public relations; exercise sound technical judgment; work effectively with others; speak and write effectively; provide expert testimony in real property tax appeals and other hearings; prepare technical and narrative reports. PART I REAL PROPERTY APPRAISAL SPECIALIST 3 2.145 This is an amendment to the specification for the class, REAL PROPERTY APPRAISAL SPECIALIST, which was approved on May 19, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.145 Minimum Qualification Specifications for the Class: REAL PROPERTY APPRAISAL SPECIALIST SR-26, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in real estate, business, or public administration, economics or a related field; and • three (3) years of professional work experience in appraising real property, and • two (2) years of appraising the most difficult and complex types of real property. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in real estate, business, or public administration, economics or a related field or education credits in real estate, business, or public administration, economics or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to real estate, business, or public administration, economics or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). PART II REAL PROPERTY APPRAISAL SPECIALIST 2 2.145 A master’s degree or PhD in real estate, business, or public administration, economics or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific to real estate, business, or public administration, economics or a related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of professional work experience appraising real property (15 semester credits = 6 months). B. A Master’s degree in real estate, business, or public administration, economics or a related field from an accredited college or university may be substituted for one (1) year of professional work experience appraising real property . C. A Doctorate’s degree in real estate, business, or public administration, economics or a related field from an accredited college or university may be substituted for one (1) year of professional work experience appraising real property. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II REAL PROPERTY APPRAISAL SPECIALIST 3 2.145 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, REAL PROPERTY APPRAISAL SPECIALIST, which was approved on May 19, 2020, and is to be substituted for that specification.
